SUBJECT: PROPOSED ADJUSTMENT OF FEES INCLUDING PARKING FEES
RECOMMENDATION:
That Council approves an adjustment to the schedule of fees and include in the fee schedule those related to parking,
provide that parking fees are part of the fee schedule, and amend ordinances related to two-hour parking to provide
additional clarification.
BACKGROUND:
A number of fees charged by the City are set forth in a Fee Schedule. As appropriate, staff reviews possible
adjustments for recommendation to CounciL In reviewing the fees, the goal is to cover the associated costs and to be
as competitive as practical with similar fees established by neighboring entities.
Attached is a listing of the proposed fees. Current fees are shown in red in the right-hand column. To summarize,
the fees proposed to be adjusted are as follows:
BZA FEE:
Proposed adjustment ($150 to $200) reflects increased cost of newspaper publications.
CEMETERY FEES:
Based on the recommendation by the Cemetery Foreman, the proposed fees are adjusted by approximately
10% to cover the cost of the service, while not being out of line with other municipal cemeteries.
PRETREATMENT FEES:
Establishing a new fee for Oil and Grease Surcharge related to the Industrial Pretreatment Program as
approved by OEPA.
PARKING FEES:
Currently parking fees are set forth in Chapter 353 of the Ordinances. We are recommending that parking
fees be included in the fee schedule. Staff would review the fees on a regular basis and any proposed
adjustments to the parking fees would still be reviewed/approved by Council.
e The attached communication from the City Engineer notes that surveys have been conducted with our
neighboring communities regarding various parking fees and fines. Generally, it was found that comparisons
are difficult as a number of smaller communities do not have meters and/or do little enforcement regarding
meters or parking spaces. For nearly a year, the City has not filled the parking enforcement officer position, so
the enforcement that has taken place has been based on the availability of police officers. In discussion with
Karin Manovich, Executive Director of Troy Main Street, Inc., she has advised that the merchants generally
would prefer to see enforcement of the meters and restricted areas. We have requested that the Civil Service
Commission schedule an examination for the purpose of filling the Parking Control Officer position.

PARKING KIOSKS:
"' For the newly refurbished South Cherry Street Parking Lot, the plan is to purchase a parking kiosk as a trial for
future consideration for other lots. Some of meters that were removed from the South Cherry Street Parking
Lot no longer work. The City can use parts from some of these meters to keep the meters in other lots
working. As discussed in the attached memo from the City Engineer, the exact style of kiosk unit has not yet
been determined. However, as the reconstruction of the South Cherry Street lot came in under the authorized
and budgeted amount, those savings can be used to fund a kiosk. Legislative action is not required to
authorize the purchase of a kiosk. References must be corrected in any ordinance references.
TWO-HOUR PARKING VIOLATION AND ENFORCEMENT:
" The Assistant Director of Law has recommended that the following language be added to Section 351.15
regarding enforcement of the two-hour parking limit spaces to clarify that the intent is two hours per space per
day:
"It shall be unlawful and a violation of the provisions of this Chapter for any person to cause, allow, permit
or suffer any vehicle registered in the name of, or operated by such person to be parked or remain any
parking space designated as two hour parking for any period in excess of two hours. It shall be a violation
for any person to cause, allow, permit or suffer any motor vehicle to occupy the same parking space in any
given day, during prohibited hour, at separate times more than two hours apart."
For your review, attached are two memos from the City Engineer and the proposed fee schedule.
RECOMMENDATION:
It would be appreciated if you would assign to a Committee of Council consideration of:
Approving the attached fee schedule, including the parking related fees,
Amending required ordinance sections for parking related fees to be in the fee schedule,
Amend Section 351.15 related to two-hour parking as shown above.

The following fees are recommended for modifications:
BZA fees Fees increased from $150 to $200 to account for increased
costs of newspaper publications.
Cemetery fees Fees are updated to cover costs, approximately a 10%
increase. The new fees are still comparable to the surrounding communities.
Pretreatment fees Added a fee for Oil and Grease Surcharge. This fee was part
of the approval from OEPA of our Industrial Pretreatment Program however it
was inadvertently left out of the legislation.
Parking fees Increased as discussed in separate memo
Attached is the spreadsheet with all of the City fees related to various services.

Parki ng Met er Background
Troy has about 98 parking meters in the downtown area all in parking lots. Four
(4) of our five (5) lots that are open to the public have meters (N. Cherry, S.
Cherry, Rec, and Mulberry). The fifth lot (Walnut) does not have room for
meters. Our meters are aging and are difficult to keep operating consistently.
Troy Codified Ordinances (TCO) regulates the Parking Meters. All of the parking
lots are in the Green Zone and the cost of the meters is 2

h hours for $0.25
with a 10 hour max. The fee for expired meters as per 353.99 is $10 if paid
within 48 hours and $25 thereafter.
Fees
Fee Legislation - Most City fees are contained in one piece of legislation
which facilitates an annual review of fees. It is recommended that the parking
fees be pulled from section 353 and put in the fee legislation. The TCO would
simply say that City Council will set fees.
Expired Meters - In a recent survey, it is apparent that Troy is at the low
end of the parking fines. It is recommended that the fees for expired meters be
increased to $20 if paid within 72 hours and $50 thereafter. It is important to
remember that these fees are meant as punishment for those that do not follow
the rules
Handicap Parking - Troy charges $50 for illegal use of the handicap
parking spaces. This is the lowest of any community surveyed. It is
recommended that the fee for Handicap Parking be increased to $100.
Use of Meters - Many communities do not have meters so it is difficult to
compare the costs of meters to any community other than Dayton. It is
recommended that the cost for the use of meters be increased from $0.10 per
hour to $0.25 per hour. If desired, in order to benefit employees in the
downtown area, it would be possible to put a max of $2.00 for 10 hours.
Parking Kiosks
Parking Kiosks are recommended as a replacement for the parking meters in the
parking lots. Depending on the brand of kiosk that we purchase they can be a
"Pay per Space" or a "Pay and Display" type kiosk. The kiosks will take coins,
smart cards and depending on the brand - bills or tokens. Some are solar, some
are not. Costs of the purchase of the meters will range from $6,500 to $7,800
depending on the type of kiosk and the options available. Both options have
monthly fees for the wireless communication and licensing. These fees range
from $25 to $55 per month. Staff recommends that we purchase one meter as a
trial to install at the South Cherry Street Parking lot. Other lots could be added
at any time.
Funding of the Kiosks would take place from the Parking and Downtown
Improvement Fund. The savings from the Paving of the S. Cherry Street Parking
lot could actually cover the costs of two kiosks without any additional
appropriations.
