CALL TO ARTISTS

OUTSIDE THE BOX: Artists Take on City Utility Boxes
The City of Hartford invites Greater Hartford artists to make art of overlooked urban forms.


Project Overview

The Outside the Box program, coordinated by the Mayors Livable Sustainable Neighborhoods Initiative
(LSNI), and City of Hartfords Marketing, Events and Cultural Affairs Division (MECA) is geared toward the
recognition and celebration of local artists. Through the Outside the Box program, artists are asked to paint
City of Hartford utility boxes with original designs. Once professionally painted, these utility boxes in
neighborhood business districts specifically identified by the City of Hartford will contribute to the vitality and
attractiveness of the urban streetscape and deter graffiti.

Process
Artists must reside in the Greater Hartford area.
Up to 2 designs by each Greater Hartford artists will be considered.
Selections will be made by Committee comprised of members of MECA, LSNI, Commission on Cultural
Affairs & 1 (one) Community Artist.
All participating artists will be notified by MECA of the chosen designs.

Honoraria
Participating artists receive a $500 honorarium from the City of Hartford upon completion of their box. A l l
Artists are responsible for the cost of all materials required to complete the artwork, including but not limited to
all paint materials, brushes, primer, drop cloth, etc
The sealant will be provided by the City of Hartford, but required to be applied by the artist upon
completion.

Design Guidelines
All artwork must be original.
Submission Deadline: Thursday, July 10, 2014, no later than 5:00pm
Notification Date: All artists will be notified on Friday, July 18, 2014 on the selected artwork.
Painting Dates: The City of Hartford has identified Saturday, & Sunday, August 9 & 10, 2014 between
10:00am 5:00pm as the scheduled painting times. Any additional time outside of the scheduled times
will have to be scheduled and arranged with MECA.
Requirements: Artists must avoid dark palettes in order to prevent boxes from overheating in the sun.
Art Work: Designs may be representational or abstract (No Profanity or Nudity) but must respond to the
urban context and be appropriate given the location and audience.
Utility box size may vary; selected artists must be willing to adjust designs to their particular box.

Note: The operational use of the boxes, hinges, vents, locks and keyholes cannot be painted over. Artists
must avoid dark palettes in order to prevent boxes from overheating.

Other Items to Consider

The utility boxes must be scraped, cleaned and primed before painting.
Please tape over functional areas and spray automobile primer.
Only durable materials may be used in the creation of the artwork.
Artists must avoid dark palettes in order to prevent boxes from overheating in the sun.
Artists must supply their own materials, water, primer, drop cloths, etc
Drop cloths should be used at all times while painting.
Applied paint must not interfere with the operation of the boxs hinges, vents and locks, in addition to
the legibility of any cautionary text on the box.
The City of Hartford will provide each artist with a protective sealant. All artists are responsible for
protecting their work from the elements and possible vandalism.
Passage on the sidewalk for pedestrians must be at all times maintained. Blocking traffic or lanes of the
street may only be done in coordination with project staff (MECA & LSNI) and City officials.



Terms of Agreement
All artists selected for Outside the Box must agree to the following:
The work submitted by each artist is original, solely owned by the artist and reproduction will not
violate the rights of any third party. Since the artistic designs leading up to and including the final design
and dimension of the artwork are unique, the artist shall not make any additional, exact duplicate
reproductions of the final design and dimension, nor shall the artist grant to a third party the right to
replicate the artistic designs and dimensions of the artwork, without the written permission of the City.
The accepted artwork developed under this contract shall be the exclusive property of the City of
Hartford.
The artist grants to the City of Hartford, an irrevocable license to make reproductions of the artwork
and the final designs to be used in brochures, media, publicity and catalogs or other similar publications.
The artwork may be removed and/or destroyed at any time without notification of the artist to
accommodate utility box replacement.
