The Year of the Horse: thats the theme

behind this years Strathmore Stampede parade, which will be held on Aug. 2.
There are not going to be a lot of big
changes this year, the parade route is going
to stay the same, registration fee is the same
but we are changing the way we do some
of the judging and instead of trying to get
all the judging in before 9 a.m. were going
to judge as they go along in the parade,
said Community Services Coordinator Tracy
Simpson.
There will be a tent set up for the judges,
and part of the scoring will be on how well
the participants interact with the crowd.
This year will be a test run of the new judging system.
In order to have your entry judged the
float has to be decorated, you must be on
time, finished setting up staging and ready
for 8:30 a.m. Two people need to walk on
either side of the float and there is absolutely no throwing candy from floats. The
first time caught will result in a warning,
and the second time will see the organization or business removed from the parade.
The people walking on either side can walk
along bringing candy to the kids lined along
the sidewalk.
The decorating of the floats can take form
to the imagination of the creator.
You can take Year of the Horse and you
can go the Chinese calendar route and be
really creative that way, you can go the western route and get really into the western rodeo. I think theres just a lot of options that
people can do, so were hoping to see some
really creative floats, said Simpson.
Registration deadline for the parade is
July 25. Registration forms can be found and
completed online and the entry fee is $25
for businesses and free for non-profit community groups.
Were looking for volunteers if anyone
wants to come help judge. All judges will
be fed that morning. Were also looking for
people who would be interested in helping
organize the parade the day of, said Simpson.
She is looking for approximately seven to
10 people to help judge the floats, and another seven to 10 people to help with staging. Anyone interested can contact the town

Christensen farm celebrates 100 years

The Christensen farm celebrated 100 years of working the land near Chancellor on June 27. Each family was broken up in teams representing the five
original children who were raised on the farm. Team Howard was blue, Team Yellow was Betty, Team Orange was Harry, Team Green was Charlie and Team
Red was Alice. It was a wonderful rainbow of colours for the large family picture after a day of celebration and BBQ.

Centennial Golf Tournament
at Speargrass; with registration starting at 8 a.m. Joel
Ostroms band will be performing during the Welcome Back breakfast held
at the hall from 8:30 a.m. to
10:30 a.m. A music festival is
planned to take place from
11 a.m. to 4:30 p.m. featur-
ing artists Sox and Sax, Sykamore, Rozella and Friends,

and more. Kids entertainment is also planned during
the music festival.
A Carseland School meet
and greet will be from 1p.m.
to 4 p.m. followed by the
Centennial Dinner and program beginning at 6p.m.

and Dobie Dorner will be
providing the evening entertainment beginning at 8p.m.
The dinner is catered and
is $25 per person, which,
aside from the golf tournament, is the first charge of
the day.

Club. There will be a church
service by the Bow River Alliance church from 10:30 a.m.
until noon, and the closing
ceremonies for the weekend

Eight students from Holy Cross Collegiate (HCC) ended
their time with Strathmores Catholic school system on June
17. The students all began their school careers at Sacred
Heart Academy, and are the first to have made it all the way
through in the two schools.
Six of the eight students took the time to answer questions for us about their time in the halls of both schools.
How does it feel to know you are part of the first class
to graduate after going through Strathmores Catholic
school system?
William Airth: It makes me proud to realize how I have
grown and developed in one school system.
Josh Culshaw: Its interesting to think that Ive been at
this building for 13 years of my life and its just going to be
finished in the next couple of weeks.
Francesca Hammel: It is pretty cool that I get to graduate with people I have known throughout my elementary,
junior high and high school years.
Tyler Magwood: It is crazy to think that I have been in
the same building for 13 years. Being a part of the Catholic
school system has shaped me into the person I am today,
and has taught me the importance of dedication and Gods
love in everything I do.
Michael Pringle: Its pretty surreal seeing how much myself and everyone else around me has grown.
Shannon Stewart: I learned a lot at this school about
myself as well as others and am fortunate to have met a lot
of amazing people.
What are some of your fond memories of both schools?
Airth: Couldnt recollect all of his memories, but said Mr.
Rochfords religion class would hold most of them.
Culshaw: Meeting friends that have also gone through
the schools with me and having the opportunity to go to
school with them.
Hammel: The field trips and retreats that strengthened
my relationships with my peers.
Magwood: Has many fond memories but grad is the one
that stands out most now. After all the hard work and dedication I and my classmates put into achieving our diplomas,
it was great to spend time with family and friends.
Pringle: The talented coaches and athletes on the sports
July 11 - July 17, 2014
teams have made things fun, and playing at HCC has been a
very competitive and rewarding experience.
Stewart: The Grade 6 trip to Camp Chestermere stands out
to Stewart because it was so much fun. During the grad retreat she gained a newfound appreciated of her classmates
and teachers. I will remember it fondly.
Which teacher, or principal, stood out to you the most?
Airth: It would be a tie between Mr. Chin, Mr. Rochford
or Mrs. Sample.
Culshaw: Ms. Noonan (SHA) impacted a couple of us.
Years ago we were in the Relay for Life as Patti Lynns
Munchkins.
Hammel: Mr. Hanson because he helped me choose
which courses to take so that I would be able to go to University.
Magwood: Many people have helped influence me over
the years. The staff at both HCC and SHA helped push me
to excel and do my best.
Pringle: Mr. Wileys passion for music, arts and education
really came through. Wiley helped inspire me to challenge
myself and push my limits.
Stewart: Mrs. Sample has guided me and helped me the
most because she is such a hard working teacher and truly
cares about education. She is an amazing teacher.
What do you think you will be taking away from both
schools, besides a diploma?
Airth: A healthy faith and love of God.
Culshaw: Relationships with friends and the teachers
here, and theyre actually positive.
Hammel: All the learning experiences and opportunities
for the future, and the friendships that I have acquired over
the many years of attending this school.
Magwood: I will be taking of love for learning and the
knowledge that Gods love will be with me for the rest of
my life. I will be able to succeed in university because of the
tools I have developed on HCC.
Pringle: Lots of close friends and teachers. Its a place
that Ill always be able to come back to and say hi and catch
up.
Stewart: I learned how to not be afraid to be myself.
School has influenced me to understand people and see the
good in everyone. There are so many good people in this
world, you just have to look.
Congratulations, graduates, and best of luck in the future.

elderly, and their families.

The towns website will soon be getting a facelift after approval was given
for Twist Marketing to re-design the
current site.
In May funds were approved for the
redesign and redevelopment of the
website. A Request For Proposal (RFP)
was put out to the public for approximately a five-week period, and 30 businesses responded.
The proposals ranged in price from
$10,735 to $33,117, mostly from North
America and a few from overseas, said
Tracy Simpson, community services coordinator for the town.
The 30 proposals were reviewed and
searched for specific criteria laid out in
the RFP and specific requirements for

the website itself to narrow down the
proposals. Simpson, Dan Wilchowy
and Jennifer Cuthbertson then continued to narrow things down further by
looking at previous experience in municipal and community website development.
Once it was down to four businesses,
interviews were conducted to find out
more and to learn about some of the
behind-the-scenes stuff that may need
to be taken care of.
One of the big concerns is that Jennifer and I are not very tech savvy and
we wanted to make sure we can update the website easily without anyones help on a day-to-day basis, said
Simpson.
Twist Marketing was the one that
stood out. They quoted $27,000 plus

GST, and said it will take about 12
weeks to set everything up and get it
running. Simpson said that the company feels that in taking the 12 weeks to
set things up, town staff will learn quite
a bit about the website and they dont
feel that in-depth training is needed in
the end; however, if it is needed then it
will be added on.

Three town administration staff
members were recognized for different
achievements during the July 2 council
meeting. A letter was received by Alberta Environment thanking Director
of Operations and Engineering Jesse
Parker for the work he has done over
the years with the Bow River Phosphorus Management Plan.
Betty Ann Fountain, with the towns
planning department, completed the
Applied Land Use Planning Certificate program at the University of Alberta. The program is recognized by
the Alberta Developments Officers Association and provides the necessary
framework to become trained in the development and planning field. Fountain
spoke to council to express her gratitude for Chief Administrative Officer
(CAO) Dwight Stanford, Deputy CAO
Linda Nelson and her family for their
support over the past four years, and
thanked them for helping her make it
to the point of graduation.
Stanford was also presented with
an award this past May. He received
a 40-year Long Service Award pin for
his service as a CAO, or reporting to
a CAO in municipal government at the
Canadian Association of Municipal Administrators conference. He was one of

MUSEUM COMMITTEE
Strathmore has a museum committee
made up of various members within
the community. The committee is currently in the process of seeking incorporation and society status, said Councillor Denise Peterson, and until then
dont want to accept donations.
There is a small expense incurred to
get all of the proper paperwork completed and Peterson asked for a donation to be given to the committee for
$250 to help with those fees. Council
approved the request, and the funds
will be drawn from the financial stabilization reserve.

Low phosphates for cleaner water

From the Bearspaw dam to the Bassano dam experts are
looking at how phosphorous gets into the water system. Telltale signs of exploding aquatic growth, low oxygen levels and
occasional fish kills are signs that high phosphorous levels
were affecting local ecology. The Bow River Phosphorous
Plan was developed to investigate where the load points of
phosphorous enter and possibly determine some measures to
manage the amounts entering the water system.
The study came about from an appeal from the Siksika
nation about the quality of the treated waste water going into
the Bow River, said Luella Cronkite, project lead from Environment and Sustainable Resource Development.
Cronkite updated Wheatland County council on the details
of the study on June 9. Cronkite said the results indicated
some interesting factors.
Phosphorus was being used by water and sewer treatment
plants, but there were also many areas that it enters the water
system that are not so easily determined. Phosphorus and
other chemicals are present in shampoo, cleaning detergents,
in road and house building products and are found in high
urban populations like Calgary. With increasing population
growth, the use of phosphates will continue to be a problem
in the future.
In the country, phosphorous comes down in rain, is a major component of fertilizer and present in animal and human
urea. Concentrations are often found near cattle feeding operations, running off into nearby water streams or irrigation
ditches. Councillor Brenda Knight said the use of berms and
best practises has been put into practise by many of the local
cattle feeding operations, so runoff doesnt run into irrigation
ditches.
There are over 200 stakeholders signed on to the Bow River
Phosphorous plan and steering committees have met to determine strategic plans to help reduce the phosphorous entering
the water system. Cronkite was asking Wheatland County to
voluntarily endorse the plan along with endorsements from
the other members. When all 17 organizations involved with
the plan sign off, the implementation of strategies can begin.

five years. She said the decrease is likely due to
government regulations that put new water and
wastewater treatment guidelines in place for treatment plants
We want to keep it as it is, so it doesnt become
problem overtime, said Cronkite. It is not bad
now, but we want to keep it that way.
Monitoring, reduction of phosphorus use, reclamation processes and education programs are
just a few of the strategies being proposed for
implementation. Cronkite said if there is success
through voluntary partnerships and compliance in
strategies, there will be no need for government to
legislate compliance.
The plan lists stewardship and cooperation as
one of their first goals: Desired Environmental

outcomes for air, land, water and biodiversity are
achieved through stewardship; a shared responsibility among citizens, communities, governments
and industries, is key to achieving an outcomes
developing a stewardship culture rests on increasing knowledge, motivation and capacity through
collaboration, voluntary action and clear rules.
Wheatland County has just signed on for a floating island pilot project, which will utilize plant
growth islands floating on sewage effluent lagoons to enhance filtration. The project will cost
about $100,000 and is funded through grants, with
Wheatland County providing the facility.
Wheatland council voted to endorse the Bow
River Phosphorous plan.
Where the water goes

With the recent heavy rains, you may see children playing in water running down the gutters of
the streets and looking into storm drains wondering where all the water goes.
That question, along with questions about volume, quality, dispersal, and usage are what engineers Randy Boras and David Seelinger from MPE
Engineering Ltd. were tasked to do, by a collaboration of municipalities including Wheatland County.
The team came to Wheatland County council
on June 17 to discuss the initial stages of a plan
to deal with storm water management and solve
some of the issues that have troubled municipalities along storm waters wake.
We initiated a regional storm water plan in 2011
that would give more of a regional effort to storm
water management. The County of Rocky View,
Chestermere, Strathmore, Calgary and Wheatland
County were all having issues and problems with
it, said Michael Ziehr, manager of transportation
and utilities for Wheatland County. We coordinated with WID and MPE to explore using the existing canals, but found that using those canals was
not an option.
The team was then tasked to work with partners
to develop options that could work and came up
with a plan that could be developed over three
phases, implementing strategies that would span
two, 10 and 25 years. All parties have to sign a
mutual endorsement and agreement on initiatives
for work to progress.
It is essential moving forward that all parties
are invested in the plan, said Boras.
The plan considers drainage questions in areas
such as the Shepherd area, Eagle Lake, Serviceberry Creek, Hartell Coulee, and Weed Lake. WID is
also one of the partners in this complex endeavor.
All options will be priced and application considerations for regional infrastructure and non infrastructure and sub-regional needs will be included
in the plan. The plan will also adhere to guidelines
set out by other water groups such as the South
Saskatchewan Water Basin plan.
Councillor Alice Booth suggested greater volumes of water moving along waterways would
cause greater erosion problems and Councillor

Don Vander Velde said Weed Lake is stagnant and
needed more current flow. There are also issues of
algae blooms. Boras said flow rates and erosion
would be something the group would look at and
deep pools could be created to improve current.
There is a whole toolbox that can be used to
improve runoff, said Boras.
Some suggestions were:

educational programs for best practises in
both urban and rural areas regarding improving
the quality of storm water before it hits treatment
plants or water courses

development of a smaller open canal that
would rundown WID right of ways that could divert water in high runoff periods

diversion of water into Weed Lake and
Eagle Lake and increasing the Serviceberry Creek
volume capability

development of four new wetland areas
that could be utilized for water diversion

upgrading riparian areas and terraforming
lake edges
Runoff does deteriorate urban and rural water
quality, said Seelinger. It will require a lot of new
practises to improve that quality.
As for wetland development, the rising value
and demand for urban development has developers filling in wetland to build houses.
It doesnt make sense to fill in wetland. The City
of Calgary currently has a policy not to develop
wetlands, said Seelinger. There will be higher requirements on land developers.
He suggested partners may reconsider development policies to assist storm water goals and initiatives.
As for new wetland sites, Seelinger said, we
havent yet said where they would be. It will come
down to landowners and if we can come to agreements for the right reasons.
The first phase includes planning, water modelling and levy calculations, monitoring and research. In order to get started, council was asked
to advance the team $50,000 from the storm water
drainage reserve funds and to endorse and fund
the 2014 Cooperative Storm water Management
Initiative (CSMI) regional storm water study. Council approved the recommendation.

Giving back in other ways

To the Editor
Re: Stop the negativity, lets support our school by Brian Laprise, Cluny.
I dont think negatively about the East Wheatland School. No one wants a new school in our area any more
than I do and as far as support goes, I have volunteered at Standard School one day a week for the last 12 years,
two hours a week at Rockyford School for three years and two hours a week for three months, three years ago
at Hussar School. I dont need someone telling me I dont support our schools.
Mr. Laprise has missed the point of my arguments. I am a pensioner on a fixed income. I cannot spend my
hard earned money frivolously. I try to be very careful and stay within a budget. To do that there are many
things I am not able to do since retiring. So I go without many things like many others in the same state of
finance as myself.
I do not live in Standard. Yes, I live close to it, but I also live close to Rockyford and Gleichen.
The Village of Standard offered the Golden Hills School Board the land on which to build a school at no cost
to the board or ultimately, you the taxpayer. That nice farmer you write about is going to get paid for his land.
Standard also offered connection to the water and sewer right to the door at no cost. There are most likely
other costs that are going to come to you that you dont even know about yet.
And now we have the Friends of East Wheatland asking for more money, $1.3 million, they think. I dont
have any more money to give. GHSD could have used the money to help build the things the Friends of East
Wheatland want if they hadnt spent it all on the infrastructure.
I realize that discussing the new East Wheatland School is like flogging a dead horse: I just want people to
realize the money that has been wasted in a time when everyone is so concerned about the waste in our provincial government. The only difference its your children that are affected.
Maybe people have unlimited amounts of money that they are able to spend whatever way they wish; maybe
Golden Hills School Board has never given a thought to the taxpayers for the amount of money they have spent
on the project before the land was even approved by the county.
That is not the case for me. I have donated generously to the Golden Hills School Board and will continue
to do so, but not with my hard earned cash.

I would like to thank you for reporting on the Prairie Mountain Health Advisory Council presentation to the
Wheatland County Council on June 10. It was a pleasure to provide an overview of our role and work, and the
support of local media is always welcome and appreciated.
I would like to clarify that the Prairie Mountain Health Advisory Council is not a Health Authority, but rather
one of 12 Health Advisory Councils in Alberta focused on gathering feedback from the public on health opportunities and gaps and bringing that information to Alberta Health Services (AHS).
The community volunteers on our councils are passionate about making sure that the voice of Albertans is
reflected in all aspects of our health system. The Prairie Mountain Health Advisory Council works closely with
AHS Calgary Zone and provincial senior leadership to ensure Albertans voices are heard.
At the June 10 meeting, I indicated that our brochure has been translated into a number of different languages in order to make our information available to a wider demographic. We make every effort to include
the voice of various cultures and communities while continually striving to increase opportunities for public
engagement. Community representatives are welcome and encouraged to attend our regularly scheduled public meetings and join our council.

Often times one thinks that you
have to come from a bustling metropolis in order to make it big in this
world. Donovan Fisher proves thats
not the case after recently accepting
the role of Staff Sgt. for the Calgary office, overseeing all of Western Canada,
of the RCMPs International Anti-Corruption Unit (IACU).
Fisher is from Strathmore, having
gone to elementary, junior high and
high school in the community. He was
also president of the first graduating
class of the then new Strathmore High
School.
I have wanted to be in the RMCP
since I was little, that was really all I
ever wanted to do and I think probably as I got older the reasons changed
a bit but I guess I have always never
liked the fact that people take advantage of other people, said Fisher.
It really boils down to almost the
same thing. It is an extension of bullying, feeling that they have the right to
take something from somebody else.
I guess I would say that was always
my core motivation for joining the police.
Over the years he has dealt with
fraud, and white-collar crime. The
IACU doesnt investigate domestic corruptions, meaning ones that happen
involving the Canadian government
within Canada, but they do investigate
and prosecute Canadians involved in
corruption with foreign governments.
He often is asked to update the Prime
Ministers Office and Foreign Affairs
officials on various matters happening
around the world.
Canadas Corruption of Foreign Public Officials Act (CFPOA) was enacted
in 1999. For the first 10 years there
were serious loopholes that made the
law hard to enforce, like the inability
of Canadian authorities to prosecute
its own citizens under the law if there
was not a real and substantial link
between the crime and the Canadian
territory.
In 2013 CFPOA was amended,
bringing it more in line with the U.S.
Foreign Corrupt Practices Act and the
U.K Bribery Act. With the amendment
came an increase in active investigations and prosecutions. In 2012 only
three cases were brought forward and
in early 2013 it was reported that the
Anti-Corruption Unit, created by the
RCMP, had 35 active investigations.
Over the past year the IACU has had
some changes and now falls under
the Federal Policing mandate. They
are still doing basically the same investigations but as part of the Financial Integrity Unit.
Fishers career with the RCMP has
gone further than he could have imagined and is always evolving.
I feel pretty fortunate to have it,
its been a really good, very interesting job. Good in that I have gotten
to go speak at some very high level
conferences, like the OECD (Organization for Economic Cooperation and
Development) conference in Paris,
said Fisher.
There are a lot of interesting things
going on in the background that we
get to investigate and look into. As a
result of that too, I have been able to
interview or meet with some interesting people, a lot of high level government officials and ambassadors
to other countries and ambassadors

from other countries to Canada and
things like that.
Fisher has been with the RCMP
for just under 19 years. He started in
Northern Alberta, working at isolated
posts, then moved on to First Nations policing, investigating organized
crime, and then became the detachment commander for Bassano before
moving into the Integrated Market Enforcement Team, investigating stock
market frauds and crimes, inside trading and market manipulation complaints. That set the groundwork for
where he is today.
In 2012 Fisher joined the team
overseeing all corruption investigations and in 2013 became the team
commander for IACU. Shortly after
he was asked to represent Canada at
the OECD conference on bribery and
corruption in Paris. He was asked to
give the opening presentation at the
conference, which was to delegates
of 26 countries. The talk focused on
best practices developed in dealing
with joint international investigations,
internationally protected persons, senior government offices and those
with diplomatic immunity. Fisher has
also assisted in creating a syllabus for
Japans program for corruption enforcement programs. This past May he
presented at the International Foreign
Bribery Task (IFBT) Force in London,
England.
In many countries bribes are solicited in order to bring in supplies, build
infrastructure, or even deliver disaster
recovery funds. While many would
never want to pay the bribe, they will
so that they can deliver the services
to those who need it, continuing the
cycle. It has been said that there is
$15 trillion lost each year to corruption and bribery.
These funds are being diverted
away from their intended recipients,
often the people who need them the
most in developing nations. If you
think about if that money could get to
where its supposed to be going, how
much better peoples lives would be,
said Fisher.
If everybody stopped paying, then
everyone would be a on a level playing field, but a lot of people feel that
they have to pay it to not miss out,
said Fisher.
Corruption occurs in all industries,
but the main focus of Canadas investigations have been in the extractive
industries such as oil and gas and
mining or in the construction fields.
When it comes right down to it
theyre in the business to make money so if they have to pay a $5 million
bribe to get a contract they are certainly going to make up for it somewhere else. You see gas wells exploding, buildings and bridges collapsing
and roads deteriorating a lot faster
than they should because they have
short-cut some of the standards on
construction.
There are no real checks and balances in place, bribes are paid and
work begins, but again down the road
when the building or the bridge collapses innocent people are paying for
it.
The IFBT is working on a number
of joint investigations and has been
looking at proactive strategies to stop
or reduce corruption. They are looking at major international events like
the Olympics to figure out how to set

up a screening process and to train

coordinator and event planners on
how to watch for corruption and how
to set up the checks and balances in
their bidding processes.
Fisher said the task force is still
working on existing corruption that
has already occurred 70-80 per cent
of the time, and the other 20 per cent
of the time they are trying to come up
with proactive strategies to help countries, governments and event organizers try to eliminate the corruption before it happens.
If you make it difficult, or you
make the organizers as well as the
various companies that are bidding
on projects aware that the task force
is already involved and kind of overseeing some of the bidding process
they are less likely to either offer a
bribe or the government officials are
less likely to request a bribe. Were
just trying to keep things a little more
transparent, said Fisher.
As of June IACU started to work on
a couple of trans-national cases with
the FBI, mainly out of Washington
D.C. and New York, and another one
in the Middle East said Fisher, but he
was unable to elaborate more at this
time. There are currently active cases
in every continent except Antarctica.
One case he could talk about involved a main witness, who was being
detained in a communist country and
had had his passport confiscated. He
managed to escape and fled to Indonesia, then Singapore.
We were able to make last minute
travel arrangements and I, along with
one of my investigators, flew to Singapore to interview the witness, corroborate information and verify source
information of some of the documentary evidence. Prior to attending, we
had to get clearance from the Justice
Department in Singapore and upon
arrival, I met with the Canadian Ambassador and Liaison Officer to update them on our activity, said Fisher.
Every day can bring a new challenge with it, which is something he
enjoys about his current role in the
RCMP. Some days he cant wait to get
back to the office because something
might be about to break in an investigation or new information came in
that he can look into.
Even five years ago I never thought
I would be doing any of the things I
am doing today. You just dont expect
to be travelling internationally and be
dealing with heads of government departments and that sort of thing. Its
been a nice development, its a unique
opportunity, said Fisher.
I was fortunate to have really good
teachers all through school in Strathmore and I think it had a lot of positive influence from that end. I really
enjoyed my time at school and I still
run into some of my teachers here and

The Honourable Kevin Sorenson, Minister of State (Finance) and Member of Parliament for Crowfoot, is encouraging local
organizations to respond to the Call for Proposals being made by the federal governments Enabling Accessibility Fund (EAF)
for projects that increase accessibility in Canadian communities.
Our government is committed to creating jobs, economic growth and long-term
prosperity all across Canada and right here
in our riding of Crowfoot, said Sorenson. I
hope organizations in our communities will
use this opportunity to submit their proposals for projects that help improve accessibility.
Organizations are encouraged to apply
for funding through the EAF 2014 call for
proposals for projects that will help improve accessibility in community facilities
for Canadians with disabilities.
The deadline for submitting proposals is
Friday, August 1.
Over $8 million in funding is available
through this years call for proposals. All
applications are reviewed against eligibility
criteria, call for proposal requirements and
program objectives.
Examples of eligible projects could include: renovations to widen hallways and
doorways; installing elevators; installing
automated power doors; replacing doorknobs that are difficult to grasp with accessible handles, and installing accessible
washrooms and showers; upgrading facilities that offer programs for adults and/or
children with autism and other cognitive/
intellectual impairments.

National Conservation Plan
Kevin Sorenson is also pleased with the
launch of the National Conservation Plan
(NCP). The Plan will provide a more coordinated approach to conservation efforts
across the country with an emphasis on
enabling Canadians to conserve and restore
lands and waters in and around their communities, and making it easier for citizens
living in cities to connect with nature. The
announcement was made by Prime Minister
Harper on May 15.
The NCP, which was a commitment made
in the 2013 Speech from the Throne, includes significant additional investments
over five years to secure ecologically sensitive lands, support voluntary conservation
and restoration actions, and strengthen marine and coastal conservation. In addition, it
includes new initiatives designed to restore
wetlands and to encourage Canadians to
connect with nature close to home through
protected areas and green spaces located in
or near urban areas.
The Plan will expand opportunities for
partners, including municipalities, environmental interest groups, hunters and anglers,
landowners and community groups, to take
practical actions to safeguard the land and
water around them in the three following
priority areas:
Conserving Canadas lands and waters.
Restoring Canadas ecosystems.
Connecting Canadians to nature.
The NCP is one of the many initiatives
the Government has undertaken to protect
Canadas natural heritage for the benefit of
future generations. It complements significant efforts, including creating new parks,
protecting ecologically sensitive lands, protecting species at risk and their habitat, and
improving water quality.

COMING TOGETHER WITH RELIGION

Ever notice how in the early settler/
homesteading days, when a community was being formed, one of the first
institutions to come together was some
form of church? Some ethnic groups
came with their clergyman to do the
settling, as the Dutch at Akenstead, or
the Mennonites at Namaka. Others sent
for a religious person after they got their
land and sod huts built, as some of the
ethnic Lutherans asked for and were
sent pastors from the old country. Some
accepted itinerant preachers of the
Methodist or Baptist or Evangelical traditions. Some Catholic communities saw
a priest as their first need after shelter
(French Canadian, Polish, German,
Ukrainian etc.). Orthodox the same. To
the Mormons the church was the reason
for the settlement.
This felt need was almost universal,
as the first mosque in Alberta was
formed in Edmonton, and even the
Jewish settlement east of Hanna had
a synagogue. Buddhist temples and
Sikh Gurdwara still spring up whenever
enough adherents coalesce in one area.
These religious centres have served
not only as a place of worship, but
also a community hall, space for first
schools, labour exchanges, business
clubs, courts, sports and social venues.
And a little healthy competition never
hurt anybody. In my fathers hometown
in Ontario, the Irish Catholics loved
to play and compete with the Irish
Orangemen and the German Catholics
in the neighbourhood in any sport or
social event. In my mothers hometown
in Ontario (ten miles away) there was
not the same type of competitiveness
between the Methodists, Lutherans, and
Presbyterians.
When the Soviets were building model
socialist towns in Siberia, they felt there

Religion as an Opiate for the People, and
therefore not necessary. Even the Polish
Communist government excluded any
church from their model socialist steel
mill city of 50,000 at Nova Huta. And yet
when the people asked for a priest, Karol Woytiva (now Saint John Paul II) went
and took worshippers on group hikes
in the country to celebrate mass and
to preach to the converted outside the
town limits away from the authorities.
Now new churches are being formed all
over Russia and the former East Block
countries.
Some communities get away from
their religious roots, but still keep their
community centre focus. In the Russian
settled towns of Alaska, an onion-dome
church was usually in a prominent position. After the politics of the American
purchase of Alaska, the melting pot
mentality to fit into the new society, and
the mistrust of foreign language groupings in the U.S., few are still operating
Orthodox Churches, but most have some
central community centre function.
The Church is a grouping of believers;
a church building is just a place to do
those things. Cowboy churches focus
more on the preaching and believing,
and less on the architecture and
hardware.
Our parish is currently without a church
building. But we are still a Church in
the sense of a vibrant community of
believers. Someday, after much work
and sacrifice, we will again have a nice
building in which we can be proud to
carry out our church functions. Pray for
us, please. And the Cowboys in this time
of Stampede.

Both Bill and Jeanettes families originated in Scotland,
and immigrated to Western Canada in the early 1900s. Bills
grandfather George Murray homesteaded in the Golden Prairie district, 25 miles north of Maple Creek, Sask., where Bills
father Don was born in 1924, the eldest of five children.
Don and his wife Irene (nee Huxted) were married in Medicine Hat in August 1948, and moved to Strathmore after a
four-day honeymoon, as Don was employed in custom combining using a John Deere No. 17 combine! He obtained his
pilots license in the early 1950s.
Bill was born in Maple Creek in 1947, the eldest of five
brothers, and moved to Strathmore in 1949 with his family.
He took all his schooling at Samuel Crowther, then worked
on the rigs as well as the family farm.
Jeannettes grandfather Charles Watson owned a china
shop in the Grass Market in Edinburgh, Scotland before moving to Canada in 1911. He was drawn here by advertisements
in the Scottish papers, placed by the Canadian Government
and CPR, indicating Western Canada was the land of milk
and honey!
His wife was booked to follow him on the Titanic in 1912
with their four children, but due to illness their passage was
delayed for a couple of weeks. How fortuitous! They homesteaded at Namaka, where her father was born in 1916.
Jeannette was born in March 1948, the year of the big
snowfall. The snow that winter was so deep her mother had
to be taken across Namaka Lake by sleigh to reach the train
to Calgary, where she gave birth. Snowdrifts were higher
than the train in places, and had to be dug out by hand.
These were the days before snow plows! Jeannette spent her
first four years at school in Namaka before moving on to
Samuel Crowther in Strathmore, where she graduated.
She worked for a year at the Co-op before returning to
Samuel Crowther as a teachers aide.
Bill and Jeannette started dating when they were in Grade
9, and they were married in April 1968. They have a son, two
daughters, and eight grandchildren. Their son Vincent, is an
agricultural engineer for the Provincial Department of Agriculture in Barrhead. Their daughter Shannon, works parttime at M & M as their Safety Officer and Human Resources
officer. She is also the coordinator for the Strathmore Youth
Club. Their second daughter Patricia and family live in Calgary. She is employed by the Calgary Board of Education.
Bills father Don started working for a drilling company
called M & W Drilling, owned by John Mundell and Hank
Webster. In 1952, Don bought out Hank Webster, and the
name changed to M & M Drilling. Don then bought out John
Mundell in 1956, and the company was incorporated. Bill
and Jeannette took over the company in 2004. This companys main work is drilling water wells with some light industrial drilling. Bill and all four of his brothers are pilots, as
was their father.
Both Bill and Jeannette support community activities in
and around town, including the Crisis Shelter, Relay for Life,
Strathmore Lions auctions, and Project Hope.
When I asked what travelling they had done, they replied
that they spend every January and February in Maui, then
from Easter to the end of October, spend as many weekends
as possible travelling with their fifth Wheel.
As with many people written about before them, the biggest change theyve see in and around Strathmore is the population explosion.

They provide food for many areas. Countless hours are
spent from dawn until dusk trying to make a living and support their families.
Carseland farmer Ron Ostrom and his family were rewarded for their efforts with the BMO Farm Family Award
during the Calgary Stampede on July 7. The local family
was named the Wheatland County representative for the
prestigious award, which is given yearly to 20 counties in
Southern Alberta.
The Ostrom family farming roots go back to 1917 when
Rons grandparents purchased a farm, which was primarily
mixed cow/calf operation. Ron, along with his wife Carla,
took over the farm from his parents in 1985. It was there
that they established the Lone Star Cattle Company and became a feedlot.
The feedlot has about 5,000 animals in there at all times,
which is the most convenient size for their farm to operate
at.
The award is a significant accomplishment for the Ostroms, as it honours their dedication to farming.
Our family has been in the Carseland/Strathmore area for
generations. My dad and grandpa we have all been active
in the area and it is nice to be recognized, said Ostrom,
who credits his father and grandpa for where the farm is
today.
The balance of the feedlot and the amount of cattle has
been pretty inconsistent in the last ten years.
Since 2003 it has very much been a rollercoaster. We have
had mostly lows, but some highs, and in the last year or so,
the market has turned around significantly, said Ostrom.
As a result of these market swings, the profitability rate has
increased and that is a positive sign for Ostrom and many
other farmers.
The industry is very competitive and the cattle numbers
are low and we are going to enter a time of over-capacity of
feeding and the cattle industry, said Ostrom.
There are promising times ahead for the cow/calf industry
and the feedlot will remain balanced.

High school is over for a few hundred
students in Strathmore and Wheatland
County, and now comes the decision
of what to do next. Many know where
they will go next; some may take a year
off, some will dive right into college or
university, and others may decide to
head straight into the work force.
For Sarah McKinnon, a recent Holy
Cross Collegiate (HCC) graduate, Ottawa, Ont. is in her future. McKinnon
will be attending the Carleton University in Ottawa.
It had what I wanted out of a business program, it gives me the opportunity to learn a language and also to
travel with that language. I feel that the
international business program there
would offer me that and give me experience with moving and travelling
throughout Canada and seeing what
else there is out there, said McKinnon.
Not only was she accepted to the
school of her choice, but she was also
granted one of 10 prestigious Chancellors Award scholarships for $30,000,
which will be distributed over a period
of four years.
McKinnon knew she wanted to go
out east, and when she found Carleton
and learned more about their business
program she quickly had her heart set
on attending the school.
McKinnon and her mom Teri were
ecstatic when they found out she is a
recipient of the scholarship.
I was incredibly excited. I had been
checking my profile on their site for
probably a week, because they gave me
a timeline for when you should hear. I
had been checking, and checking, and
checking and it showed up on my Carleton profile and I actually didnt believe it for a second, said McKinnon.
We are so proud of Sarah, to be recognized and selected by a program as
prestigious as Sprott School of Business is a huge accomplishment. Moving her to Ottawa will be both exciting
and sad, at the same time, but it affords
her the best education and career opportunities, said Teri.
McKinnon was well known for her
part in different extra-curricular activities. She volunteered with the 25-hour
famine, took a class with Dead Philosophers Society, the Science Olympics,
and was also a part of the StrathmoreWheatland Addiction Team (SWAT) and
Strathmore Assembly of Youth (SAY).
I find the activities enjoyable. I
loved working with SWAT, it was an
incredible experience, I grew so much
through it, and I think that I learned so
much through them and thats an expe-
rience I wouldnt trade for the world,

and the same with SAY. I think when
you get involved in programs like
those you get to do exciting things you
wouldnt normally do, said McKinnon.

Worker for HCC, spent time with McKinnon both as a student, and as a member of SWAT.
What I saw about Sarah is that she is
extremely conscientious but also very
creative and self-confident, said Wahl.
I was not at all surprised that she
would get it because I know as an HCC
student that she is exceptional and
just seeing how she applied herself at
SWAT it wasnt at all a surprise.
Councillor, and SWAT member, Bob
Sobol also said it was no surprise when
he heard Sarah had received the Chancellors Award. IN addition to working
together on SWAT, Sobol also got to
see what McKinnon was like during
her time with SAY.
Whether it was at these committee
meetings, or watching her co-host a
municipal election all-candidates forum, Sarah always impressed me with
her intelligence, her dedication, her
high level of enthusiasm and her great
ability to work well with everyone,
said Sobol.
Ive said it previously, and this
award only goes to support my theory,
Sarah is definitely one of our future
leaders and I feel very blessed to have
had the opportunity to meet her and
work with her.

working
throughout the summer and spending
as much time as she can with family
and friends.

Soulful, that was the word
that came to mind when I
first heard local musician
Sykamore on Canada Day.
Jordan Ostrom, 24, is a rising star in the music industry. Her strong lyrics coupled
with amazing vocals makes
you want to sit back, close
your eyes and enjoy the
sounds the singer is belting
out.
Thanks to a connection
with Pulse band member
Paul Sonsteby, Ostrom was
invited to play at the celebrations.
He is such a fan and hes
so great that in a way I wasnt
surprised because he is very
willing to help me out whenever I need it and hes pretty
reliable. I was very grateful
for sure, said Carseland native Ostrom.
Last summer she released
her 10 track album Petal, and
hopes to release her next
one either late this year, or
early 2015. Ostrom wrote all
the tracks herself, which are
a mix of country, folk and almost a pop feel that you can
instantly connect to.
Ostrom had always planned
to use the name Sykamore if
she went solo, though originally she had planned to use
the proper spelling of the
tree name.
I like the name because
its indicative of the tree,
and I like to think my music
is organic, grown-from-theground, strong, all the same
traits you would associate
with the sycamore tree. I also
like that Amore is part of it;
so in a way, the name could
associate with being love
sick, said Ostrom.
Trying to decide who lends
influence and inspiration to
her sound is tough for the
artist. She listens to many different genres including rock,
classical, R&B and of course
country, but she also looks
up to songwriting heavyweights like Patty Griffin,
Jackson Browne and T Bone
Burnett. These days Ostrom
said she is really enjoying
Eric Churchs The Outsiders
and Nickel Creeks new record A Dotted Line.
My favourite kind of music is authentic, its not necessarily one genre as long
as you can tell its from the
heart and very organic thats
my favourite kind, said Ostrom.
She has been singing for as
long as she can remember,
and when she was 19 she
taught herself how to play
guitar.
I think for a long time I
kept fooling myself because
I just kept thinking I would

just have to do it as a hobby

and sort of make my peace
with that, said Ostrom.
The thing that motivates
me every day is that I know
that I dont want to do anything else and so if I tried to
do anything else I know Id
feel unfulfilled.
At this point she is focusing solely on her music, making it a full time venture. She
has enough happening with
her career that she is staying
busy and doesnt have a lot
of expenses to worry about,
but does hope to be more
successful in the future. This
year a big part of her focus
is working with her man-
ager Neil MacGonigill, who

managed Jann Arden for 13
years, to help spread her
name and her sound.
Ostrom will be heading
to Nashville in September
where she plans to cut her
next record. She has a single
coming out called When Im
With You; the date isnt definitive yet, but check out her

Strathmore Alliance Church offers
week-long day camps, Aug. 18 to 21.
Camp director Jenifer Miller wrote in an
email that the camps welcome all children between Kindergarten and Grade
6.
This is always an extremely fun week
for children and volunteers alike, Miller wrote. We have a great time getting
to know each of the kids and having a
lot of fun with them.
All camps run simultaneously from
9 a.m. to 11:30 a.m. The theme Discovering the Names of Jesus is carried
through music and storytelling. In addition, campers can choose from various
activity options. Children wholl be in
Kindergarten and Grade 1 have a camp
just for them. Children entering Grades
2 to 6 can choose from art, science, duct
tape, cooking and sports. Children going into Grades 4 to 6 have the addi-

Most of the activity options are so
popular theyre repeated annually. For
example, Miller said, our science option is always a big hit every year. They
get to blow things up (safely, of course)
and every child loves to watch things
blow up.
The duct tape option, new this summer, is also earning a lot of attention,
so much that at the time of writing, it
has only a few spaces open. A limited
number of children is permitted to register in each option, so the children can
be safely supervised and receive lots of
one-on-one attention.
On the last day of camp, family members are invited to come.
We put on a little performance for
their family of the songs and memory verse they learned throughout the
week, Miller said. The parents get
to see everything their children have
worked so hard on during the week
and the kids are so excited to show
them all they accomplished.

Young rodeo riders lead by example

When young riders participate in such a high
caliber event, like the Youth Super Series Rodeo
July 5-6, and have success, everyone is smiling.
That is exactly what happened with two young
up-and-coming cowboys, Beau Gardner and Chase
Boisjoly, who both earned high results in their
events.
(I) got two rides, eight seconds - and it was
fun, said Boisjoly, an Indus native who competed
in the steer riding event.
Boisjoly takes on not just one event, but he competes in three others; barrels, wild pony and poles.
Ever since I was a little kid my parents always
take me and leave me around (horses) and we

would always go trail riding, said Boisjoly.
As for Gardner, he always looks forward to rodeos, as it is a chance to re-unite with friends while
in competition.
It is really fun and you get to see other friends,
participate in something you have always dreamed
of, said Gardner.
When Gardner is in the ring participating, he is a
team horse racer and come from rodeo roots.
My dad was a professional rider back in the
day and my dad got me into the horse stuff, said
Gardner.
This is only the fourth rodeo for Gardner, but
there is a very bright future ahead for these two
rodeo stars.
Destiny Stevens third trip to the National Junior High Finals Rodeo could have been one improved upon for her own
standards.
This years trip was a bit different than the previous two.
In the first round I pressured up and did not do as good
as I planned to, said Stevens.
Spectators can often have an effect on the participants performance, but Stevens admits that was not the case.
It was not really the fact that has so many people to compete against but the second round I did a lot better, said
Stevens.
When asked about anything that could be improved upon,
just not worry about what has gone on and do it as if you
were in the practice tent.
As for team success, Team Alberta placed third overall in
the standings for the whole rodeo.
We had one of our friends from Longview, Alberta win the
national title for pole bending. We also had a guy win second
in the national for chute dogging, said Stevens.
As for summer competition, there are a few significant tournaments coming up for Stevens and her team.
In two weeks I have Canadians which is just the provinces
and not the States and that is held in Nanton, so I am planning to do pretty good there, said Stevens.

Gleichen rewarded with outdoor hockey success

Canadas game started on outdoor frozen ponds,
saw the venue shift indoors for decades, and now
with countless hours of volunteering, the scene
has shifted back to its origins.
The Gleichen Outdoor Pond Hockey League
hosted their fifth annual Hockey Day in G.A. this
past winter, in which the committee makes the
day themed like the famous CBCs Hockey Day
in Canada.
The Gleichen Outdoor Pond Hockey League
was rewarded for all their success with funding to
complete the rink with boards and other framing
tools to make it look an authentic outdoor arena.
It became evident that the rink was becoming
an issue to set up and take down every year and
the Pond Hockey Association wanted some stability and really just wanted a permanent set up.
So basically the last couple of years we have
just been laying the rinks out in the field here,
and of course, the prairies are not exactly as level
as you would think, said Cara Sheppard, who is
a committee member.
The structure of the rink was a combined effort
to create because it was a matter of what the costs

were going to be and who was available to help.
We decided that we would put an asphalt pad
in and last fall, Volker Stevin came in and dug
it down to hard pack and the county came and
brought us a whole bunch of gravel, said Sheppard. We had Brooks Asphalt come and totally
pack it all down for us.
As a result of these companies lending a helping the rink was beautiful, level and flat.
More funding was applied for by the association and they were the successful applicants.
We applied for the Community Enhancement
fund through the County of Wheatland and we
were granted $15,000 and then we (applied to)
the Hockey Night in Canada help fund and received $8,000 from them, said Sheppard.
The intentions of putting in an outdoor rink
was not only Gleichen, but the surrounding area
to enjoy using it throughout all seasons of the
year.
Every year we do our Hockey Day in G.A. and
we invite kids from straight across the province
to come play at our one-day event, said Sheppard. She also said that there are generally a lot
of pond hockey kids come and play.

After a season away, the Wheatland
Kings are back and on July 2 Strathmore
Minor Hockey (SMH) President Blair
Wilson and Wheatland Kings President
Mike Langen were at council with a
funding request.
Were actually here to ask for a minor
hockey rate for ice for the 2014/15 season of the Wheatland Kings, said Wilson.
The team is made up of a mix of adult
and minor players and the hope was to
get the youth rate to help lower the costs
to the players.
The team is made up of 18-20-yearold kids that are going to school, and/
or working and SMH still trying to keep
them engaged in hockey and even get
them to come back later in life as coaches.
The 2014 youth prime time per hour
including GST rate is $122.53, compared
to the adult prime time per hour rate of
$196.29. The blended rate would be approximately $159.41.
If there were 25 players on the team
with the savings it would work out to
approximately a $203 savings for each
of those players.
Well be able to take our fee from
$900 down to $700 for them to play,
said Langen.
The men provided a copy of the budget they are hoping to stick to this coming season, operating on a blended rate,
and noted that there is a slight shortfall
at the end of the season. The men would
like to make ends meet and hopefully
balance the budget at the end of the season and having a reduced rate will help
with that.

coordinator, said in the past the team
has always been charged the adult rate
and in their last season, two years ago,
they charged adults the adult rate and
the youth the youth rate.
The Wheatland Kings is the only team
where this is a situation where they have
both minors and adults playing on the
same team, said Community Services
Coordinator Tracy Simpson.
My personal view is this is certainly
not helping our operating deficit, it will
only get larger instead of shorter,
said Councillor Rocky Blokland.
The town operates the Family Centre,
Civic Centre and Aquatic Centre at approximately a $2 Million deficit each run.
One of the things I was wondering
is if your hockey organization would
consider some kind of work in kind?
asked Councillor Denise Peterson.
She also mentioned there is a large
deficit to look at, but said she would be
more than willing to look at what was
being requested if the Kings would be
willing to donate hours in kind and help
out with some of the many events that
take place around town.
Both men agreed, with Langen stating
he has been in talks with Simpson and
it is the hockey teams intent to be involved in JumpStart, be really involved
with minor hockey and give back any
way they can, even if its picking up litter at Kinsmen Park as part of a teambuilding exercise.
Peterson made a motion that council
offer the Wheatland Kings 2014 ice cost
rates at the youth rate of $122.53 for a
term of one year with the understanding
they will work with Simpson to make
up the waiver of the $5,000. The motion
passed unanimously.
Beloved wife to Raymond Newell, Nina is also

survived by her two children, Ida Newell and
Pat Newell (Tamara); and grandchildren John,
Wyatt, Julia, Darren, Steven, and Anna. Nina
and her husband Ray farmed near the Crowfoot
and Rockyford areas. There they raised their
family and made unbelievable friends. Nina
was active in her community through curling, 4-H, brownies, practical jokes, and many
other activities. The love people had for her
cannot be put into words. Nina had a knack of
always making you feel loved and needed no
matter who you were. Never once was there a
complaint, only sympathy for others. She was
an amazing woman, wife, mother grandmother and friend. Not a day goes by when each of
us wont think about her and smile. In lieu of
flowers donations may be made directly to the
Strathmore Hospital Foundation (200 Brent
Blvd., Strathmore, T1P 1J9) A memorial service will be held on Wednesday, July 9, 2014
at Rockyford Community Hall at 1:30 p.m. To

Roland Armand
Roland Beaudin passed away
peacefully on July 6, 2014 in Edmonton, Alberta at the age of 93 years. Roland is predeceased by his parents Jean and Elizabeth
Beaudin; his brothers Albert, Gerard, Charles
and Willie; and sisters Marie-Rose, Bertha and
Odila. Roland is survived by Clara Beaudin;
his sister Florina (Gary) Neal; daughters Irene
Clark, Jeanette (Peter) Gronlund, Dianna Beaudin, Elaine Oja; and son Edward Beaudin (Lois
Wegener). Roland is lovingly remembered
by 11 grandchildren, 15 great grandchildren
and 1 great great grandchild as well as many
loving nieces, nephews and other relatives. A
memorial service will be held on Friday, July
11, 2014 at Lord of All Lutheran Church (112
Lakeside Blvd, Strathmore) at 11:00 a.m.
