(U) Overview:
Anonymous is calling Ior a 'Nationwide Day oI Rage on Thursday, August 21. The demonstrations are
purported to protest the death oI Mike Brown in Ferguson, MO, and subsequent police actions. Currently, there
is no inIormation to indicate there will be civil disobedience at these protests.

(U) Details:
InIormation has been received Irom various law enIorcement sources, other Iederal agencies as well as open
source outlets indicating Anonymous has issued a call to action, calling Ior a 'Nationwide Day oI Rage on
Thursday, August 21.

Anonymous is an asymmetric associated international network oI hacktivist
i
and activists entities known Ior a
series oI distributed denial-oI-service (DDoS)
ii
attacks on government, religious and corporate websites as well
as with individuals associated with the group wearing Guy Fawkes masks
iii
. Anonymous members have
garnered law enIorcement attention Ior activities targeted against US government agencies, media, military
contractors, military personnel and police oIIicers.

The demonstrations are purported to protest the death oI Mike Brown in Ferguson, MO, the subsequent police
actions against protesters in the city as well as in support oI the demonstrators demanding the prosecution oI the
identiIied police oIIicer.

Currently there is no indication that protests are expected to become violent. However, recent protests in
Ferguson have resulted in violence, property damage and subsequent arrests. The Iollowing is a list oI times and

based on raw uncorroborated inIormation at this time):

(U) Analysis:
Current civil unrest associated with the incident in Ferguson, MO, presents the potential Ior civil disobedience
directed toward identiIiable law enIorcement personnel, marked law enIorcement equipment and government
Iacilities associated with law enIorcement during the identiIied protest times and dates.

FPS personnel are reminded the Department oI Homeland Security does not consider non-violent civil
disobedience tactics to constitute criminal activities. Absent a speciIic actionable threat, you should reIer to the
list oI suspicious activity indicators in identiIying and mitigating threats. Some oI these behavioral indicators
may be constitutionally protected activities and should be supported by additional Iacts to justiIy increased
suspicion. No single behavioral indicator, alone should be the basis Ior law enIorcement action. The totality oI
behavioral indicators and other relevant circumstances should be evaluated when considering any law
enIorcement response or action.

For FPS`s purpose criminal predicate is established when inIormation exists that establishes suIIicient Iacts to
give a trained law enIorcement oIIicer, investigator, or employee a basis to believe there is a reasonable
possibility an individual or organization is involved in a deIinable criminal activity or enterprise. A reasonable
law enIorcement purpose means the inIormation collection process is intended to address unlawIul conduct
either past, present, or Iutureor to address Iacility security and saIety issues, whether these issues amount to
criminal conduct or not.

The dates and times oI these locations are being provided to raise awareness that these events may impact
Iederal Iacilities within close proximity to these locations. In addition, to assist in any peroration/response
Regional Leadership deems appropriate.
