I WROTE this scenario for a friend who is into modern wargaming, and deliberately did not assign it to a specific 20th or 21st century real world location. In my own mind I think of it as taking place in some IMAGI- NATION like ZEKISTAN from the PS2 video games. I wrote this one a while back but updated it for use with CR3.0 rules (modified) it would be easy enough to change the scenario for use with FNG or ATZ or even 5150. As time and energy permit, I will update and publish some more of these "ZEKISTAN" scenarios for use by anyone who is interested in using them. if you do use them, feel free to modifiy them to your own tastes, but, please remember where you got the scenario from (OLE DAWGIE).
MISSION: Escort Guard
DATE: Today or Tomorrow!
TIME: High noon, local time
LOCATION: A Third - Seventh World hell hole of a country in the midst a severe drought, famine, and civil war.
WEATHER: EXTREMELY hot, dry, with unlimited visibility. Heat distortion tends to make clear visibility at a distance very difficult
GOAL: YOU must provided security and maintain order during a routine food distribution and medical aide mission in a THIRD - SEVETH WORLD hellhole of a country that is in the midst of a draught, famine, and civil war.
A. YOUR available force is a basic MILITARY POLICE squad with an attached four man sniper team. All personnel have basic helmets with com-headsets and com units for tactical communications. Squad and fire team leaders com units are capable of long range coms with the company TOC. All personnel have body armor, !"#$% '()*+,+-*. /))* 0+123+452+)6 7+11+)6 !" $%&'() + individual assigned weapons, with basic ammo, frag/smoke/tear gas grenades, protective masks, med, food, and water load outs for the mission. See below roster for the TOE and REPS of troops assigned to this mission.
B. Transportation for this mission is by the HUMMVs assigned to your MP squad and to the attached sniper team. All vehicles have the basic load out of vehicle radios, ammo, POL, maintenance and pioneer tools for this mission. The two (2) MP HUMMVs are fitted with shielded HMG mountings. the HUMMV assigned to the sniper team is fitted with a shielded SAW mount.

*NOTE: the Sergeants leading fire team ALPHA/BRAVO and the attached sniper team can be bumped up to STAR status if you want to do so.
2. RULES OF ENGAGEMENT:
A. THE UN humanitarian mission mandate allows its peacekeepers to use JUSTIFIABLE FORCE in self defense of themselves, other UN personnel, UN property and to maintain the peace in UN FORCES controlled or designated areas. To keep it simple, JUSTIFIABLE FORCE is the amount of force required to achieve an OUT OF THE FIGHT result against an opponent.
B. THE UN humanitarian mission mandate also allows its peacekeepers to use DEADLY FORCE in self defense of themselves, other UN personnel, UN property, indigene lives and property in UN controlled or designated areas. To keep it simple, DEADLY FORCE is the amount of force required to achieve an OBVIOUSLY DEAD result against an opponent.
A. THE UN RELIEF AGENCY personnel assigned to this mission consist of six (6) CIVILIAN (GRUNT) REP-3s, one (1) hired indigene CIVILIAN (GRUNT) REP-2, and six (6) hired indigene truck drivers. None of these civvies have attributes, are armed or wearing body armor. The UN official in charge is MS. FUENTES.
B. THE UN RELIEF AGENCY has hired five (5) ragged looking local trucks, and painted them UN white with UN marking to transport the food and provided one (1) white painted HUMMER with UN markings for the UN staffers to travel in.
4. UN MEDICAL/DENTAL TEAM:
A. At the last moment, it was decided to add eight (8) CIVILIAN (GRUNT) REP-3 medical/dental personnel, along with one (1) CIVILIAN (GRUNT) REP-2 hired indigene interpreter to the operation to carry out a simultaneous medical/dental assistance mission during the food distribution. None of these civvies have attributes, wear body armor or are armed.
B. THE medical/dental team has two (2) white painted HUMMVs marked with RED CROSSES to transport personnel and medical gear/supplies. These vehicles are driven by members of the medical/dental team
5. THE NEWS MEDIA:
A. THE UN RELIEF AGENCY has granted permission for a team from a well known international news organization to accompany the mission to publicize the UN's good work in this misbegotten hell hole.
B. THIS team consists of four (4) CIVILIAN (GRUNT*) REP-3 network employees, one (1) contracted CIVILIAN (GRUNT) REP-4 minder, one (1) CIVILIAN (GRUNT) REP-2 hired indigene interpreter, and !"#$% '()*+,+-*. /))* 0+123+452+)6 7+11+)6 !" $%&'() . one (1) CIVILIAN (GRUNT) REP-2 hired indigene vehicle driver. All members of the news team wear light body armor. Only the contracted minder is licensed to carry firearms. None have attributes.
C. THE media team's transport is provided by one (1) ragged looking van owned by the hired driver.
* NOTE: IF you desire the talking head of the news team can be a CIVILIAN (STAR) REP-3 instead of a GRUNT.
5. THE DESPERATE LOCALS:
A. THESE are the plain JOES/JOLENES of this hell hole, folks who in normal times would want to do nothing more than raise their families, practice their religion, make a little extra money, and enjoy life s much as they could. Well the drought, famine, and civil war put an end to al of that! Now they are just trying to survive on a day to day basis as best as they can! These folks will travel many, often hard miles to reach a designated food distribution site.
B. BE aware that any food distribution mission is not without risks, particularly in the interior of the country like this one. Any food distribution site is a potential breeding ground for the angry, frightened and desperate people lining up for their UN handout to turn on their benefactors, steal as much food as they can carry off, and return to their homes. When these food riots occur, they tend to attract large numbers of desperate people to the scene, to be very violent, and brief in nature.
6. THE ENEMY FORCES:
A. FOR the purposes of this scenario i have decided that there will be six (6) POTENTIAL ENEMY FORCES (PEF) available, but, only two (2) of them will actually represent tabletop enemy forces.
B. FOR the purposes of this scenario I have also pre-generated the two (2) rather generic tabletop enemy forces to represent the local !"#$% '()*+,+-*. /))* 0+123+452+)6 7+11+)6 !" $%&'() / brigands/guerillas from the INSURGENT LIST. See BRIGAND/GUERILLA TOE roster below for info.
C. BRIGAND/GUERILLA TOE ROSTER:

THIS band has fallen onto hard times since the arrival of the UN humanitarian mission with its AMERICAN and EUROPEAN military contingents; it is low on ammo, food, and gas. Laying their hands on any or all of these items, and escaping off table with same is their only goal!
8. THE TABLETOP:
A. REGARDLESS of the actual size of the table that you use for this scenario, divide it into nine (9) equal sized sections, numbered (beginning at the top and working down) SECTIONS 1, 2, 3, 4, 5, 6, 7, 8, and 9. NORTH is the top of SECTORS 1, 2, and 3; SOUTH is the bottom SECTORS 7, 8, and 9; WEST is the table edge of SECTORS 1, 4, and 7; EAST is the table edge of SECTORS 3, 6, and 9.
B. PLACE the village in the center of the table, centered on SECTOR 5 and spreading out to include part of at least SECTORS 4, 2, 6, and 8. The village consists of huts and crumbling ruins, and appears to have been abandoned sometime prior to the arrival of the food convoy.
C. WHAT passes for a national highway in this place is a two (2) lane dirt roadway running from SOUTH of SECTOR 8's table edge to the NORTH of SECTOR 2's table edge, and passing through the center of the village. There is a small open air market flanking the highway where it passes through the center of the village at SECTOR 5.
D. RUNNING diagonally from the table edge and center of SECTOR 4 to the table edge corner of SECTOR 9 is a high banked, partially dried up, shallow stream. This stream is 2" wide and fordable by infantry anywhere along its length. It is fordable by wheeled vehicles only at the ford located where the national highway crosses it. The land for 2" on either side of the stream consists of partially dried, cracked mud flats.
E. OVERLOOKING the village from the NE in the SECTOR 3 is a low hill with some crumbling ruins on top of it. Overlooking the village from the WEST at the table edge of SECTORS 4 and 7 is a rock strewn low ridge. The stream mentioned in D above runs through a !"#$% '()*+,+-*. /))* 0+123+452+)6 7+11+)6 !" $%&'() 1 gap in this ridge.
F. TABLETOP terrain is red, rolling, arid, dusty, with scattered clumps of low brown vegetation, wither looking single trees, and grouping of withered looking trees that can provide concealment but not cover, rock outcroppings, and shallow depressions that can provided both concealment and cover.
G. THERE are 3D6 sleeping crocodiles sunbathing on the cracked dried mud flats paralleling the stream - disturb them at your own risk!
9. UN AND LOCALS DEPLOYMENT:
A. THE UN food trucks are parked in the center of the open air market, on the EAST side of the highway, with their tailgates facing the highway. Each food truck is "manned " by a UN staffer and a indigene truck driver who will distribute the food to the waiting people. The head of the UN convoy, MS FUENTES, has all of the distributor caps and rotors from the trucks in a black plastic bag on her person at all times. This is to prevent either the locals from hijacking a truck loaded with food or the driver's from making off with it (you are not sure which is the right answer). The UN HUMMV is parked alongside the trucks. MS FUENTES and her interpreter are wandering around the distribution site.
B. THE UN medical/dental team has set up shop on the opposite side of the highway, also in the center of the open air market, but with the front of their trucks facing the roadway.
C. THERE are 6D6+6 indigene CIVILIAN (GRUNT) REP-2s of various ages milling about the distribution point when the food convoy arrives at its destination. None of these have attributes, body armor or visible weapons. Once the UN trucks are in place, they will line up at the tailgate, waiting for the UN staffers and drivers to distribute their food rations.
D. THERE are 3D6 indigene CIVILIAN (GRUNT) REP-2s of various !"#$% '()*+,+-*. /))* 0+123+452+)6 7+11+)6 !" $%&'() 2 ages and sexes being treated and awaiting treatment at the medical/dental group. None of these have attributes, body armor, or weaponry.
E. YOU may deploy your re enforced squad of soldiers however you think best to maintain order and security during this operation, and must do so before any of the enemy PEFs are placed on the table top.
10. BRIGAND/GUERILLA BAND PEF DEPLOYMENT:
A. SINCE I designed this scenario as a solo game, all POSSIBLE ENEMY FORCES (PEFs) are placed randomly on the tabletop by rolling 1D6. The number rolled indicates the SECTOR of the tabletop that could contain a PEF. If there is any type of terrain feature that could block LOS to any PEF from UN soldier LOS, be sure to place the PEF to do so.
B. EACH POSSIBLE ENEMY FORCE (PEF) is numbered 1 (REP-4), 2 (REP-5), 3 (REP-2), 4 (REP-4), 5 (REP-3), and 6 (REP-4). to help me keep track of them. The indicated REPs are used for ACTIVATION while it is still a PEF.
C. TO add an element of uncertainty to a solo game, the determination as to if any PEF is real or false is immediately determined by rolling 1D6 (1,2,3 = FALSE ALARM; 4,5,6 = THE ENEMY) at the time the MPs/SNIPERs/UN staffers have unrestricted LOS to any PEF.
D. WHEN any PEF is determined to be a FALSE ALARM it is immediately removed from the table top.
E. WHEN any PEF is determined to be THE ENEMY, immediately roll 1D6. Score 1-3 and BRIGAND/GUERILLA BAND #1 is placed on the tabletop; score 5-6 and BRIGAND/GUERILLA BAND #2 is placed on the tabletop.
AFTER the UN food convoy, escort guards, the locals, and all PEFs are placed on table select three (3) sets of 2D6 of different colors. One (1) set is for the UN, one (1) set is for the PEFs, and one (1) set is for THE LOCALS. Roll all of these dice at the same time to start each turn as per the CR3.0 rules.
