2.

1 Project Background
a. The project was originally designed for a one classroom for 3
rd
year deaf computer college.
However, due to immediate need of a place for seminar, training, and even a place for graduation rites,
the management decided to design it to a bigger place which is a multipurpose building for the above-
mentioned purposes. The original design of one classroom becomes now 4 classrooms. The building is
divided by an accordion type division.
b. During ordinary days, it is utilized as classrooms. Although the construction has been delayed
because of limited budget, but if the multipurpose building is finished, it could contribute more effective
and efficient service to the student and the management alike.
c. Since Bethsaida/Bartimaeus is linked with the LGU, DepEd, and DSWD, the multipurpose
building can be utilized for seminar, training, meeting and other purposes.

2.2 Proponent Background
Bartimaeus Center for Alternative Learning is established by Bethsaida CBR Service for the
Disabled, Inc. as its Special Education program. It was registered to the Security and Exchange
Commission in 2006 with a DepEd permit to operate the Pre-elementary to High School programs. Our
college program is in partnership with MCCID in San Mateo Rizal. At present, we have graduates who
are working in the private company in Manila, local government, and some established their own
business.

2.3 The Objective of the Project
To established a multipurpose building for training, seminar, meeting and classroom for college
student.

2.4 Proposed Methods
The proposed multipurpose building is located at 31 Mayo St. Poblacion Tiaong, Quezon. To complete
the building, it has an estimation of more or less 3 months work. It has a maximum of 10 personnel who
will work for the building which are composed of Engineer, foreman, draftmen, payroll masters, laborer,
and others.

multipurpose building for seminar, training, meetings, and classroom for ordinary days.
b. The role of Philippine institution is to give a building permit to construct the multipurpose
building and monitor whether the building follows the prescriptions of building code as well as the
provision for PWD accessibility.
c. The possible risks to achieving the planned outcome are:
- when the building is built not according to standard
- when the building is designed with no sewerage disposal, it will cause flood to the neighboring
lot or even to the street. The building should be built according to the standard with proper sewerage
disposal.

2.5 Expected Output
If the multipurpose building will be finished it would contribute higher standard for educational
learning, even for institution leveling up because, when there will be training, seminar and meeting, we
would not look for a place to hold the said endeavor.

2.6 Environmental Assessment
The positive and negative impact of multipurpose building will depend on the following:
a. It will have an impact if it is used according to the plan and purpose i.e. meeting, seminar and
training and other purposes;
b. It will have no impact if it is not use according to the plan and purpose.
c. The environment is not disturbed as no plants or trees will be removed during the
construction period.

2.7 Gender and Social Issues
The project can be used in every activity related to the rights of women and men of persons with
disability.
