Water shuts down

Western Water will work with VicRoads and Moorabool Shire Council
to investigate a burst water main that
led to a partial closure of Gisborne
Road, Bacchus Marsh for several days
last week.
A water main that runs under Gisborne Road at the intersection of Holts
Lane burst around 4.30am on Tuesday.
The burst became evident when the
road surface subsided when a heavy
truck drove across the intersection,
Western Water managing director Neil
Brennan said.

The truck had to be moved and traffic management put in place before
we could assess the damage and start
repairs.
Mr Brennan said there was minimal
disruption to the water supply, with
around 90 properties having their water turned off for a short period during
the day.
The main impact was on local traffic
due to the significant road works needed at the busy intersection.
Mr Brennan said the investigation
would determine the circumstances
that led to the incident and ensure the

surrounding water supply system was


in good condition.
We plan to work closely with Moorabool City Council and VicRoads to
uncover any factors that may have contributed to the incident, he said.
We would also like to thank Bacchus
Marsh residents for their patience and
understanding while the road was
closed for what was a complex repair
job.
Over 200 tonne of blue metal was used
to repair the hole and sinking road in
Holts Lane.

A NOXIOUS species of fish


has been found in the Werribee River at Ballan.
At the end of May former
fish biologist John Kowarsky
caught mosquito fish near
Jopling Street in Ballan.
Mr Kowarsky said after
catching the tiny fish he read
recent Melbourne Water surveys which had found mosquito fish in Werribee Gorge,
but not as far upstream as
Ballan.
This altitude may be a new
thing for this species. Werribee Gorge is about 300 metres lower. Maybe its a sign
of increasing urbanisation,
Mr Kowarsky said.
In the Werribee River
around Ballan three native
fish species have been recorded: Mountain Galaxias,
Southern Pigmy Perch and
the Short -finned Eel. The
Southern Pigmy Perch is regionally significant.
He said mosquito fish could
breed to a point where they
could exclude native fish, including the pigmy perch.
The best we can do in terms
of management is by educating people not to throw
these fish back into the river.
People should know it is a

noxious fish, he said.


A spokeswoman for the
Department of Environment
and Primary Industries
(DEPI) confirmed that mosquito fish were considered
noxious.
They predate smaller native fish and compete with
native fish for resources,
she said.
There are records of mosquito fish caught in various
locations along the Werribee
River. This species is relatively widespread.
She said invasive species
such as mosquito fish was
just one factor taken into account when assessing overall river health.
Restoration efforts are in
place that will see the health
of the Werribee River
improved and maintained
over time. This work does
not concentrate solely
on mitigating noxious species, but rather on improving
water quality to
promote native fish survival, she said.
She encouraged people to
report the possession, existence and location of any noxious aquatic species to DEPI
by calling 136 186.

Mosquito fish (Gambusia holbrooki)


In Victoria Gambusia holbrooki has been declared
a Noxious Aquatic Species under the Fisheries
Act 1995. As a declared noxious fish, this species
cannot be returned to water.
Mosquito fish were introduced into Australia in 1925
from North and Central America as a biological
control agent for mosquitoes. They have a dorsally
flattened head, rounded tail and a single dorsal fin.
Their back is green to brown, becoming grey down
their sides and silver on the belly. Females reach
up to 6cm, while males only grow to 3cm in length.
They prefer warm, still or slow flowing water.
Once introduced into a waterway, Mosquito Fish
are usually able to disperse along its entire length
due to their tolerance of diverse environmental
conditions.
Gambusia holbrooki are extremely aggressive
predators that compete with native fish, eat their
eggs and predate their young. Environmental
reports suggest they are partially responsible for
the decline of various frog and fish populations
across Australia.

Drive to declare a road

INGLISTON Drive in Ingliston has been a forgotten


road for almost 40 years.
Resident Elisha Cassar said
the original developers of
the drive didnt sign it over
to council before they became deregistered in 1977,
and the drive has sat with
ASIC (Australian Securities
and Investments Commission) ever since.
She said up until now the
seven property owners
fronting Ingliston Drive
had needed to take steps to
manage the road themselves
to maintain access to their
properties.
The driveway has been
lost in the system. If someone has an accident on this
road, then who is liable? My
concern is the safety of the
residents, Ms Cassar said.
We had a grassfire on our
property in March this year
and the CFA was delayed be-

closed across the road. Its

She also said various methods of suppressing dust had
been tried on the road, including distributing oil and
attempts to seal parts of the

Feds go cool
on grants
MOORABOOL Shire Council has slammed a Federal
Government proposal to
freeze indexation on Financial Assistance Grants for
three years.
Council resolved at the
Wednesday 2 July ordinary
meeting to write to Prime
Minister Tony Abbott, Victorian Federal Government
MPs and local Labor Federal Member Catherine King
seeking their support for
a reversal of the proposed
decision to freeze local government Federal Assistance
Grants until 2017/18.
Mayor Paul Tatchell said
council supported the Australian Local Government
Association (ALGA) fight to
have the value of the grants
restored to a level equivalent to one per cent of tax
revenue.
These grants are vital to
council being able to deliver
its services and keep assets

up to date. They are used


to maintain infrastructure
assets including local roads,
bridges, parks, swimming
pools, libraries and community halls as well as services
to the young, elderly and
community groups of all
kinds, Cr Tatchell said.
The funds form a critical
part of councils revenue
base as general purpose
funding for a variety of
activities and services that
council provides, and freezing them for three years will
put enormous pressure on
our budgets.
Councils finance department figures found that if
freezing indexation did occur, the impact would be a
reduction in budget of about
$5.3 million over 10 years.
At a state level, the Labor
Party has a policy to cap
rates, so if they form government at the next election and
this federal grants policy is

put in place, local councils


are going to face a massive
uphill battle to balance everything and maintain infrastructure and service delivery, Cr Tatchell said.
In addition to writing to
federal politicians about the
freeze, Moorabool Shire will
submit an expression of interest for the general manager corporate services Shane
Marr and Cr Tom Sullivan
to join the Municipal Association of Victorias (MAV)
Financial Assistance Grants
& Rate Capping Taskforce as
Moorabool representatives.
The new MAV taskforce
will work under ALGAs
approach to advocacy on
Financial Assistance Grants
and seek to have the grants
base and indexation restored, as well as provide a
comprehensive response to
the Victorian ALP rate capping policy.

Its a common dream for eight-year-old
girls like Olivia, however this young star is
already competing in ballet on a state level.
She was selected from dancers across Victoria to perform a classical ballet solo at the
Darebin Arts and Entertainment Centre next
month for a one in 20 chance of winning a
Ballet Teachers Workshop Scholarship. Past

winners of the scholarships have enjoyed


successful professional careers both in Australia and overseas.
The achievement is remarkable given Olivia
only began ballet lessons in February last
year and began dancing in competitions this
year. In June she won the classical ballet sections at the Hamilton Dance Eisteddfod and
the Bendigo Eisteddfod.
Olivia has lessons twice a week at The Academy of Classical Ballet in Ballarat.

EMPLOYMENT
At its Ordinary Council meeting last week (2 July) Council endorsed the Draft
Domestic Wastewater Management Plan for the purpose of public exhibition for a
four week period. We are therefore inviting you to read through the draft plan and tell
us what you think.
It is a requirement of both the State Environmental Protection Policy Water of
Victoria and the Ministers Guidelines for planning permit applications in open, potable
water supply catchment areas that Council prepare, adopt and implement a Domestic
Wastewater Management Plan.
The Plan enables Council to take a greater strategic approach to managing domestic
wastewater by:
Assessing and considering the potential risks posed by existing septic systems and
methods to reduce and manage these risks;
Allowing for future development in unsewered areas using a broad scale risk
assessment to ensure wastewater is contained onsite;
Developing a exible monitoring and improvement protocol to ensure the protection
of public health and the environment.

Centenary
of Chambers

As the Australian Red
Cross celebrates 100 years of
service this August, a local
Ballan family will commemorate their own personal
centenary year.
Long-term Ballan resident,
Jessie Elizabeth (Myers)
Chambers joined Ballans
first Red Cross committee on
August 20, 1914 and was still
a member when she passed
away in 1985, at the age of 97.
Jessie and her husband,
Burt Chambers shared five
children, including two
daughters, both whom went
on to join the Red Cross at an
early age.
Joan (Chambers) Parslow
and her late sister, Doris
(Chambers) Hastie were
members of the Ballan Junior Red Cross Committee
from primary school.
Mrs Parslow, who is soon to
be 92-years-of-age, said she
remembers being a part of
the junior committee, where
they paid sixpence to become a member.
I think the reason I always
remembered being a junior
member was because we
had the same initials; Junior
Red Cross, and Jean Randall
Chambers, she said.
Mrs Parslow and her sister, Doris, both received a
service medal after half a
decade of service to the Red
Cross.
I received my medal about
four years ago, but Doris had
hers some years before me,
Mrs Parslow said.

Our hearts were very


much in it, Ive always loved
going to the monthly meetings in Ballan where there
are a terrific lot of ladies that
I have built some really great
friendships with.

Although Mrs Parslow


moved away from Ballan
for ten years, she said it was
great to come back and be
able to celebrate such an important time.

When you live in a small


town like Ballan, you will
always be very community
minded. We were always involved with things like this
as we grew up, and you do
grow to really love it, she
said.

However the family involvement doesnt stop there,


with Mrs Parslows granddaughter recently joining
the Ballan branch in 2013.
Dr Paula Geldens lives in
the Eastern Suburbs of Melbourne, however said the
reason she joined was due to
the importance of maintaining family connections with
organisations.

I may not be involved on a


weekly or monthly basis
but the family connection
to that location and the rich
amount of charitable organisations that work there are
really dear to me, she said.
I do try to be available for
big events as much as I can,
but my involvement is really
about the family legacy and
honouring my grandmother
and her sister, and also my
great grandmother.

Dr Geldens said that what


is so valuable about organisations like the Red Cross is
that it is a place were people
genuinely connect with each
other.
People give up their time,
they are generous with their
baking and they have a real
care for those around them,
she said.

one family who have been
involved since the very beginning, she said.

Exactly 100 years after the


creation of the branch, the

Red Cross in celebrating its
centenary year at an afternoon tea and presentation
on August 20 at the Ballan
Mechanics Hall.

We are hoping to have a


really nice day with a high
tea in the afternoon. With
local primary school children helping to serve the
afternoon tea and decorate
the hall with posters, all the
Red Cross members who
dont have a chance to sit
down very much, are going
to be able to just sit and enjoy
the afternoon as we celebrate
100 years, Ms Binks said.

and friends welcome. Please

Lunchbox lesson
Myrniong Primary School hosted a Healthy
Lunchbox Workshop for mothers and daughters. The session was organised by members
of the schools parent committee and was
conducted by local nutritionist, Miranda
Bone.
Around 15 or more girls, together with their
mothers, helped make nutritional lunchbox
snacks, including fresh sushi rolls and rice
paper wraps. There were strips of red capsicum, green snow pea sprouts and sticky
rice being shared around the giant table in
the school staff room, together with lots of

laughter and chatting.


As well as the hands-on experience of making their own food, the girls were invited to
fill out a small worksheet asking them about
their favourite snacks and what healthy
foods they enjoy most.
The participants greeted the session with
great enthusiasm and there was much discussion about what constitutes healthy food
and why its better than sugary snacks or
packets of chips in the school lunchbox.
The workshop was funded by Moorabools
Best Start Program.

The state government is
conducting a consultation
on community attitudes to
onshore fossil gas exploration. Currently, there is a
moratorium on the process
of fracking required to
extract most of these unconventional gas resources.
Critics of the gas industry
point to the real dangers of
contaminating aquifers, or
nearby farmland, with dangerous carcinogenic chemicals used or produced in
this process. These concerns
have yet to be sufficiently answered by the industry.
Given that these unconventional gas wells frequently
last for only about ten years
before they run out, there is
a real risk that companies
will move on to the next resource, taking their profits,
while the community is left
behind with polluted and
maybe unusable land and
water.
International and Australian experience also highlights that greenhouse emissions from gas can be even
worse than from coal if the
gas leaks. Leaks can occur at
the well head, in the supply
pipelines, or in the homes
and factories that are the
end users. Just a few percent
of the gas leaking makes its
greenhouse impact about
the same as that of coal power; more leaks make it even
worse than coal.
The boom in unconventional gas is largely for export.

Linking our gas market to


international prices has seen
a 17.5% increase in our gas
price, and this will continue
to rise.
For homes, gas is no longer
the cheapest or greenest
energy source. Alternatives
like reverse cycle aircon
and solar/heat pump hot
water now are cheaper and
cleaner, more efficient options for homes to use. Add
this to the availability of renewable energy sources and
the necessity to protect our
farmland for the future, and
there is no case for allowing onshore gas exploration.
Victoria should leave it in the
ground and pursue the demonstrated clean alternatives
of wind and solar.

Dear Editor
It is now several years since
the Moorabool Council commenced the preparation of
the Ballan Structure Plan.
Ballan, being in the Central
Ward has but one Councillor, Mr Paul Tatchell. Before his election to Council,
Mr Tatchell put his views
in writing about the future direction of the Ballan
Structure Plan. Since that
election, despite a number
of written assurances from
Council about this plans
completion date, we the
citizens of Ballan still do
not have a completed Struc-

ture Plan, nor have we been


advised over the past many
months about how Council
is dealing with it.
Quite recently, the Department of Transport, Planning
and Local Infrastructure
produced a report about
Moorabool Shire which
demonstrated that there is
enough already-zoned residential land in Ballan to accommodate projected housing growth for more than
the next fifteen years. With
this sort of evidence, it is
vital that planning in Ballan
is undertaken in an orderly
and sequential manner. We
must protect the amenity
and rural ambience of Ballan, as well as the value of
surrounding land for farming, while we still have the
chance.
What should not happen is
that piecemeal bits of greenfield rural areas are rezoned
to residential and covered
with houses cheek by jowl
while there is still plenty of
opportunity for residential
infill within the present
town limits.
Our Councillor must stand
up for his and the similar
clearly expressed community views obtained by Council. The other Councillors,
who represent other areas,
should give great weight to
the local Councillors perspectives on the future of
Ballan.

Third term for


CFA captain

After 20 years of service,
Nathan Ractliffe has been
re-elected for what will be
his third term as the captain
of the Bacchus Marsh CFA.
Mr Ractliffe said he has
grown up with an involvement in the Country Fire
Authority, as his father was
a member himself.
I started as a junior and I
was there for a while, but after 20 years of service I have
been an officer in the brigade
for 16 [of those years], he
said.
When asked for his thoughts
on leadership, Mr Ractliffe
said the most important aspect is to be fair.
Its all about being fair to
everyone, from the most
senior person to the most
junior. Its about showing
your presence and making
yourself available to not
only the brigade, but also to
the community in our operations, he said.
Mr Ractliffe said that the
greatest part about being reelected is knowing that the
brigade still has faith in him
to make a difference in the
community.
I think I have the respect
of the members to continue
on as captain, and its great
to know that the brigade is
still happy for me to keep
this role.

I want to be able to protect


the community I live in, but
also my family, my familys
family and my friends, he
said.
Mr Ractliffe hopes to continue the excellent service
provided by the Bacchus
Marsh CFA, and said he
looks forward to a bright
future.

As a brigade, we have to
change as the environment
does, and we must look at
how we can better ourselves
for the community, he said.
I certainly enjoy the role
as a captain and I really love
representing Bacchus Marsh
across the state, as well as
being part of both the brigade and the community.

A crisis we cant
afford to ignore
I thought the readers of this opinion piece might be interested in
reading from George W or more
especially George W Bushs former
Treasury Secretary. I am aware that
George W (former President of the
USA) was not the best advertisement for action on climate change
and his advisors, you would expect,
would reflect this. However, let us
hope we are all open to change as
Henry M. Paulson Jr., who served
as secretary of the Treasury from
July 2006 to January 2009, is. Not
only that, but the link between the
financial crisis of 2008 and action
on climate change, makes for interesting reading.
I will let Henry Paulson Jr (it has
to be the USA to have the Jr) do
the talking. He writes, If theres
one thing Ive learned throughout
my work in finance, government
and conservation, it is to act before
problems become too big to manage. For too many years, we failed
to rein in the excesses building up

in the nations financial markets.


When the credit bubble burst in
2008, the damage was devastating.
Millions suffered. Many still do.

Were making the same mistake


today with climate change. Were
staring down a climate bubble that
poses enormous risks to both our
environment and economy. The
warning signs are clear and growing more urgent as the risks go
unchecked.

This is a crisis we cant afford to


ignore. I feel as if Im watching as
we fly in slow motion on a collision
course toward a giant mountain.
We can see the crash coming, and
yet were sitting on our hands rather than altering course.
We need to act now, even though
there is much disagreement, including from members of my own
Republican Party, on how to address this issue while remaining
economically competitive. Theyre
right to consider the economic

implications. But we must not lose


sight of the profound economic
risks of doing nothing.

The solution can be a fundamentally conservative one that will empower the marketplace to find the
most efficient response. We can do
this by putting a price on emissions
of carbon dioxide a carbon tax.
Few in the United States now pay
to emit this potent greenhouse gas
into the atmosphere we all share.
Putting a price on emissions will
create incentives to develop new,
cleaner energy technologies.
I was secretary of the Treasury
when the credit bubble burst, so I
think its fair to say that I know a
little bit about risk, assessing outcomes and problem-solving. Looking back at the dark days of the
financial crisis in 2008, it is easy to
see the similarities between the financial crisis and the climate challenge we now face.
We are building up excesses (debt

in 2008, greenhouse gas emissions


that are trapping heat now). Our
government policies are flawed (incentivizing us to borrow too much
to finance homes then, and encouraging the overuse of carbon-based
fuels now). Our experts (financial
experts then, climate scientists
now) try to understand what they
see and to model possible futures.
And the outsize risks have the potential to be tremendously damaging (to a globalized economy then,
and the global climate now).
Back then; we narrowly avoided
an economic catastrophe at the last
minute by rescuing a collapsing
financial system through government action. But climate change
is a more intractable problem. The
carbon dioxide were sending into
the atmosphere remains there for
centuries, heating up the planet.
Already, observations are catching
up with years of scientific models, and the trends are not in our
favour.

As Ive said, we can do this by


placing a tax on carbon dioxide
emissions. Many respected economists, of all ideological persuasions, support this approach. We
can debate the appropriate pricing
and policy design and how to use
the money generated. But a price
on carbon would change the behaviour of both individuals and
businesses. At the same time, all
fossil fuel and renewable energy
subsidies should be phased out.
Renewable energy can outcompete
dirty fuels once pollution costs are
accounted for.

And what is the Australian federal


government hell bent on removing the carbon tax?

still popular

Its the season for red wine


and open fires, for skiing
and snowboarding, for
chunky soups and the heating on high. In the past, that
meant fewer property sellers
and buyers, as homeowners
tucked themselves in for the
winter.
Now, though, agents report
the selling season has extended beyond the alwaysbusy autumn into the cooler
months and not just for
chalets and apartments in
the mountains. Sellers are
capitalising on their homes
winter appeal, both features
and location, and agents
are marketing properties to
attract winter buyers. This
ranges from the high peaks
of the states far north-east,
to small-acreage farm getaways, and even to coastal
areas of Victoria.
With good snowfalls already reported in the past
fortnight, an agent in Mount
Beauty, at the base of the
Falls Creek Alpine Village, is
already advertising a home
as warm and inviting. A
Mansfield agencys information about a Falls Creek
apartment makes mention of
its heated floors.
Another for sale at Mount
Hotham has a gas log fire or
you can warm up on a balcony with a hot tub. There
is even a heated garage car
space for the successful
buyer.
Coastal regions perhaps
surprisingly - are also benefiting from the increased
winter action. While some
seaside real estate agencies
used to report slower sales
in winter, with staff taking
the chance for a holiday,
they now report the number
of winter buyers increasing.
Many visitors prefer the lure
of the coast on a stormy winters day. For those who look
carefully, there is always the

chance of an off-season bargain as the number of visitors to the coast falls over the
winter period.
One coastal location in
Melbournes west that continues to be popular in the
winter months is seaside
Warrnambool, which in the
past 10 years has averaged a
12 per cent increase between
March and June, a sizable
growth when many Victorians are focusing more heavily on the fireplace than the
property market.
Another indication of interest in coastal areas can be
found much closer to Melbournes outer fringe.
The cliff top town of Mount
Eliza, on the Mornington
Peninsula, has averaged a
5.1 per cent price increase in
past decade, in the following
quarter - between June and
September just the time
when thousands of Melburnians are heading north to
the ski fields. This quarterly
price increase compares to
just 0.7 per cent between December to March.
Given this level of interest,
and with the Victorian housing market continuing to
show solid growth, the market is unlikely to lose steam
this year as temperatures
drop.
But for those willing to
search for an affordable
property, some of Victorias
most popular regions can
offer affordable buying.
For example, last winter in
the Alpine region featuring picturesque towns like
Bright and Beechworth - it
was possible to buy a home
for around $200,000. This,
alone, would warm the
hearts of many buyers looking for an impressive weekend retreat.

as we watched a fantastic
game unfold between Bacchus Marsh Scorpions and
Daylesford Under 11s. Beanies off to both teams for
displaying great sportsmanship. Ken and little brother
Kastan (under 9s) were both
outstanding with their ball
skills, scoring numerous
goals for their team; and the
team backed them all the
way with midfielders and
defenders taking the ball
from the opposition at every
opportunity. Well done to
our goalkeepers Bevan and
Tai for brilliant goal keeping
and on field performance.

Bacchus Marsh Cross Country was held at Egans Reserve, Greendale last Saturday morning.
Due to the school holidays, numbers where slightly down with only 46 athletes participating.
The cool weather and misty rain made for typical cross country conditions, although the
athletes did appreciate the flatter course around the reserve.
Due to school holidays and the State Manifest/AGM there will be no cross country meet this
Saturday. Cross Country will return on Saturday 19th July at Myrniong Reserve.
