CSAB 2014Information Brochure
From the Desk of Chairman, CSAB-2014 It gives me great pleasure to extend a warm note of greetings to all the successful candidates of JEE(Main) -2014 and invite all the eligible candidates to participate in the CSAB-2014 admission process. I am writing this to highlight the important changes in the admission procedure that have been made in this years counseling process as compared with that of the previous year. About 1.3 million students have appeared for JEE(Main) this year and our endeavor has been to make the counseling and admission process as candidate friendly as possible so as to reduce the anxiety and inconvenience associated with the admissions. Similar to previous year, this years counseling also would be online, with certain modifications compared to the 2013 process. It would involve four rounds of seat allotment instead of three rounds of seat allotment as compared to last year, followed by a spot admission round. This modification has been introduced to minimize the gap between the date of completion of counseling process and the date of starting of classes. There is a provision for fresh registration for candidates before the fourth and spot round for those who did not register before the first round. Candidates will be paying their initial fees through electronic fee payment system only, i.e. e-Challan, credit/debit card, netbanking etc. Candidates have the choice to choose the bank for initial fees payment as per their convenience. To facilitate counseling process, Reporting/Help Centers have been set up across the length and breadth of the country. Candidates are advised to choose the Reporting/Help Centre as per their convenience. There are different types of participating institutes, viz., NITs, IIITs, other Central/State Government Funded Technical Institutes and Self Financed Technical Institutes in which admissions are being done through CSAB-2014. The list of participating institutes is given on the CSAB-2014 website along with links to individual institutes. Candidates are advised to do a due diligence regarding the participating institutes with regard to the courses offered, fee structure and other relevant facts, before filling choices of institutes and courses during counseling. All candidates are advised to read the brochure carefully and understand the process clearly before undertaking registration and choice filling. An attempt is being made to provide an multilingual online web/power point/youtube based tutorial to explain the online process, so as to enable all the eligible candidates to make use of the online process effectively. CSAB-2014 wishes that candidates make judicious choices thereby ensuring that the counseling process concludes smoothly. Candidates after getting an allotment in any one of the institutes are requested to take timely decision, so that in case they vacate the seat, the same can be offered to other eligible candidates. CSAB-2014 would bring out important and relevant information from time to time for smooth implementation of counseling. All such information that is periodically updated would be available on the CSAB-2014 website www.csab.nic.in. Candidates should frequently visit this website, as well as the website of the institute where they are planning to join. I am sure that the CSAB-2014 admission process will provide a simple and efficient way of admission. I once again take this opportunity to wish all stakeholders the very best in the CSAB- 2014 counseling process. (I.K. Bhat) AglaSem Admission 2
CSAB 2014Information Brochure IMPORTANT POINTS REGARDING SEAT ALLOCATION IN GFTIs/SFTIs THROUGH CSAB-2014 Central Board of Secondary Education (CBSE) and Central Seat Allocation Board (CSAB) are two different and independent boards. CBSE conducts JEE (Main) examination and publishes the All India Rank (AIR). CSAB-2014 uses the AIR (60% JEE Main marks and 40%, Class 12 th or equivalent marks prepared by CBSE after normalization) published by CBSE for seat allocation purposes. CSAB-2014 is not responsible for any error either in marks or in AIR of JEE (Main) -2014. Both Government Funded and Self Financed Institutes will participate in seat allocation through CSAB-2014. Government Funded Technical Institutes (GFTIs) are National Institutes of Technology (NITs), Indian Institute of Information Technology (IIIT and IITDM) and other Centrally / State Government Funded Technical Institutes (GFTIs), these institutes will participate in all the rounds of seat allotment. Self Financed Technical Institutes (SFTIs) will participate only in spot round. Seats in CSAB-2014 will be allocated on the basis of JEE (Main) All India Ranks (AIR) of the candidates as provided by CBSE. No other rank/merit will be used for seat allocation. In NITs, 50% of the seats will be for Home State (HS) Quota and the remaining 50% for Others State (OS) Quota, i.e., all Other States and UTs except the Home State. 'Other states quota' exclude home state. In IIITs, other GFTIs and SFTIs, the seats will be allocated on the basis of HS/OS/All India Quota, as applicable. The candidate should note that the Home State (also called State of Eligibility) for a candidate is defined as the State from which the candidate has passed 12 th standard (or equivalent) examination AND not on the basis of nativity (Ref: MHRD Office Memorandum No. F. 20-I/2003-TS-III/June 18, 2003). For example, the Home State (State of Eligibility) of a native of Goa will be Goa only if he has passed 12 th standard from Goa. However, if he has passed 12 th standard from Kerala, his Home State (state of eligibility) will be Kerala. All the registered candidate should note carefully that: If a candidate, who has been allotted a seat, does not report to any of the reporting centre (RC) to complete all reporting formalities, (online initial fees payment, document verification and provisional allotment letter collection), the allotted seat will be cancelled and s/he will not be eligible for any further rounds in CSAB-2014 except Spot Round. If a candidate at any stage withdraws from CSAB-2014 after being provisionally admitted to an Institute, s/he will not be considered for any further rounds of CSAB-2014 seat allocation except Spot Round. Personal Data along with bank details will be required at the time of online registration/withdrawal on CSAB-2014 website. Since CSAB-2014 will refund initial deposit (if applicable) to the candidate through online mode, all candidates need to provide correct bank details (Account no, IFSC Code, Bank Name and Branch) at the time of registration / withdrawal when prompted by the webpage very carefully ensuring no errors. There will be Single set of choices for Engineering and Architecture to facilitate the candidates who are eligible for both Engineering and Architecture streams. Such candidates AglaSem Admission 3
CSAB 2014Information Brochure will be allocated only one seat either from Engineering or Architecture based on his/her preference of choices & AIR. Therefore, candidates are advised to carefully fill their choices during choice filling (for details please see Section 3.1). Candidate should ensure before selecting his/her choice, that he/she fully aware about all the institutes and the branches that he/she is selecting as one of the choices. In case of Union Territories without any NITs, following Home State quota has been made available at different NITs. Candidates passing out their qualifying exam from these Union Territories are also eligible for seats in all other NITs under Other State quota: - Table 1. Home State Quota in Different NITsfor UTs without NITs SN UT without NIT Home State Quota in the NIT 1 Chandigarh NIT Delhi 2 Andaman & Nicobar Islands NIT Puducherry 3 Lakshadweep & Kandvi NIT Goa 4 Daman & Diu 5 Dadra & Nagar Haveli Seat matrices of all the Institutes are provided by the respective institutes taking into consideration the reservation policies applicable to them. CSAB-2014 is not responsible for the contents provided by the participating institutes. There will be a Spot Round for admission after the first four rounds & internal sliding within institute are over. Primary difference between First Four Rounds and Spot Round is that in the Spot Round a candidate pays the fees in advance and thereby agrees to accept the seat if allocated to him. However, if a candidate has paid the initial fee in earlier rounds and participates in spot round (under different categories), he/she need not to pay the spot round fee again. There is no provision of Fees refund paid for spot round, if the candidate chooses not to accept the seat. In Spot Round, both Government Funded Technical Institutes (NITs, IIITs and other GFTIs) and Self Financed Technical Institutes (SFTIs) will participate. For spot round, candidates are advised to carefully choose their institutes and branches, as there is no provision of fee refund if one chooses not to join the allotted institute. In Spot Round the collected fee will not be refunded if seat is allocated to a candidate. The collected fee will be sent to the allocated Institute by CSAB-2014 even if the candidate does not take admission there. However, in case no seat is allocated to a candidate the collected fee will be refunded to the candidate by CSAB-2014. It is unlikely that there will be more spot rounds. However, if such situation arises, announcement will be made on the CSAB 2014 (www.csab.nic.in) website at appropriate time. In spite of measures mentioned in the JEE Main Brochure for creating unique AIR, in case same rank is allotted to two or more candidates by CBSE, the tie will be resolved first by giving preference to higher age candidate and second by giving preference to the candidate who has passed his/her qualifying exam earlier. If the tie is still not resolved Chairman CSAB- 2014 will constitute a committee for suggesting further measures for resolving the tie. AglaSem Admission 4

CSAB 2014Information Brochure 1. INTRODUCTION The Ministry of Human Resource Development, Government of India took a policy decision in 2002 to conduct an All India Engineering Entrance Examination (AIEEE) annually, doing away with many of the large number of entrance examinations that were being conducted till then by various institutes in the country for admission to undergraduate degree programmes in the disciplines of Engineering/Technology and Architecture/ Planning. This initiative has been widely accepted and appreciated. A Central Counseling Board (CCB) constituted by the Govt. of India coordinated admissions to UG degree programmes in engineering, technology and architecture in respect of selected institutes till 2012. From 2013 onwards, Central Counseling Board (CCB) and All India Engineering Entrance Exam (AIEEE) has been renamed as Central Seat Allocation Board (CSAB) and JEE (Mains) respectively. The CSAB for 2014 has been constituted with Director, Malaviya National Institute of Technology Jaipur, as its Chairman. The Office Memorandum of Ministry of HRD, Govt. of India is placed at Annexure V of this brochure. 30 NITs, 12 IIITs/IIITM/IIITDM, 16 other Central/State Government Funded Institutes (GFTIs) and some Self Financed Technical Institutes (SFTIs), list displayed on CSAB website will admit candidates on the basis of their All India Rank (AIR) in JEE (Main)- 2014 to the first year of Engineering/Technology and Architecture / Planning Programs through a centralized seat allocation procedure, for the academic session 2014-15. Important features of the admission procedure, fee refund rules, admission schedule, list of Reporting/Help Centers, list of Participating Institutes with total number of seats, fee structure and contact addresses, seat distribution in the Institutes etc., are given in this brochure. Candidates are advised to read this brochure carefully and visit CSAB website www.csab.nic.in regularly for updates and for details regarding the entire online admission process as no postal communication will be used. In case of any dispute arising out of the seat allocation process at any stage up to the final allocation of institute and/or branch, the decision of Chairman, CSAB-2014 shall be final and binding. The jurisdiction for legal disputes, if any, will be limited to the courts at Jaipur only. For smooth functioning of admission procedure resulting into maximum number of candidates getting admission to the course and institute of their choice and minimizing the number of vacant seats, it is advised that the candidates should carefully follow the admission procedure given in this brochure. The procedure offers enough flexibility at every round of allotment and candidates are urged to co-operate by not prolonging their final decision on admission after seat allotment. This will facilitate in catering to the needs of larger number of candidates seeking admission through CSAB-2014. 2. SALIENT FEATURES This section provides only a broad overview of the stages involved in the counseling and admission process. The entire admission process will consist of four rounds followed by a spot round. The first four rounds of admissions will cater for AglaSem Admission 6
