PART 1 GENERAL
1.1 RELATED DOCUMENTS

1.2 SUMMARY
A. Section includes Power Quality and Energy Monitoring System (PQEMS) as indicated on the drawings and as described in this specification. The PQEMS is defined to include, but not to be limited to, measurement instrumentation, remote devices for monitoring, device communication interface hardware, intercommunication wiring, System Controller, software, printer, ancillary equipment, startup and training services, and ongoing technical support.
1.3 REFERENCES
A. The PQEMS shall comply with the applicable portions of FCC, CE, UL, IEEE 802.3 and other applicable standards.
1.4 SUBMITTALS
A. Submittal Procedures: Submit in accordance with General Conditions
B. System description including an overview of the system provided with detailed description of system architecture. System diagram showing location of instrumentation and other assemblies/devices to be connected to the system as well as types of wiring required (electrical and communications), and a general layout of wiring referencing the specific building/facility layout shall also be part of this description.
C. Product data including a complete listing of all hardware, software, training, and startup services being supplied under this contract.
D. Hardware and software description shall be provided in detail for all communications including sensor devices and gathering data to be transmitted over the network. This description will include a list of all the communicating devices to be connected to the network.
E. The systems operation manual shall also include the following information:
1. A system description overview, descriptive bulletins and/or sales aids covering all components in the system.
2. A maintenance section including all instruction leaflets and technical data necessary to set up, change setup parameters and maintain the communicating devices and sensors.
3. A section on communication wiring which includes:

1.5 QUALIFICATIONS
A. Manufacturer: Company specializing in the manufacture of systems and remote devices of the type specified for a period of at least five (5) years and demonstrate that these products have been utilized in satisfactory use in functioning systems for similar applications. The manufacturer shall have at least five (5) years demonstrated capability in PQEMS design, installation and start-up.
PART 2 PRODUCTS
2.1 MANUFACTURERS
A. Dranetz-BMI
2.2 GENERAL
A. Furnish and install a complete Power Quality and Energy Monitoring System (PQEMS) as indicated on the drawings and as described in this specification.
B. The PQEMS is defined to include, but not to be limited to, remote devices for monitoring, device communication interface hardware, intercommunication wiring and System Controller, monitoring/metering/recording instrumentation and ancillary equipment.
C. The PQEMS shall be the Dranetz-BMI Signature System or approved equal with all the features, functionality, characteristics and options as herein specified and/or shown on the drawings.
2.3 SYSTEM CONTROLLER
A. The System Controller shall provide the following minimum functions in the PQEMS:
1. Acquire data from the monitoring and measurement instruments. Communications are to be via the methods outlined in section 2.4.
2. Maintain a database of data acquired from monitoring and measurement instruments.
3. Be the server for the user interface of the PQEMS supporting simultaneous user access to all data acquired from monitoring and measurement instrumentation.
B. The System Controller shall be a self contained industrial grade computer with appropriate communication interfaces for use with the equipment and instrumentation specified for the PQEMS. At minimum, the following communications interfaces shall be available: 10BaseT Ethernet, AUI, 56K modem and RS232 (adaptable to RS485). SECTION 16215

C. The System Controller shall have the option for either network or dial-up (analog) modem communications or both operating simultaneously.
D. After system startup, the System Controller shall be a remotely accessed device not requiring a local keyboard or local display directly connected (such as a CRT or LCD). All user interactions with the System Controller shall be remote via web browser or serially connected terminal emulator (startup and troubleshooting only).
E. The System Controller operating system shall use a reliable real time embedded operating system intended for use in such data acquisition and instrumentation environments. For the purposes of the PQEMS, the Windows operating system, regardless of version is not considered acceptable.
F. The System Controller must come from the factory with all software pre-loaded and ready for installation.
G. The distribution of software on disk, CD ROM or other such media is not acceptable with the exception of distributing optional software modules and firmware upgrades to the System Controller provided as part of ongoing factory support. See 2.3 parts C, D.
H. The primary methods of upgrading, troubleshooting, system administration and maintenance shall be via File Transfer Protocol (FTP), web browser, and terminal emulator via a serial port.
I. The System Controller shall be a web server supporting up to 10 simultaneous users. The web server shall support the J ava enabled Internet Explorer (6.x as of this date) web browser at minimum.
J . Users accessing the System Controller via the network shall only be required to have a web browser running on their remote PC. See 2.3 part G.
K. The System Controller shall have the following mounting configurations available via optional accessories: shelf, 19 rack, vertical and horizontal wall/panel.
2.4 SYSTEM CONTROLLER USER INTERFACE (UI) FEATURE SET AND FUNCTIONALITY
A. Provide a complete graphical user interface, suite of analytical, user interface and system data acquisition functions equivalent to the Dranetz-BMI Signature System InfoNode.
B. The System Controller shall support the client server architecture that supports up to 10 simultaneous users accessing the System Controller using a web browser.
C. The System Controller shall be password protected and support multiple user access levels granting access rights based upon user ID.
D. At minimum, the System Controller shall provide the following functions to each user via the web browser interface:

1. The System Controller shall use J ava applets installed on the users computer for functions not included in the standard web browser. The System Controller shall automatically detect the presence of such applets on the users computer and act as the server for downloading and installation of such applets if they do not exist. The installation of such is to be one time only unless there has been a firmware revision to the System Controller or a change to the users computer. Such a mismatch in version shall be automatically detected by the System Controller which, under such conditions shall prompt the user that a new installation is required.
2. The first page viewed when first accessing the system shall be a one page summary of system status including monitoring and measurement instrumentation health, event summary and firmware versions. This page shall have hyperlinks to details summarized.
3. Real-time device metering information in both graphical and textual formats.
4. Display of event details including textual summary and graphical display of detailed waveforms to the fullest extent of the capabilities of the particular monitoring and measurement instrument that recorded the data.
5. Graphically display historical trends of monitoring and measurement instrumentation data. This includes the overlaying of channels and parameters from within one monitoring instrument. Such data is to also be available in CBEMA, ITIC and 3 dimensional formats at minimum.
6. Provide both graphical and textual reports formatted for printing that summarizes monitoring information based upon the users chosen report.
7. Provide the user interface for setup and recording of all measurement and event parameters for all devices being monitored. This is provided only to users with sufficient access rights to view and change such information.
8. Provide the user interface for System Controller administration functions such as the addition of users and their access rights, regional (time/date) settings, database maintenance, alarm notifications and communications administration. This is provided only to users with sufficient access rights to view and change such information.
9. Support all protocols required to communicate with remote monitoring and measurement instrumentation and other interfaces. At minimum UCA-2/MMS, modbus, SMTP, HTTP, NTP shall be supported.
10. The System Controller shall have an open architecture that can support the addition of other protocols to support additional types of instrumentation as they become available. Note that this is not a commitment on the manufacturers part to add such capabilities.
11. Automatically and continually communicate with all remote devices for the purpose of immediately downloading any new information recorded by the SECTION 16215

measurement devices and storing into the System Controllers database. The base timing for such communications shall be repeated no more that every 1 minute. The only exception shall be during very large downloads from remote devices that require additional time to process and store into the System Controller database.
12. The System Controller shall have the ability to add optional power signature detection modules that identify certain types of power disturbance signatures and their directivity as being upstream or downstream from the monitoring location.
13. The System Controller shall have the ability to add customizes graphical interface screens that show a picture or drawing of the monitoring system. These screens shall have the ability to show dynamically changing real time metering at the indicated points in addition to power quality event summary information. An example of such as display is (but not limited to) a one line diagram.
14. The System Controller shall have the ability to automatically notify (alarm) users of pre-determined types of data being recorded by a monitoring and measurement device.
a. Notifications shall be based upon user programmed event type and severity limits being exceeded. Such notifications are in addition to event data being recorded by monitoring devices. b. Notifications shall be any combination of the following: E-mail, Alphanumeric pager, and contact closure. c. Once enabled, all notifications shall occur automatically requiring no user interaction.
15. The System Controller shall support the archiving of data by optional (and separate) PC software.
a. Such PC software shall (automatically or manually) copy data out of the System Controller for the purpose of archiving and viewing at a later date. b. Such PC software shall store the archived data in the IEEE 1159.3 PQDIF format.
16. The System Controller shall optionally support time synchronization via GPS or NTP.
17. The System Controller shall act as a time synchronization server for the monitoring devices that support such features. In such cases the system Controller shall maintain the time of applicable remote devices compatible with the system synchronized to within 10ms of the System Controllers time.
18. The System Controller, via different model options supporting the following mass memory storage medias: Compact FLASH, Hard Disk. The engineer shall have the discretion to choose the media appropriate to the application

19. The System Controller shall have the option for the following optional modules at minimum.
a UPS (Uninterruptible Power Supply) report module that compares data recorded by monitoring instruments located on the input and output of the UPS for the purposes of determining a pass or fail condition under input side power event activity. b. Energy usage module that creates a report of energy usage at one or multiple monitoring locations. Reports shall provide costs for time of use periods such as on-peak, partial-peak and off-peak periods. The report shall also support aggregating energy recorded at different locations and cost per square foot calculations. c. Sag Directivity module that identifies a voltage sag and analyses the relationship between the voltage and current in order to determine the origination of the sag as being upstream or downstream from the monitoring location.
2.5 COMMUNICATIONS
A. User access to the PQEMS System Controller:
1. All user access to the PQEMS shall be via a network that supports the TCP/IP protocol and can support the web browser environment described in part 2.3.
2. The PQEMS shall have the option of adding dial-up (analog) modem communications to be used in addition to, or instead of network access to the System Controller. The engineer shall have discretion to choose the appropriate method of communications among the available choices.
3. All networked components of the PQEMS shall have the ability to accept a static IP administration capabilities such as IP address, subnet mask and gateway. Such information is to be supplied to the manufacturers representative no later than the date of system startup/commissioning.
4. Upon request, the manufacturer shall supply detailed protocol and port information for network security administration and to allow access to the PQEMS on a secure network.
5. The PQEMS shall support user access (at the owners discretion) via properly configured pre-existing corporate, public, private, or new network installation regardless of underlying media used. The only requirement imposed on the physical network is a 10BaseT (or 10/100BaseT) Ethernet connection is available to the System Controller with connectivity to both the monitoring instruments network and user interface network (if different). Other media such as fiber or wireless that can be adapted to 10BaseT or AUI using off the shelf components is acceptable.
B. System Controller communications to monitoring and measuring instrumentation.

1. The System Controller shall support simultaneous Ethernet and serial communications to the monitoring and measuring instruments based upon type used.
2. Ethernet:
a. The System Controller shall not require the user to build a dedicated network for data acquisition to/from the monitoring and measuring instruments and shall be compatible with pre-existing networks. The use of a pre-existing or new network is at the customers discretion. b. All networks used for System Controller to monitoring and measuring instrumentation communications shall support all underlying TCP/IP based protocols. See Part 2.4 section A.b.
2.6 MONITORING AND MEASUREMENT INSTRUMENTS
A. The manufacturer shall provide monitoring and measurement instruments of the following type at minimum.
1. Power Quality
2. Power Flow/Demand/Energy
B. Monitoring and measurement instruments are to be of a type equivalent to the following instruments that are part of the Dranetz-BMI Signature System:
1. Power Quality: Enhanced Power Quality DataNode
2. Power Flow/Demand/Energy: 5540 Family DataNode
3. Advantec ADAM data acquisition modules.
C. The Power Quality instrument (node) shall have the following specifications and features at minimum:
1. The communications to the System Controller shall be UCA-2/MMS over TCP/IP Ethernet.
2. The instruments shall be configured to have eight measurement channels, four voltage and four current. Each instrument shall (internally) cross-trigger analog channels; all channels must record simultaneously any event that is captured by any one of the active channels.
3. The instruments shall simultaneously monitor four voltage channels. Possible connections shall include single-phase, dual single-phase, three-phase wye, and three- phase delta. The sampling rate for each voltage channel shall be 384 samples/cycle. The rms measurement shall have an accuracy of 0.20 percent of reading with a range of 20-600 Vrms (6000 V peak) at 50Hz or 60Hz fundamental frequency. via potential transformers (PT) shall be made by entering PT ratio(s) at the user interface.
4. Two methods of voltage connections shall be available.
a. Screw terminals. A screw terminal interface mounted directly on the measurement module (instrument mainframe) shall be available for direct connections to the up to 600V circuit to be measured.
5. The instruments shall record steady-state voltage signals (waveform snapshots and rms strip charts) based on user-selected time intervals. The user shall be able to program the instruments to only capture events (impulsive transients, waveshape faults including oscillatory transients, rms variations) that are outside the threshold settings. The user shall also be permitted to select the type of event(s) to be captured. Any voltage triggered event shall cause the other voltage and current channels to record corresponding data within the instrument (internal cross triggering).
6. The instruments shall have the capability to monitor four currents while simultaneously monitoring four voltage channels. Input for current measurements is derived from measuring 5A secondaries. The measurement range will depend on the specific current transducer applied with the instrument. Ability to display, record and report primary rms current when measuring CT secondary currents will be done by entering the CT ratio when setting the instruments using the user interface software. The sampling rate for each current channel shall be 384 samples/cycle. The rms measurement accuracy is dependent on the type of probe connected to the instrument. Current channels (excluding applied probes) shall be 0.20 percent of reading.
7. Two methods of current connections shall be available.
a. Remote pod. A remote current connection pod shall be available that contains (4) 5A CTs. The secondaries of the applied CTs are passed through the built in 5A CTs via a wire internal to the pod that connects to 2 screw terminals. The remote current pod shall connect to the measurement module (instrument mainframe) via a short cable similar in length to the voltage connection pod cable. Two current measurement pod types shall be available: i. 5A, 5 times overcurrent. ii. 5A, 20 times overcurrent for the purpose of measuring cold load pickup. b. Screw terminal. A screw terminal interface mounted directly on the measurement module (instrument mainframe) shall be available for direct connection to 5A secondaries of the applied CTs.
8. The instruments shall be capable of monitoring and triggering on: Voltage Transients (1us resolution)

9. The instrument shall measure in close accordance with IEEE 1159.
10. The instrument shall allow the user to select disturbance thresholds to trigger recording for voltage transients, current transients, voltage waveshape faults, voltage sags and voltage swells, current high limit. When a disturbance threshold is crossed, the instruments will acquire data from all the channels.
11. The user shall have the ability to select up to 16 pre and post triggered cycles including the fault cycle. This feature shall be available for power quality measurements recorded on a cycle or sub cycle level.
12. The instrument shall have up to 160 available parameters including: V, I, KW, KVA, KVAR, PF, KWh, KVAh, KVAh, THD, K-factor, TIF. Trend up to 64 simultaneously.
13. Disturbance graphs of recorded events shall be provided. Each graph shall contain pertinent information such as Site Name where the event was recorded; time and date stamp of the event, rms voltage and current, trigger point and peak voltage and current.
14. Each monitoring node shall have the ability to send a message (external cross- trigger) over the local (un-routed) Ethernet network to other monitoring nodes (of the same or similar type) for the purpose of signaling them to record an event at that point in time.
15. The instrument shall have a built in UPS with a capacity of at least 10 minutes on a full charge. If the UPS battery is depleted fully the instrument shall automatically turn on and restore monitoring upon return of the mains supply voltage.
16. The instruments power supply shall have the following specifications: 90-250 Vac, 100-150Vdc, 47-63 Hz.
17. The instrument shall be housed in a rugged aluminum enclosure.
18. The instrument shall have the following optional mounting methods.

D. The Power Flow/Demand/Energy shall have the following specifications and features at minimum:

3. The instrument shall have the capability to monitor all commonly configured single and three phase electrical systems. This will include single phase, split phase, three phase delta and three phase wye. The sampling rate for each channel shall be 32 samples/cycle. The rms shall have an accuracy of 0.5% of reading 0.25% of full scale. The ability to monitor and display higher voltage levels shall be available using programmable ratios when used with potential transformers (PT).
4. The instrument shall have the capability to monitor up to three current channels. Input connections shall be readily available for industry standard 5A or 1A current transformer secondaries. The sampling rate for each channel shall be 32 samples/cycle. The rms shall have an accuracy of 0.5% of reading 0.25% of full scale. The ability to monitor and display higher current levels shall be available using programmable ratios. Note to spec writer, choose the appropriate type of CT secondary.
5. The instrument shall be capable of monitoring:

7. The instrument shall have a built-in LED local display that displays each measured parameter in real time.
8. The instrument shall have a built-in keypad to allow the user to traverse the menus of the instrument and choose what is displayed on the LED display. SECTION 16215

9. The instrument shall be housed in an ABS plastic panel mount enclosure.
E. The instrumentation for the measurement of analog transducers and contacts shall have the following features and specifications:
1. The communications to the System Controller shall be a register based protocol over RS232 or RS485.
2. Provide measurement modules of the following types. Note to spec writer, choose the appropriate type:
a. Chassis mount to house plug-in modules. The chassis interfaces to the System Controller. b. Individual measurement modules that communicate with the System controller.
3. Compatible with the following transducer types:
a. 150mV,500mV,1V,5V,10V,20mA). b. Digital inputs c. Thermocouple d. Frequency/Counter
PART 3 EXECUTION
3.1 WARRANTY
A. The manufacturer shall warrant the equipment supplied hereunder. The warranty shall include:
1. Free telephone technical support.
2. Warranty on all hardware supplied under this system shall be for one (1) year from date of substantial completion.
3. Provide optional extended warranties with advanced instrument replacement options to loan instruments when covered instruments require repair.
4. Provide optional on-site services for ongoing system support.
3.2 FACTORY TESTING
A. All instrumentation shall be tested and burned-in at the factory prior to shipment.
B. The factory shall be ISO9001 certified.
3.3 INSTALLATION

A. The Contractor shall furnish, install and terminate all communication conductors and associated conduits external to any factory supplied equipment.
