At the July 1 meeting of the
Evesham Township council, part
of the meeting was dedicated to
legislation out of the townships
control the New Jersey Council
on Affordable Housing.
Specifically, the topic of discus-
sion was the state-mandated 2.5
percent fee imposed on those who
develop commercial properties, a
fee which is then put into a trust
fund for the future development
of affordable housing.
Township Manager William
Cromie gave an overview of the
law and fee, as he said there was
recently some discussion of it by
council.
The COAH law the state has
put into effect puts into law a re-
sponsibility of commercial devel-
opers to pay into a fund based on

Michel Maillard of Dreux, France, thanked an unidentified World War II veteran for his part in liberating
France from the Nazi occupation of the country during World War II. The two were visiting a World War II
Memorial in France when the exchange occurred. Maillard is one of 26 members of the Dreux Twinning
Association who visited the United States for two weeks as part of a twin town exchange between Dreux

I
f you have a child in public school,
chances are that you are well-in-
formed as to what the Partnership
for Assessment of Readiness for Col-
lege and Careers, or PARCC, is.
As a quick refresher, its a new on-
line platform that students in grades
four through eight will take instead of
their former state standardized tests.
PARCC aligns with the new Common
Core State Standards, which has more
rigorous benchmarks for student
learning.
No longer will students take the tra-
ditional tests we grew up with a
Scantron form that we used a No. 2
pencil to complete. Instead, students
will take math and language arts tests
completely online.
PARCC testing begins in the fall at
public schools throughout New Jersey,
apparently whether local school dis-
tricts are technologically ready for it
or not. Some of the districts we cover
in both Princeton and South Jersey
have expressed concern about their
readiness for administering the tests.
Thats a problem. But, as these same
districts have said, they dont have a
choice. The PARCC testing is signed
into state law, and there is no turning
back at this point.
One of the more concerning aspects
of PARCC, though, isnt how its ad-
ministered or the content of the tests
themselves; its the fact that the results
of the tests will be given major weight
in the judgment of teachers and ad-
ministrators.
The formula in place says student
progress on state testing will make up
30 percent of an evaluation for teach-
ers in grades four through eight.
While we arent against using test re-
sults to judge teachers, at least in part,
we dont believe that now is the time to
dive head-first into holding them ac-
countable for testing for which their
district might not be prepared.
The state Assembly passed a bill last
week that would delay this judgment
on teachers until the kinks are ironed
out. The state Senate delayed a vote,
opting instead to wait for direction
from Gov. Christie, whos expected to
issue an executive order reducing the
weight of the test results in teacher
evaluations in the short term.
We back this thinking 100 percent.
Having some objective measurers such
as test results to evaluate teachers is
valuable.
In the past, all anyone had to go on
was subjective matters. But giving
such heavy weight to test results when
there are so many issues surrounding
the administration of that test is un-
fair.
Its the states job to ensure its
school districts are up to speed on
PARCC before it starts using it against
our teachers.

Senior Citizens Club seeks new members

Senior citizens in Evesham are more ac-
tive than ever, and theres no better exam-
ple than the Marlton Senior Citizens Club,
which is currently looking for new mem-
bers.
Whether its bocce ball games on Fri-
days, dining at monthly luncheons or going
on day trips to a local play or even a casino
in Atlantic City, the club is constantly keep-
ing its members active and entertained.
The club meets at noon on the first and
third Thursday every month at the Gibson
House Community Center at 535 E. Main
St.
With the lower level of the Gibson House
functioning as a Senior-ity Lounge, club
President Jane Roth said the club is a great
way for seniors to keep active and involved
with their community.
After the meetings, we play bingo, we go
on trips to the casino, we play bocce ball,
we have the senior lounge downstairs at
the Gibson House and some people go there
to the exercise machines and things there,
Roth said. We play bingo, theres cards
every Wednesday, we go on day trips to dif-
ferent places for plays, we have an annual
banquet at the Indian Springits just
something for the seniors to keep active.
The club also allows seniors to remain
informed about the latest issues that could
possibly affect their lives.
We try to have guest speakers come in
to keep us up on Medicare and all that
stuff, Roth said. Sometimes we also have
doctors come into to talk to us at the meet-
ing.

minimum, Roth said. If you be-
long to the club, you get a dis-

For those seniors in Marlton
who wish to join to the club, but

Gibson House for meetings and
events, transportation will be pro-
vided.
For seniors outside town who
can provide their own transporta-
tion, the club is also open to them
as well.

said. You dont have to be a Marl-
ton resident. We accept anybody
thats a senior 55 and over.

the assessment of the property in
order to be used by the township
in future use in COAH develop-
ment, Cromie said.
Mayor Randy Brown said he
wanted to bring the issue to the
attention of council as he knows
its members are the ones most
often directly approached by de-
velopers and other interested par-
ties looking to build commercial-
ly in the township, as opposed to
state lawmakers.
Council, one of the reasons I
wanted to bring it to your atten-
tion is once again this is a reflec-
tion of a law that is out there
right now which is not too busi-
ness friendly for those of us on
the bottom rung down here trying
to bring commercial revenue and
ratables to the town, Brown said.
Township Solicitor John Gille-
spie said there was legislation
that imposed a moratorium on
the development fees, but it ex-
pired in July 2013.
He then said the state Legisla-
ture recently passed bills that
would extend the moratorium,
but Gov. Christie has vetoed such
extensions in the past and the
township would be forced to con-
tinue collecting the fee until a law
is adopted.
In the past, the governor has
vetoed these moratoriums, so
theres no guarantee that hes
going to adopt it, Gillespie said.
This Senate bill did pass by I
think a pretty huge margin. Un-
less its adopted, there is no dis-
cretion on the municipalitys part
in terms of collecting the develop-
ment fees for which the statute re-
quires that collection.
Brown said the fees were sub-
stantial and detrimental to at-
tracting developers.
II you were going to develop
commercially now, and your ap-
plication came into planning or
zoning board post July 1, 2013,
you would now have to pay this
developers fee, and it could be
substantial in the tens of thou-
sands of dollars, even into the
hundreds of thousands of dollars
depending how big your project
is, Brown said.
Gillespie said the legislation
now before the governor also al-
lows any fees collected since July
2013 to be returned to the develop-
ers.
There are some provisions in
this statute that govern how you
get your money back if the Legis-
lature adopts this, Gillespie said.
Evesham Township, along with
565 other municipalities, is sim-
ply awaiting the outcome of this
legislation.
Brown said he believes the gov-
ernor will approve the new mora-
torium.
Being on the executive board
of the league (New Jersey League
of Municipalities), I feel more
confident than Mr. Gillespie does
that the governor is going to sign
this, Brown said. All indica-
tions are to the league that he is
going to sign it, so lets hope they
keep their word.
If Christie signs the bill,
Brown said even the temporary
moratorium extension would be
good for bringing commercial de-
velopers to town.
We get a year-and-a-half of
breathing room for anybody that
wants to continue to create com-
mercial, Brown said.

Lax teams make Chiefs history
Two Marlton Lady Chiefs
lacrosse teams made history in
South Jersey. For the first time,
two girl teams from the same
township took the championship
title in their brackets in the South
Jersey Youth Lacrosse League.
On June 1, the end of season
championship and festival tour-
nament was hosted by Washing-
ton Township.
First-place seeds in the U15 and
U13 divisions were the Marlton
Lady Chiefs, both going into the
tournament with 14-0 undefeated
seasons. First up were the U13
girls who beat the Kingsway
Dragons in a nail biter, 11-10, in
the last minute of play from a
shot by Nicole DiLullo. Not try-
ing to upstage the previous game,
the U15 girls took on the Seneca
Golden Eagles, winning the game
in the last 20 seconds of play, 16-
15, from a direct shot by Tori
Hampton. The first time a Marl-
ton girls lax team from any age
group won the SJYL champi-
onship title was in 2012, when
these current U15 girls, and three
of the current U13 girls made up
the fifth/sixth grade Lady Chiefs
team, also taking the title with a
perfect 15-0 season.
What a way for this impressive
group of U15 players to end their
MRC career but exciting for them
to be moving on to Cherokee High
School.

recently won the SJYL championship in their respective brackets, both with undefeated seasons. This is
the first time in South Jersey Youth Lacrosse League history two teams from the same township won
