1.0 Introduction All development, on the Mall, is expected to exhibit a high criterion of urban plan that supports the formation of a sense of place simultaneously respecting as well as enhancing our cultural and natural heritage and our unique identity. The urban design policies in this Plan apply to all development on the Mall, Lahore.
2.0 - Objectives
a) To promote a high standard of urban design as a key factor in establishing attractive and well integrated development throughout the community; b) To ensure that development is sensitive to and reflective of the physical and functional identity and the heritage attributes of the Mall; c) To achieve high quality design for the public and private realm; d) To allow for creativity in design expression while ensuring compatibility and quality of development; e) To ensure compatibility in scale, form, massing and height between new development and existing buildings; f) To protect and enhance public views and vistas of natural and built features; g) To design our community at the pedestrian scale in support of fostering social interaction and active streetscapes; h) To ensure that sustainable design features are incorporated into the built environment.
4 3.0 Problem Identification
Following observations were made which need to be considered so as to achieve the desired results.
3.1 Desired Outcomes
This policy seeks to improve the existing conditions observed on the Mall Road. It also intends to integrate the pedestrian comfort in the urban design of the area. Moreover, this promotes the idea of creating an attractive, accessible, safe and healthy built environment for the locals.
Observation 1 The pedestrian scale has been neglected entirely. Following points seemed amiss: - Pedestrian walkways; - Social Interaction space; - Street Furniture. Observation 2 The boundary walls of the residences and offices, alike, are in a deteriorating state. Observation 3 Street fixtures do not relate to the ambience and character of the road. Observation 4 The main sewerage line is exposed leading to an unpleasant odour and outlook.
5 4.0 Policies
4.1 Site Development and Buildings 1. Development will be: a) Compatible in terms of massing and scale with the existing streetscape; b) Integrated into the existing streetscape; c) Provide appropriate transitions in height to adjacent buildings. 2. Buildings will be situated at or near the street edge to frame the street and will have consistent front yard setbacks with adjacent buildings. 3. Blank building walls are discouraged along street frontages unless there is no other feasible alternative. 4. Building materials for development or site/building improvements will be reflective of the local context. 5. Site layout shall incorporate pedestrian walkways and connections to encourage and enhance walk ability and access. Pedestrian connections on site will connect directly with public sidewalks and transit stops unless there is no other feasible alternative. 6. Pedestrian scale lighting shall be provided to walkways, steps, ramps, building entrances, building parking facilities and transit stops. 7. Shared parking arrangements between adjacent uses and reduced parking requirements may be considered through the development review process.
4.2 - Parking The design and layout of surface parking will consider the following: a) Location to the rear or side of the building; b) Screening and buffering from public streets; c) Landscape and pavement treatments to break up large parking areas; d) Reducing conflicts between pedestrians and vehicles; e) Pedestrian oriented lighting.
6 4.3 Signage
1. The design and placement of signage will complement the streetscape and the built form and will minimize visual clutter. 2. Signs will be incorporated into the architectural design of the building.
4.4 Public Transport
To provide a safe environment for pedestrians and encourage pedestrian activity: i) Continuous sidewalks are encouraged along both sides of the street; ii) Pedestrian linkages between transit routes are encouraged.
5.0 Controls
a. Hoardings and temporary signage are discouraged; b. The sewerage line should be covered with temporary structure. c. Provision of flowers should be included to avoid the bad odour. d. Dust bins should be provided for proper waste disposal.
6.0 Bye Laws
The building height should not exceed 60 feet. The boundary walls should have similar vocabulary of the existing structures. Wall height should not exceed 7 feet. Brick masonry is to be applied 5 feet from above grade. Translucent material is to be used if required for the remaining 2 feet.
