    Kent County SPCA/First State Animal Center first quarter shelter statistics for 2013. Why on earth "public surgery return to owner" (spay/neuter clinics) statistics are used in their reporting, is beyond me. But then again, most everything about their statistics is an obvious puzzle. Intentional? I think so.
