Fort Bend ISD supports the Texas Association of Student Councils and the Texas Association of Secondary School
Principals in it's goal to develop leadership abilities in students, promote democracy as a way of life, and establish and
uphold high standards for local councils. A student council is defined as "a group of elected and volunteer student
working together with an adult advisor, within the framework of a constitution, to provide a means for student expression
and assistance in school affairs and activities and give opportunities for student experience in leadership while
encouraging school activities that promote citizenship, scholarship, leadership, human relations and cultural values."
Each middle school and high school program must have the following component in place to insure consistency, maintain
program standards, and create equal opportunity for all students:
A) A sponsor/advisor selected by the Principal, who is committed to youth leadership development, promotion of
citizenship and the ability to devote the necessary time and energy to ensure the success of the council.
B) Each campus will elect the following student body officers (executive officers) by a school-wide vote:
President, Vice-President, Secretary, Treasurer, Parliamentarian, and Reporter/Historian. Students running
for the office of President must have served successfully on the council the preceding year. Student's names
will appear on the ballot upon successfully completing the application packet (see attached).
C) Each campus will also elect 14 class representatives. Student's names will appear in the ballot upon
successfully completing and returning the candidate application packet. The sponsor and campus Principals
will determine class officer elections.
D) Each campus may institute a "work on/standing committee" program with the approval of the Principal.
E) Each student that turns in a completed application/candidate packet will be placed on the ballot in alphabetical
order.
F) Students will be elected that have the most votes. A run off will only take place if there is an exact tie. Only one
student may hold an executive office position for each office.
G) All FB1SD candidates must sign and have a parent sign the Code of Conduct Form before the student's name
is placed on the ballot
H) Teacher recommendations may be part of the candidate packet but cannot be used in a scoring, screening"
process. (see attachment) Election will be completed in one day with results posted the following
school day.
I) The Student Council sponsor and campus Principal will decide on the election timeline and campaign.
Campus may require candidate to obtain 75-100 signatures by classmates that endorse their candidacy.
J) All students must have access to the candidate packet. Packets should be made available during all lunches as
well as before/after school in a "common" area (not a teacher classroom).
K) Campus sponsor and Principal may select one of the following two ways to hold the election:
1. To simulate "real life" voting, students may vote during all lunches as well as in the morning in a
"common" area. School ID's may be used as evoter registration". All voting must occur in one day.
Result must be posted the following school day.
2. The sponsor/Principal can designate a class period or class to conduct the election.
3. If a campus runs for a TASC office, the sponsor will decide the student who will represent the school in that
capacity.

STUDENT COUNCIL CODE OF CONDUCT
1) NO ISS. First offense is a warning. Second offense will result in immediate removal.
2) NO INSUBORDINATION towards the sponsor, teachers, administrators or any adult
working at CHS. Result in automatic removal.
3) NO LEVEL 3 DISCIPLINE OFFENSE (NO SMOKING, DRINKING,
DRUGS, OR WEAPONS) Result is immediate dismissal from the council.
4) DETENTION. More than two limes in a six-week period will result in a warning; next
detention assignment may result in removal from the council.
5) NO CAEP/DAEP/JJAEP. Result is immediate removal from the council.
6) NO FIGHTING. Result is immediate removal from the council.
7) NO SUSPENSION OR EMERGENCY REMOVAL. Result is immediate removal
from the council.
8) FULFILL ALL OBLIGATIONS set by the officers/sponsors, including projects,
workshops, and related responsibilities.
9) NO UNEXCUSED ABSENCES FROM MEETINGS. May result in removal
from the council.
10) ALL STUDENT MEMBERS MUST FOLLOW THE FBISD HANDBOOK
in addition to the Student Council Code of Conduct.
11) NO ACADEMIC DISHONESTY, INCLUDING PLAIGARISM. First
referral will place student on probation (no voting or traveling). Second referral will
result in removal.

available in Ms. Drakes and Ms. Nguyens classrooms. You must attend and sign-in at one of
the mandatory meetings held on Thursday, August 28 or Friday, August 29 (four possible meetings)
in order for your name to be listed on the ballot.
4. If candidates are not eligible to run for office, they will be notified on Monday, September 8.
5. Campaigning will begin on Monday, September 8 and end on Thursday, September 11.
6. Voting will be held online Wednesday, September 9 starting at 7:00 AM through Thursday, September
11 ending at 11:59 PM using our campus voting system.
7. Students will be notified of the election results on Friday, September 12. Elected students are expected to
attend the Student Council general meeting on Monday, September 15 at 6:30PM. Students who
were not elected, but interested in staying on as work-on representatives are also expected to attend.

Freshman Class Officers

After freshman representatives are elected, freshman class officer elections will be held at the first
Student Council General meeting on Monday September 16, 2014. Only elected representatives are
eligible to run for a class officer position. Below is a brief description of each class officer position. The
freshman class is in charge of the Energy & Environment Committee (further information will be
provided at Student Council meetings.

President
o Serves as the leader of each grade level
o Presides over class meetings
o Oversees respective committee and class project
o Delegates duties
o Senior class president is in charge of 10-year

o Fulfills the duties of the President when he/she is absent
