Dear Commissioners Ramsey and Tolson:

As part of my Office's ongoing efforts to generate revenues for the City, we conducted a follow
up review of uncollected balances for services provided by the Philadelphia Police Department.
This review was performed to ascertain the status of the monies owed by bars, clubs,
construction companies, government agencies and many others that were reported in our 2009
and 2012 reports.
This is to inform you that again we found numerous businesses and individuals who owed the
City for Police setvices, including several unpaid bills that were delinquent for at least 10 years.
As of June 2014, there were a total of 389 entities who owed $2.5 million for balances that were
considered past due_
Ofthe total amount unpaid, 168 entities owed almost $1.8 million for outstanding balances 90
days or older, which I have included the names and dollar amounts owed along with this letter.
This includes several entities that were also listed in the 2012 review that had an outstanding
balance of more than 90 days.
There are also government agencies and departments with outstanding balances. In these
instances, funds should be expended and/or transferred from the appropriate agencies' accounts
so that the receivable balance is paid in full. Furthermore, the City needs to settle any and all
outstanding disputes as to whether certain entities actually owe the City money, such as the
Phillies outstanding balance from October 2008. The City needs to either collect the money or
take measures to accurately reflect the balance in its receivable statements.

In addition, for all receivables over 90 days delinquent, the Police Department should seek the
Law Department to take aggressive action on collecting the outstanding balances. Once a
service is rendered, the Police Department should be reimbursed within 30 days. If payment is
not received, the City should assess interest and penalty for the past due amounts until the
account is forwarded to a collection agency.
This is an opportunity for the City to generate more revenues that can help alleviate the [mancial
burden placed on the budget. The City must take aggressive actions to pursue all outstanding
revenues.
