1. )his docu#ent constitutes the 4orld 1an50s tandard Request for Proposals
6R+P7. As outlined in the 4orld 1an50s Guidelines--Selection and Employment of
Consultants by World Bank Borrowers, January 199, re!ised September 199 6the
8uidelines7, this docu#ent #ust 9e used :henever possi9le in the selection of
$onsultants. )he R+P can 9e used :ith the different selection #ethods descri9ed in the
8uidelines, i.e., quality* and cost*9ased selection 6;$17, quality*9ased selection 6;17,
selection under a fi'ed 9ud2et, least*cost selection, selection 9ased on $onsultant<s
qualifications, and sin2le*source selection.
2. )he use of R+P is #andatory for contracts esti#ated to cost #ore than =200,000
>.. equivalent. 1orro:ers and i#ple#entin2 a2encies of 1an5*financed pro?ects are
encoura2ed to also use this R+P for contracts costin2 =200,000 or less >.. equivalent.
(. 1efore preparin2 an R+P, the user #ust 9e fa#iliar :ith the 8uidelines, #ust have
chosen a #ethod of selection and the #ost suita9le contract for#. )he R+P includes t:o
standard for#s of contract/ one for co#ple' ti#e*9ased consultant assi2n#ents and the
other for assi2n#ents re#unerated on a lu#p*su# 9asis. )he prefaces of these t:o
contracts indicate the circu#stances in :hich their use is #ost appropriate. )his R+P
also includes sa#ples of contracts that #ay 9e used for s#aller contracts 6=200,000 or
less >.. equivalent7 under ti#e*9ased or lu#p*su# re#uneration.
,. An R+P includes a standard !etter of "nvitation, standard "nfor#ation to

Section 2. Information to Consultants

-+ :ntroduction 1.1 )he $lient na#ed in the %ata heet :ill select a fir#
a#on2 those listed in the !etter of "nvitation, in
accordance :ith the #ethod of selection specified in the
%ata heet and detailed in the edition of the 8uidelines
indicated in the %ata heet.
1.2 )he consultants are invited to su9#it a )echnical Proposal
and a financial proposal, or a )echnical Proposal only, as
specified in the %ata heet for consultin2 services
required for the assi2n#ent na#ed in the %ata heet. )he
proposal :ill 9e the 9asis for contract ne2otiations and
ulti#ately for a si2ned contract :ith the selected fir#.
1.( )he assi2n#ent shall 9e i#ple#ented in accordance :ith
the phasin2 indicated in the %ata heet. 4hen the
assi2n#ent includes several phases, the perfor#ance of
the consultant under each phase #ust 9e to the $lient<s
satisfaction 9efore :or5 9e2ins on the ne't phase.
1., )he consultants #ust fa#iliariGe the#selves :ith local
conditions and ta5e the# into account in preparin2 their
proposals. )o o9tain firsthand infor#ation on the
assi2n#ent and on the local conditions, consultants are
encoura2ed to visit the $lient 9efore su9#ittin2 a
proposal and to attend a pre*proposal conference if one is
specified in the %ata heet. Attendin2 the pre*proposal
conference is optional. )he consultants0 representative
should contact the officials na#ed in the %ata heet to
arran2e for their visit or to o9tain additional infor#ation
on the pre*proposal conference. $onsultants should
ensure that these officials are advised of the visit in
adequate ti#e to allo: the# to #a5e appropriate
arran2e#ents.
1.- )he $lient :ill provide the inputs specified in the %ata
heet, assist the fir# in o9tainin2 licenses and per#its
needed to carry out the services, and #a5e availa9le
relevant pro?ect data and reports.

1.& 1an5 policy requires that consultants provide
professional, o9?ective, and i#partial advice and at all
ti#es hold the $lient0s interests para#ount, :ithout any
consideration for future :or5, and strictly avoid conflicts
:ith other assi2n#ents or their o:n corporate interests.
$onsultants shall not 9e hired for any assi2n#ent that
:ould 9e in conflict :ith their prior or current o9li2ations
to other clients, or that #ay place the# in a position of
not 9ein2 a9le to carry out the assi2n#ent in the 9est
interest of the $lient.
1.&.1 4ithout li#itation on the 2enerality of this rule,
consultants shall not 9e hired under the
circu#stances set forth 9elo:/
6a7 A fir# :hich has 9een en2a2ed 9y the
$lient to provide 2oods or :or5s for a
pro?ect, and any of their affiliates, shall 9e
disqualified fro# providin2 consultin2
services for the sa#e pro?ect. $onversely,
fir#s hired to provide consultin2 services
for the preparation or i#ple#entation of a
pro?ect, and any of their affiliates, shall 9e
disqualified fro# su9sequently providin2
2oods or :or5s or services related to the
initial assi2n#ent 6other than a
continuation of the fir#0s earlier
consultin2 services7 for the sa#e pro?ect.
697 $onsultants or any of their affiliates shall
not 9e hired for any assi2n#ent :hich, 9y
its nature, #ay 9e in conflict :ith another
assi2n#ent of the consultants.
1.&.2 As pointed out in para. 1.&.1 6a7 a9ove, consultants
#ay 9e hired for do:nstrea# :or5, :hen
continuity is essential, in :hich case this
possi9ility shall 9e indicated in the %ata heet and
the factors used for the selection of the consultant
should ta5e the li5elihood of continuation into
account. "t :ill 9e the e'clusive decision of the
$lient :hether or not to have the do:nstrea#
assi2n#ent carried out, and if it is carried out,
:hich consultant :ill 9e hired for the purpose.
1.&.( Any previous or on2oin2 participation in relation

to the assi2n#ent 9y the fir#, its professional
staff, or its affiliates or associates under a contract
:ith the 4orld 1an5 #ay result in re?ection of the
proposal. $onsultants should clarify their
situation in that respect :ith the $lient 9efore
preparin2 the proposal.
1.8 "t is the 1an50s policy to require that 9orro:ers 6includin2
9eneficiaries of 1an5 loans7, as :ell as consultants under
1an5*financed contracts, o9serve the hi2hest standard of
ethics durin2 the selection and e'ecution of such
contracts. "n pursuance of this policy, the 1an5/
6a7 defines, for the purposes of this provision, the
ter#s set forth 9elo: as follo:s/
6i7 Ccorrupt practiceD #eans the offerin2,
2ivin2, receivin2, or solicitin2 of anythin2
of value to influence the action of a pu9lic
official in the selection process or in
contract e'ecutionE and
6ii7 Cfraudulent practiceD #eans a
#isrepresentation of facts in order to
influence a selection process or the
e'ecution of a contract to the detri#ent of
the 9orro:er, and includes collusive
practices a#on2 consultants 6prior to or
after su9#ission of proposals7 desi2ned to
esta9lish prices at artificial,
nonco#petitive levels and to deprive the
9orro:er of the 9enefits of free and open
co#petition.
697 :ill re?ect a proposal for a:ard if it deter#ines
that the fir# reco##ended for a:ard has en2a2ed
in corrupt or fraudulent activities in co#petin2 for
the contract in questionE
6c7 :ill cancel the portion of the loan allocated to the
fir#0s contract if it at any ti#e deter#ines that
corrupt or fraudulent practices :ere en2a2ed in 9y
representatives of the 9orro:er or of a 9eneficiary
of the loan durin2 the selection process or the
e'ecution of that contract, :ithout the 9orro:er
havin2 ta5en ti#ely and appropriate action
satisfactory to the 1an5 to re#edy the situationE
6d7 :ill declare a fir# ineli2i9le, either indefinitely or
8 ection 2. "nfor#ation to $onsultants
for a stated period of ti#e, to 9e a:arded a 1an5*
financed contract if it at any ti#e deter#ines that
the fir# has en2a2ed in corrupt or fraudulent
practices in co#petin2 for, or in e'ecutin2, a
1an5*financed contractE and
6e7 :ill have the ri2ht to require that, in contracts
financed 9y a 1an5 loan, a provision 9e included
requirin2 consultants to per#it the 1an5 to inspect
their accounts and records relatin2 to the
perfor#ance of the contract and to have the#
audited 9y auditors appointed 9y the 1an5.
1.9 $onsultants shall not 9e under a declaration of
ineli2i9ility for corrupt and fraudulent practices issued 9y
the 1an5 in accordance :ith the a9ove su9 para. 1.8 6d7.
1.10 $onsultants shall furnish infor#ation as descri9ed in the
+inancial Proposal su9#ission for# 6ection ,A7 on
co##issions and 2ratuities, if any, paid or to 9e paid to
a2ents relatin2 to this proposal, and to e'ecute the :or5 if
the fir# is a:arded the contract.
1.11 $onsultants shall 9e a:are of the provisions on fraud and
corruption stated in the tandard $ontract under the
clauses indicated in the %ata heet.
2+ Clarification
and Amendment
of RFP
Documents
2.1 $onsultants #ay request a clarification of any of the R+P
docu#ents up to the nu#9er of days indicated in the %ata
heet 9efore the proposal su9#ission date. Any request
for clarification #ust 9e sent in :ritin2 9y paper#ail,
ca9le, tele', facsi#ile, or electronic #ail to the $lient0s
address indicated in the %ata heet. )he $lient :ill
respond 9y ca9le, tele', facsi#ile, or electronic #ail to
such requests and :ill send :ritten copies of the response
6includin2 an e'planation of the query 9ut :ithout
identifyin2 the source of inquiry7 to all invited consultants
:ho intend to su9#it proposals.
2.2 At any ti#e 9efore the su9#ission of proposals, the $lient
#ay, for any reason, :hether at its o:n initiative or in
response to a clarification requested 9y an invited fir#,
a#end the R+P. Any a#end#ent shall 9e issued in
:ritin2 throu2h addenda. Addenda shall 9e sent 9y #ail,
ca9le, tele', facsi#ile, or electronic #ail to all invited
consultants and :ill 9e 9indin2 on the#. )he $lient #ay
at its discretion e'tend the deadline for the su9#ission of
proposals.
3. Preparation (.1 $onsultants are requested to su9#it a proposal 6para. 1.27
ection 2. "nfor#ation to $onsultants 9
of Proposal :ritten in the lan2ua2e6s7 specified in the %ata heet.
Tec'nical
Proposal
(.2 "n preparin2 the )echnical Proposal, consultants are
e'pected to e'a#ine the docu#ents constitutin2 this R+P
in detail. Material deficiencies in providin2 the
infor#ation requested #ay result in re?ection of a
proposal.
(.( 4hile preparin2 the )echnical Proposal, consultants #ust
2ive particular attention to the follo:in2/
6i7 "f a consultant considers that it does not have all
the e'pertise for the assi2n#ent, it #ay o9tain a
full ran2e of e'pertise 9y associatin2 :ith
individual consultant6s7 andHor other consultants
or entities in a ?oint venture or su9consultancy, as
appropriate. $onsultants #ay associate :ith the
other consultants invited for this assi2n#ent only
:ith approval of the $lient as indicated in the
%ata heet. $onsultants #ust o9tain the approval
of the $lient to enter into a ?oint venture :ith
consultants not invited for this assi2n#ent. )he
consultants are encoura2ed to see5 the
participation of local consultants 9y enterin2 into a
?oint venture :ith, or su9contractin2 part of the
assi2n#ent to, national consultants.
6ii7 +or assi2n#ents on a staff*ti#e 9asis, the
esti#ated nu#9er of professional staff*#onths is
2iven in the %ata heet. )he proposal shall,
ho:ever, 9e 9ased on the nu#9er of professional
staff*#onths esti#ated 9y the fir#. +or fi'ed*
9ud2et*9ased assi2n#ents, the availa9le 9ud2et is
2iven in the %ata heet, and the +inancial
Proposal shall not e'ceed this 9ud2et.
6iii7 "t is desira9le that the #a?ority of the 5ey
professional staff proposed 9e per#anent e#ployees
of the fir# or have an e'tended and sta9le :or5in2
relationship :ith it.
6iv7 Proposed professional staff #ust, at a #ini#u#,
have the e'perience indicated in the %ata heet,
prefera9ly :or5in2 under conditions si#ilar to
those prevailin2 in the country of the assi2n#ent.
6v7 Alternative professional staff shall not 9e

proposed, and only one curriculu# vitae 6$37

6vi7 Reports to 9e issued 9y the consultants as part of this
assi2n#ent #ust 9e in the lan2ua2e6s7 specified in
the %ata heet. "t is desira9le that the fir#0s
personnel have a :or5in2 5no:led2e of the $lient0s
national lan2ua2e.

the profiles of the staff proposed, duration of the

involve#ent.

(.- )he )echnical Proposal shall not include any financial
infor#ation.
Financial
Proposal
(.. "n preparin2 the +inancial Proposal, consultants are
e'pected to ta5e into account the require#ents and
conditions outlined in the R+P docu#ents. )he +inancial
Proposal should follo: tandard +or#s 6ection ,7. "t
lists all costs associated :ith the assi2n#ent, includin2 6a7
re#uneration for staff 6forei2n and local, in the field and
at headquarters7, and 697 rei#9ursa9le e'penses such as
su9sistence 6per die#, housin27, transportation
6international and local, for #o9iliGation and
de#o9iliGation7, services and equip#ent 6vehicles, office
equip#ent, furniture, and supplies7, office rent, insurance,
printin2 of docu#ents, surveys, and trainin2, if it is a
#a?or co#ponent of the assi2n#ent. "f appropriate, these
costs should 9e 9ro5en do:n 9y activity and, if
appropriate, into forei2n and local e'penditures.
(.& )he $onsultant #ay 9e su9?ect to local ta'es 6such as/
value added or sales ta', social char2es or inco#e ta'es
on non resident +orei2n Personnel, duties, fees, levies7 on
a#ounts paya9le 9y the $lient under the $ontract. )he
$lient :ill state in the %ata heet if the $onsultant is
su9?ect to pay#ent of any local ta'es. Any such ta'
a#ounts shall not 9e included in the +inancial Proposal as
they :ill not 9e evaluated, 9ut they :ill 9e discussed at
contract ne2otiations, and applica9le a#ounts :ill 9e
included in the $ontract.
(.8 $onsultants #ay e'press the price of their services in the
currency of any 1an5 #e#9er country. )he consultants
#ay not use #ore than three forei2n currencies. )he
$lient #ay require consultants to state the portion of their
price representin2 local cost in the national currency if so
indicated in the %ata heet.
(.9 $o##issions and 2ratuities, if any, paid or to 9e paid 9y
consultants and related to the assi2n#ent :ill 9e listed in
the +inancial Proposal su9#ission for# 6ection ,A7.
(.10 )he %ata heet indicates ho: lon2 the proposals #ust
re#ain valid after the su9#ission date. %urin2 this
period, the consultant is e'pected to 5eep availa9le the
professional staff proposed for the assi2n#ent. )he
$lient :ill #a5e its 9est effort to co#plete ne2otiations
:ithin this period. "f the $lient :ishes to e'tend the
validity period of the proposals, the consultants :ho do

not a2ree have the ri2ht not to e'tend the validity of their
proposals.

Receipt* and
Opening of
Proposals
,.1 )he ori2inal proposal 6)echnical Proposal and, if
required, +inancial ProposalE see para. 1.27 shall 9e
prepared in indeli9le in5. "t shall contain no interlineation
or over:ritin2, e'cept as necessary to correct errors #ade
9y the fir# itself. Any such corrections #ust 9e initialed
9y the persons or person :ho si2n6s7 the proposals.
,.2 An authoriGed representative of the fir# initials all pa2es
of the proposal. )he representative0s authoriGation is
confir#ed 9y a :ritten po:er of attorney acco#panyin2
the proposal.
,.( +or each proposal, the consultants shall prepare the
nu#9er of copies indicated in the %ata heet. Iach
)echnical Proposal and +inancial Proposal shall 9e
#ar5ed CORIGINALD or CCOPYD as appropriate. "f there
are any discrepancies 9et:een the ori2inal and the copies
of the proposal, the ori2inal 2overns.
,., )he ori2inal and all copies of the )echnical Proposal shall
9e placed in a sealed envelope clearly #ar5ed C)echnical
Proposal,D and the ori2inal and all copies of the +inancial
Proposal in a sealed envelope clearly #ar5ed CFINANCIAL
PROPOSALD and :arnin2/ CDO NOT OPEN WITH THE
TECHNICAL PROPOSAL.D 1oth envelopes shall 9e placed
into an outer envelope and sealed. )his outer envelope
shall 9ear the su9#ission address and other infor#ation
indicated in the %ata heet and 9e clearly #ar5ed, CDO
NOT OPEN, EXCEPT IN PRESENCE OF THE EVALUATION
COMMITTEE.D
,.- )he co#pleted )echnical and +inancial Proposals #ust 9e
delivered at the su9#ission address on or 9efore the ti#e
and date stated in the %ata heet. Any proposal received
after the closin2 ti#e for su9#ission of proposals shall 9e
returned unopened.
,.. After the deadline for su9#ission of proposals, the
)echnical Proposal shall 9e opened i##ediately 9y the
evaluation co##ittee. )he +inancial Proposal shall
re#ain sealed and deposited :ith a respecta9le pu9lic
auditor or independent authority until all su9#itted
proposals are opened pu9licly.
5. Proposal
Evaluation
<eneral -.1 +ro# the ti#e the 9ids are opened to the ti#e the contract

is a:arded, if any consultant :ishes to contact the $lient
on any #atter related to its proposal, it should do so in
:ritin2 at the address indicated in the %ata heet. Any
effort 9y the fir# to influence the $lient in the $lient0s
proposal evaluation, proposal co#parison or contract
a:ard decisions #ay result in the re?ection of the
consultant0s proposal.
-.2 Ivaluators of )echnical Proposals shall have no access to
the +inancial Proposals until the technical evaluation,
includin2 any 1an5 revie:s and issuance of a Kno
o9?ectionK letter, is concluded.

-.( )he evaluation co##ittee, appointed 9y the $lient as a
:hole, and each of its #e#9ers individually, evaluates the
proposals on the 9asis of their responsiveness to the
