Dear Landowner:

This is to inform you pursuant to Ark. Code Ann. 23-18-513 and Rule 4.03 and 6.03(b)
of the Arkansas Public Service Commission (APSC) Rules of Practice and Procedure
(Rules), that on or about Wednesday, July 30, 2014 (the Application Filing Date), Entergy
Arkansas, Inc. (EAI) will file an application with the APSC for permission to construct a
230,000 volt electric transmission line and related switching station facilities (Proposed
Electrical Facilities). The approximate 24-mile new transmission line will connect the
existing Monticello East Substation in Drew County to a new proposed switching station
near the existing Reed Switching Station located in Desha County.

EAI has selected a transmission line route (Alternative Route G) as the Proposed
Route for the transmission line. Alternative Route G is composed of transmission line
segments 01, 02, 80, 81, 10b, 13, 23, 32, 38, 54, 58, 59, 60, 61, 62, and 67 as shown on the
attached map. The Proposed Electrical Facilities and their location are further described
as:

The Alternative Route G (Proposed Route) exits the Monticello East
Substation (SE, SE, Section 25, Township 12 South, Range 7 West, Drew
County, latitude 33 37 37.16 N, longitude 91 46 2.24 W) to the south and
extends along the east edge of an existing transmission line right-of-way
(ROW), crossing East Jackson Avenue and further south to Old Dermott Road
for a distance of approximately 3,500 feet (Line Segments 01 and 02). At this
point the Proposed Route turns east and continues east to a point just west of

the Union Pacific railroad track and Arkansas Highway 35, a distance of
approximately 5,700 feet (Line Segment 80). The Proposed Route then enters
into the new Monticello Industrial Substation, then exits the Monticello
Industrial Substation and extends to the south and runs along the east boundary
line of Section 31 (T-12-S, R-6-W, Drew County) to the intersect point of
Sections 31, 32, 5, and 6 (T-12-S, R-6-W, Drew County), a distance of
approximately 2,600 feet (Line Segment 81). At this point the Proposed Route
then turns east and extends along the south section line of Sections 32 and 33
(T-12-S, R-6-W, Drew County) to a point just west of the future ROW of US
Interstate Highway 69 (I-69), a distance of approximately 10,600 feet (Line
Segment 10b). The Proposed Route then turns northeast and parallels the north
edge ROW of future I-69, crossing Hurricane Creek, US Highway 278, Piney
Creek, and on northeast to a point along the south section line of the SW
SW Section 4 (T-12-S, R-5-W, Drew County), a distance of approximately
39,500 feet (Line Segments 13, 23, 32, 38, and 54). The Proposed Route then
extends east, crossing future I-69 to the south side the ROW and crossing
County Road 75, Cutoff Creek, Arkansas Highway 293, and County Road 76
to a point just north of Arkansas Highway 277, (NW, NW, Section 8, T-12-
S, R-4-W, Drew County), a distance of approximately 27,400 feet (Line
Segment 58). The Proposed Route continues east for approximately 19,500
feet along the south edge of future I-69 ROW crossing Arkansas Highway 277,
to a point just west of Bayou Bartholomew (Line Segment 59) (SW, SW,
Section 11, T-12-S, R-4-W, Drew County). The Proposed Route continues
east along the south edge of I-69 ROW and crosses Bayou Bartholomew
extending across County Road 68, south of Paw Paw Brake and north of
Austin Brake, into Desha County to a point just west of Black Pond Slough,
for a distance of approximately 12,300 feet (Line Segments 60, 61, and 62).
The Proposed Route then turns north and northeast crossing future I-69 ROW,
Black Pond Slough, Crooked Bayou, and Old Tillar Road where it then
parallels an existing 115 kV transmission line along the west edge, crossing a
Union Pacific railroad track and US Highway 65/165, continuing on north and
terminating into the south end of the Proposed Switching Station for a distance
of approximately 7,800 feet (Line Segment 67). (SW, NW, Section 5,
Township 12 South, Range 3 West, Desha County, latitude 33 41 18.39 N,
longitude 91 26 6.64 W). Total distance for the Proposed Route is
approximately 128,900 feet or 24.5 miles.


Information relative to the filing in this matter may be obtained from the secretary
of the Arkansas Public Service Commission, 1000 Center Street, Little Rock, Arkansas
72201, or on the APSC Website, http://www.arkansas.gov/psc/index.htm, following the
Application filing date. Also, related information can be found on EAI Facebook Web
Address http://enter.gy/monticello1. A copy of the application and related filing
documents, to include the Environmental Impact Statement, associated with this proposed
project is also available for inspection during normal business hours at the following
libraries in Drew and Desha Counties: (1) McGehee Branch Library; (2) Dumas Branch
Library; (3) Robert Moore Memorial Branch Library; (4) Monticello Branch Library, and
(5) University of Arkansas Monticello Library.

The enclosed map portrays the approximate location of the proposed and
alternative transmission line routes. A photo of a typical transmission structure is also
enclosed. Our ownership sources indicate that your property may be near or adjacent to
the Proposed Electrical Facilities or one of the alternative transmission line routes.

The APSC will conduct a public hearing in connection with EAIs Application for
a Certificate of Environmental Compatibility and Public Need. Interventions and limited
appearances for interested persons should be filed in compliance with the provisions of
APSC Rule 4.01, 4.02 and 6.04. Petitions for leave to intervention or limited appearances
must be filed with the APSC within thirty (30) days of the date set forth as the application
filing date, unless good cause is shown pursuant to Ark. Code Ann. 23-18-517 et seq.,
and APSC Rule 6.04(c).

The public hearing date will be set by the Arkansas Public Service Commission by
order of the Commission. The public hearing is expected to be held at the APSC building
in Little Rock, Arkansas, located at 1000 Center Street. The purpose of the hearing will be
for the Commission to hear evidence related to the need for the Proposed Electrical
Facilities and several other factors, including the probable environmental impact of the
proposed facility; their cost and customer impact, any alternatives, and conformance with
transmission plans and applicable laws so that the Commission can determine whether the
Proposed Electrical Facilities are reasonable and will serve the public interest, convenience
and necessity. Compensation for any damages will not be awarded by the Commission,
but would be awarded by Circuit Court in an eminent domain proceeding, if EAI and the
landowner cannot agree on the appropriate compensation for the transmission line or
related equipment being located on the landowners property.
