I. Introduction
The LGPMS on-line reporting facility is a tool designed to concisely explain the extent to
which your LGU has performed based on the performance scales and standards of the
Local Governance Performance Management System. As a valued institution in local
governance, the LGPMS would like to provide your LGUs with insights and ideas for
improving and strengthening your local governance processes and strategies towards an
effective provision of quality services. Through a proper process of self-assessment and
performance management, the LGPMS indicates your LGUs governance strengths and
constraints through an empirical assessment of focus governance performance areas and
sub-areas.
Highlighted in this report is your LGUs governance performance index in the pre-defined
governance and sub-governance concerns. The LGPMS performance index is the
condensed and collated summary of the multiple set of benchmark performance
indicators that you have self-assessed and provided to the LGPMS web based system.
The findings on the 5 LGPMS governance areas based on your self-assessment are
summarized below:

The LGPMS performance index is the summary report of your LGUs performance in
building and sustaining internal administrative capacities and delivering services to
constituencies. LGU capacity is defined as the availability of the basic inputs such as
plans and programs, structure, tools and equipment, etc. in a service area. Service
delivery refers to the coverage or extent of accomplishment delivered by the LGU for
each of the service area. Service delivery can be in terms of internal or external services
provided to by the LGU to its operating units or to its target groups and communities
respectively.
The combination of the LGU capacity and service delivery provides the four (4) areas of
LGPMS performance zones in the LGU namely: 1) the excellent performance zone
which is the combination of high LGU capacity and high service delivery in a given
service area; 2) the zone of poor performance which explains the low capacity and low
service delivery service area assessment; 3) the zone of high capacity but low service
delivery; and 4) the zone of low capacity but high service delivery.
These performance zones describe the LGUs institutional development in relation to the
LGPMS service areas. The 1st zone or the “zone of excellent performance” explains a
mature level performance for an LGU in a specific service area, demonstrating sustained
and solid performance in a sub-governance area in terms of service delivery and capacity.
At this performance level, the challenge for the LGU is to continuously remain
responsive to the needs of the population it serves.
The 2nd zone of poor performance describes an infancy level LGU in relation to service
delivery and administrative capacity for a given sub-governance area. The LGU
challenge in this performance level is to maintain services even without the internal
capacity and on-going program for a service area.
The 3rd zone of high capacity but low service delivery suggests a forming level LGU
service area performance. A forming level performance suggests the presence of
capacity but could not translate into a responsive service delivery. The challenge to the
LGU at this performance level to develop more a more systematic way of service
delivery including sustaining staff capacity and programming.
The 4th zone of low capacity but high service delivery implies an established level service
delivery mechanism but weak LGU administrative capacity to carry and sustain services.
The LGU challenge at this stage is developing more effective systems and programs for
service delivery.

zone of excellence. Strategies can be adopted for the following:
• Sustaining the performance for the services areas where both capacities and
service delivery are both high
• Improving the capacities in services where LGU capacity is low but productivity
is high
• Transforming the high capacities into greater service delivery
• Developing capacities and service delivery in areas where both are low

I. Introduction
The State of Local Governance Performance Report (SLGPR) is based on the 5 thematic
governance areas of the LGPMS as assessed by the LGU. The 5 governance areas are
following:
The report is based on the performance index of the LGU in accordance with the LGPMS
governance and sub-governance areas. Performance index is the summary or collated
assessment results of the different performance criteria set in the LGPMS.
The SLGPR is a strategic document for the LGU. This report can be used by the LGU in
improving overall operations, development planning, communications and other related
local government functions.
• Transparency measures the basic LGU ideals for promoting access to and sharing
of LGU information. In LGPMS, a transparent local government results into a
meaningful participation of citizens in local governance. Transparent governance
reduces the risk of corruption.
Based on your self-assessment and data inputs, your LGU registered a fair (very high,
high, low, very low) performance for valuing the fundamentals of good governance.
This overall performance index is the collated summary result of your assessment of the
following principles of good governance:
A High Capacity but Low Service delivery means that Transparency principle in the
LGU is at forming stage but needs to be improved particularly in the aspect of service
delivery. Transparency principle that the LGU can improve include reviewing and
updating information and communication approaches in the following LGU programs
and activities (1) local government plans such as Public Safety Plan, CLUP, Health Plan,
Development Plan and AIP, among others; (2) local government programs which include
training or capacity building, resource generation program, traffic control program,
employment assistance program, and day-care services, among others; and (3) special
events such as trade fairs, investment promotion and sports fests, among others.
A Low Capacity and Low Service delivery in the principle of Participation means that the
LGU is still at infancy level with regards to this fundamental governance principle.
LGPMS believes that effective local governance considers the citizens as the subject of
and not merely the object of development. To achieve this, the LGU must work a
mechanism wherein the citizens, through the organized CSOs, NGOs, PO’s and Private
sector organizations, are involved in the planning, implementation, monitoring and
evaluation of LGU projects especially those funded by the 20% development fund.
A High Capacity and High Service delivery in Financial Accountability means that the
LGU has achieved maturity level in this fundamental governance principle. The LGU
has fully established capacity and service delivery mechanism in this sub-governance
area. However, the LGU can still further improve performance by introducing further
innovations in financial management system including cash management and the
operations of the bids and awards committee.
B. Administrative Governance
• Local legislation measures the administrative capacity of the LGUs legislative body
in complementing the executive priorities through proper and efficient legislative
action;
• Development planning measures the administrative readiness of the LGU to properly
analyze and develop appropriate sectoral development strategies
• The revenue generation service area measures the administrative ability and readiness
of the LGU to provide for the financial requirements and needs of the LGU
• Resource Allocation measures LGU administrative capacity to comply with the
required financial allocation standards and process
• Customer service measures the administrative capacity in providing quality and fast
service to customers in processing civil registry documents in terms of database
management, implementation steps and transaction time
• HRMD service area measures the administrative capacity of the LGU in managing
and developing its human resources

A High Capacity but Low Service delivery means that effective Local Legislation in the
LGU is forming level but needs to be continuously improved particularly in the aspect of
delivering legislative decisions supportive of LGU administrative functions; regulatory
mandates; corporate objectivesl; and social, economic and environmental management

LGU has achieved maturity level in this particular administrative service. The LGU has
fully established capacity and service delivery mechanism in this sub-governance area.
However, the LGU can still further improve performance by introducing innovations in
development planning outputs including the CDP, CLUP, database management and
LDC operations.
A Low Capacity and Low Service delivery in Revenue Generation means that the LGU is
still at infancy level with regards to this administrative service. The administrative
capacity and overall ability of the LGU to implement a sustainable Revenue Generation
strategy needs more improvement and guidance particularly in the area of improvements
in the collection of real property tax and local revenue sources.
A Low Capacity and Low Service delivery in Resource Allocation and Utilization means
that the LGU is still at infancy level with regards to this administrative service. At this
condition, the LGU needs assistance and guidance in properly allocating resources
particularly in the areas where budgetary, statutory and contractual and general
limitations prescribed along with improvements in specific benchmark criteria including
per capita expenditures.
A High Capacity and High Service delivery performance means that the LGU has
achieved maturity level in its Customer Service area. At this performance zone level, the
LGU has fully established capacity and service delivery mechanism in this sub-
governance area, although LGU can still further improve performance by introducing
innovations particularly processing civil registry and real-property document applications
of constituents.
A Low Capacity but High Service in HRMD means that the LGU has reached an
established level of functioning but incompletely developed capacity and mechanisms in
this particular internal administrative service. Services the LGU needs to continuously
improve includes recruitment and selection; performance evaluation and recognition;
staff development; and setting-up grievance system
C. Social Governance
The Local Government Code has defined a definite and minimum set of basic services to
be delivered by each LGUs level. The coordination and delivery of basic, regular and
direct social services is, thus highlighted in LGPMS, as a distinct governance area
particularly in the area of provision of health services, support to education and housing
and basic utilities and in maintenance of local peace, security and disaster risk
management.
Self-assessment in the social governance area covers the following aspects in social
governance:
• Health services measures the capacity, availability and coverage of quality health
services in the LGU;
• Support to education measures the extent and level of priority of the LGU in
supporting national government in providing education services priority

A detailed description of the LGU performance in the social governance area reflects the
following capacity and service delivery performances in your LGU:
A High Capacity but Low Service Delivery in the Health Services sub-governance area
means LGU capacity in this area is forming stage but needs to be translated into a
sustained service delivery to target constituency. In LGPMS, the basic target for health
services delivery includes the annual tetanus toxiod immunization to least 80% of all
pregnant women; annual provision of pre-natal services to at least 80% of pregnant
women; and annual immunization of at least 95% all children in the LGU.
A Low Capacity and Low Service Delivery in the sub-governance area of Support to
Education suggests that the LGU is still at the infancy level for this particular social
governance area. This means that the LGU needs to introduce improvements in the
service particularly in the aspects of providing direct assistance and programs to
elementary and secondary education from the SEF and the GF; and introducing
alternative learning system in the LGU apart from improving the operations of the Local
School Board.
A Low Capacity and Low Service Delivery in the sub-governance area of Support to
Housing and Basic Utilities suggests that the LGU is still at the infancy level for this
particular social governance area. To improve the current infant performance, the LGU
needs to regularly update its database for the housing sector to include records for
household access to basic utilities and the provision of socialized housing services or lot
distribution.
A High Capacity and High Service delivery in the sub-governance area of Peace, Security
and Disaster Risk Management means that the LGU has achieved maturity level in this
particular social governance area. The LGU has fully established capacity and service
delivery mechanism in this sub-governance area. However, the LGU can still further
improve performance by introducing innovations in development planning outputs
including the CDP, CLUP, database management and LDC operations.
4. Economic Governance
Economic governance covers the self-assessment factors for the LGUs support to
agriculture sector, support to fishery services, and promotion of entrepreneurship,
business and industry. The LGPMS assessment concerns economic governance includes
the following:

the following capacity and service delivery performances in your LGU:
A High Capacity and High Service delivery in the LGUs support to agriculture means
that the LGU has achieved maturity level in this social governance area. At this level, the
LGU has fully established capacity and service delivery mechanism in supporting local
agricultural development. However, the LGU can still further improve performance in
agriculture by continuously providing investments in basic agriculture support services
including the rehabilitation and construction of irrigation systems and farm-to-market
roads; provision of pre-and post harvest facilities; credit facilitation; and improving
extension and on-site research services.
A High Capacity and High Service delivery in the LGUs support to fishery services
means that the LGU has achieved maturity level in this social governance area. At this
level, the LGU has fully established capacity and service delivery mechanism in
supporting fishery development. However, the LGU can still further improve
performance in local fisheries by continuously providing investments in fishery related
infrastructures; production enhancement services; credit facilitation; marketing
enhancement services; and research and development.
A High Capacity and High Service delivery in the LGUs promotion of business,
enterprise and industry means that the LGU has achieved maturity level in this social
governance area. At this level, the LGU has fully established capacity and service
delivery mechanism in promoting and managing enterprise, business and industry
towards local economic development. However, the LGU can still further improve
performance in this sub-governance area by continuously providing innovations in the
promotion of business-friendly environment including building efficient business
registration processes and improving direct support services including provision of tax
incentives; support product labeling and packaging; support training and maintenance of
industrial peace.
5. Environmental Governance
Environmental Governance is defined in the LGPMS as the LGUs capacity and service
delivery for Forest Ecosystem Management, Freshwater Ecosystem Management, Coastal
Marine Ecosystem Management, and Urban Ecosystem Management. The self-
assessment in environmental governance covers the following concerns as benchmark in
the LGPMS:

A Low Capacity and Low Service Delivery performance in Forest Ecosystem means that
the LGU still at the infancy stage in this environmental sub-governance area. At this
level of capacity and service delivery, the LGU may not be able to directly contribute to
the management and protection of the remaining forest ecosystem of the locality. To
improve performance, the LGU can start coordinating and involving community and non-
government organizations in providing deliberate and area based forest protection and
management measures.
A High Capacity but Low Service Delivery performance means that the LGU has
established capacity but needs improvement in effort in service delivery effort in the
Freshwater Ecosystem Management environmental sub-governance area. The current
performance of the LGU needs to be translated into concrete steps and action towards
preserving the fresh water ecosystem of the LGU. This can be accomplished by
coordinating and providing direct, deliberate and area based management and protection
services together with community organizations.
A Low Capacity and Low Service Delivery performance means that the LGU is still at
infancy stage in the environmental sub-governance area of marine coastal resource
management. At this level of capacity and service delivery, the LGU may not be able to
contribute to the management and protection of the coastal marine ecosystem, including
the mangrove and corral reef resources of the locality. To improve performance, the LGU
can start coordinating and involving community and non-government organizations in
providing deliberate and area based coastal marine ecosystem protection and
management measures.
A Low Capacity and Low Service Delivery performance means that the LGU is still at
infancy stage in urban ecosystem management. At this level of capacity and service
delivery, the LGU may not be able to contribute to the management and protection of the
LGU urban ecosystem, including the proper waste management. To improve
performance, the LGU can start coordinating and involving community and non-
government organizations in instituting pollution control measures and in managing
community-based solid waste management and diversion strategies.
