I submit that the application for obtaining consent for establishment of my unit M/S.
SOORAJ ICE PLANT, at Sy.No.360/3, Narayanareddipet village, Nellore Rural, SPSR Nellore
District for the line of activity Ice Block and prawn processing, has been forwarded under
Single Window Act to your office in the reference cited.
Further, I submit that, on enquiries made with the A.P. Pollution Control Board, Nellore,
it is ascertained that huge Investment is involved for installation of equipment to avoid
pollution if the line of activity prawn processing is taken up. My firm can not invest huge
amounts for anti-pollution equipment due financial crisis. Hence, it is decided to establish
my unit for the line of activity ICE BLOCKS manufacturing only and dropped the activity for
prawn processing.
I request to kindly arrange the approval for establishment of my unit only for the line of
activity i.e., manufacturing of ICE BLOCKS at the said premises.

Process description

MICRONUTRIENTS:

RAWMATERIALS: ZINC SULPHATE, MANGANESE SULPHATE, GRAPHITE,
EDTA,
CALCIUM BENTONITE, FERROUS
The above raw materials are purchased from the manufacturers all over
India.
The Concentrated raw materials stored in good condition room.



PROCESS:
Calcium Bentonite of 50 Kg and 35 Kgs batch-wise is fed in to the Mass mixer and then add
other required raw material as per the formula and continuously mixing process is taken up
for half an hour to get uniform mixed material. Then the sample is collected from the Mass
Mixer for testing in the laboratory. Duly completing the laboratory testing, the finished
goods is packed in 10 Kgs HDPE Bags or as per the Customers requirement.

I submit that I have proposed to establish an Industrial Enterprise under the name
and style of M/S. OM SAI AQUA at Sy. No. 956/7,8, Santha Vellore Village, Varadayapalem
Mandal, Chittoor District for manufacturing of Fish Oil, Fish Meal, Meat, Meal etc.,. The
Tnerprenuer Memorandum Part-I bearing No. 28/203/12/01400/part-I, Dt. 9/8/2011 was
obtained from District Industries Centre, Chittoor for the proposed line of activity. All the
required licenses from the line Departments have been obtained at Establishment Level and
already submitted along with the Claim Application of my unit for Sanction of Investment
Subsidy under IIPP 2010-15 Policy.

Further I submit that the APSPDCL, Chittoor have issued Power release Certificate
for 100 H.P (28 H.P + 72 H.P). In this connection I have to inform that the Power connection
for a load of 28 H.P. already given in the premises of the factory was utilized for welding
works of Trusses of Shed and construction of main machinery Hall. Later on the aggregated
Power load of 100 H.P. has been utilized for my factory to run the activity. The Power
release Certificate for 100 H.P. issued on 7/7/2012 by APSPDCL and a copy of the same was
enclosed to the reference cited. The factory could not take up the production activity with
the available 28 H.P. except utilizing the same for construction of Building and welding
works of Trusses for shed(Main Machinery Hall).

It is further to submit that I have obtained VAT/CST Registration from the
Commercial Taxes Department in the month of September, 2009, but filed only NIL Sales
Tax returns to the C.T. Department, as no production and Sales till July, 2012. The VAT/CST
Registration obtained for facilitating my unit to purchase the plant and machinery from
outside the State of Andhra Pradesh. Copies of Sales Tax Returns for the period from
9/2009 to 11/2012 are submitted for kind reference.
With regards to Commercial Production of my unit, the Commercial Production was
started in the month of August, 2012 declaring the Date of Commencement of Commercial
production as 30/08/2012. I have obtained Enterpreneur Memorandum Part-II declaring
the D.C.P. as 30/08/2012 from District Industries Centre, Chittoor. The delay in
implementation of the Project is due to financial problems.

I have obtained all the required licenses at Operation Level from the line
Departments and the Copies of the same were enclosed to the Claim Application. The Claim
application for Sanction of Investment Subsidy was submitted within Six months from the
date of Commencement of Commercial Production as per the guidelines under IIPP 2010-15
Policy.

I request the General Manager to kindly process the claim application of Investment
Subsidy and arrange sanction to my unit at an early date.

Manufacturing from the General Manager, District Industries Centre, Nellore, SPSR Nellore
District (Copy enclosed). I have also approached the Commercial Taxes Department ,Nellore
and obtained VAT/CST Registration Certificate bearing TIN No. 28934703305, Dt.
23/04/2013 (Copy enclosed). The premises of the enterprise is taken on lease basis from the
lessor, Smt. Gopireddy Audilakshmamma, W/o. Lakshmi Reddy, Chaitanyapuri Street,
Vedayapalem, Nellore Town. Copy of the lease agreement of land and building is also
submitted herewith duly notarized.
Further I submit that I have studied B.A., Degree and got good experience for 5 years
in doing Wax Candles business. The marketing area selected for my business in Nellore


District as well as surrounding Districts of Chitoor, Prakasam and Kadapa. On Self
Employment basis, I khave started the said micro Enterprise and also providing employment
directly to Two persons and indirectly to 2 persons. I can not afford to purchase paraffin
Wax for open market rates for my unit and survive my enterprise.
The requirement of Paraffin wax is 10 Tons per Quarter to my unit.
I request that my enterprise M/S. A.M. Agency may be considered under NSICs Raw
Material Assistance Scheme helping for Micro Enterprises under MSME and arrange Raw
Material of Paraffin Wax (Type-II) through Chennai Petrolium Corporation Limited, Manali
Refinery, Near Manali Bus Stand, Manali Oil Refinery Road, Manali ,;Chennai-600068.
I further request to kindly help my micro enterprise by arranging raw material on
Quarterly basis through CPCL, Chennai , so as to enable my enterprise to overcome the

The mining Operations for extraction of Feldspar, Mica etc., is taken up in Sy. No. 39 &
;40 in the land allotted on lease basis by the Government of Andhra Pradesh for 20 Years to
M/S. Durga Mineral Corporation, Jogipalli Village, Sydapuram Mandal. With the held p of
Proclainer the boulders are extracted from Quarry and the Mica and Feldspar are graded
manually. Such Products are transported in hired vehicles to the customers in Andhra
Pradesh and Chennai. Two Electrical Motors with a power load of 10 H.P. are also used in
Quarry to evacuate water stored in Quarry in rainy season.

With reference to the Show Cause Notice cited, we submit the following explanation
for kind consideration and condonation of delay in implementation of directions issued by
the Board and also in installation of air pollution Control measures in full shape to
control air pollution in the sorroundings of the Stone Crusher.
As per the Directions issued in the Order No.161/PCB/TF-VJA/2012-
433,Dated16/10/2012 of Board Office, APPCB, Hyderabad, we have implemented the
following measures partially and the remaining are under implementation. In this
connection, we have to inform that due to financial crisis certain measures could not be
complied. In addition to this, we submit that Sri K.Chittaranjan Das, Managing Partner of
our firm was hospitalized in Care Hospital, Banzara Hills, Hyderabad, due to cardiac problem
and undergone by-pass Surgery and thereby the firm could not be fulfilled the directions
issued by the Board within the stipulated time as permitted by the A.P.Pollution Control
Board.

a. The Application for CFO is submitted with the Nodal Agency under Single
Window Act.
b. Leak Proof Cladding is being provided to the Crusher and Screen.
c. Dust Extraction and suppression system was installed for crusher and screen .
The extracted dust laden flue gas will be disposed into a water turf to avoid
fugitive emissions.
d. Closed Hopper is provided for collection of dust.
e. 50% of work pertaining to covering of Conveyors is completed.
f. A dedicated water tank with permanent pipeline is being provided to ensure
supply of water for sprinkling


g. Provisions for wetting of raw boulders is also provided .
h. Water sprinklers being provided at vulnerable dust generation and material
transfer points.
i. Green belt is developed all around the stone crusher.
j. The Air pollution Control Systems will be operated regularly to achieve the
standards of 600 ug/Nm3 for SPM measured at a distance of 3 to 10m.
k. Water meters are being provided to record consumption of water used for
spraying and the records maintained.

Further, We request to kindly drop the action initiated for issuing directions
for closure of our Stone Crusher and disconnection of power supply against violations
caused, and allow the industry to work as number of workers and labour and their
families are also depending and living on our Stone Crusher.
In view of the above circumstances, we request the Environmental Engineer
to kindly condone the delay in implementation of few pollution measures by our firm
and consider our application for CFO.

4. All the Required Clearances from the Statutory Agencies were already obtained
before starting construction of the Factory.
5. All the additional installations are shown in Red Colour in the revised Plans.
