POWERS RELATED TO ELECTIONS AND VOTING
The Iowa Secretary of State is the state commissioner of elections and supervises Iowas 99 county
auditors in the administration of election laws and administrative rules. Candidates for all statewide
offices, federal offices, legislative offices and certain judicial offices file their nomination petitions with
the secretary of state.

MATT SCHULTZ (R) RAN FOR U.S. HOUSE: LOST PRIMARY
Republican Matt Schultz is the current Secretary of State. He was first
elected to the position in 2010 with 49.8% of the vote, defeating
Democrat Michael Mauro, who finished with 47.1%.

Prior to 2010,
Schultz worked as an attorney and served as a city councilman in
Council Bluffs, Iowa.

Schultz gained notoriety when he approved an emergency change in
Iowas voting laws just four months before the November 2012 general
election. One alteration made it easier for voters to accuse people of
committing voter fraud. Another rule allowed the Secretary of State to
remove suspected noncitizens from the voter rolls by checking their
names against state and federal immigration databases.

But in a
lawsuit against Schultz, the ACLU and the League of United Latin
American Citizens of Iowa argued that under state law, the Secretary of
State only has authority to revoke a voters registration under certain
circumstances that do not include citizenship issues. In a press release,
the ACLU also pointed out that the databases in question are error
prone, and do not contain sufficient information to verify citizenship for voting purposes.

A Polk
County Circuit judge agreed and quashed the rule. Schultz will appeal the ruling to a higher court.

On another occasion, Schultz launched a two-year, $150,000 investigation into voter fraud in Iowa.
While he expected to uncover a lot

of voter fraud, the investigation resulted in just five guilty
pleas.

Furthermore, the funds were derived from federal HAVA (Help America Vote Act) grants.
Overall, Schultz cultivated an extremely partisan reputation. During the 2012 Iowa caucus, he
endorsed Rick Santorum, making him the only statewide politician to weigh in on the Republican
caucus.

Schultz has authored and supported voter ID legislation, claiming that that the photo ID requirement
is commonsense and necessary to preventing voter fraud.

Though none of Schultzs bills have
been approved by the legislature, voter ID was central to his 2010 campaign platform.

Recently, Schultz became a member of the executive committee of the Republican Secretaries of
State Committee, which supports Republican candidates for secretary of state offices, despite the
fact that hes not running for the office in 2014.

After the retirement of U.S. Senator Tom Harkin, some considered
Schultz a potential U.S. Senate candidate, but instead he announced
he would seek a second term as secretary of state.

However, in
December 2013, IA-03 Representative Tom Latham said he would not
seek re-election in 2014. Schultz announced his candidacy for the seat
in January 2014.

The tea party-backed Schultz went on to lose the
primary,

and establishment Republican David Young won the GOPs
nomination at their convention.

The same day Schultz entered the
House race, former Republican Secretary of State Paul Pate entered
the secretary of states race.

He previously held the position for one
term from 1995 to 1999

before making an unsuccessful bid for
governor.

Pate has expressed his desire to continue Schultzs efforts
to fight voter fraud and pass voter ID legislation.

Republicans,
including the conservative PAC SOS for SoS, plan to target this race.

In January 2013, Brad Anderson, the former
director of President Obamas 2012 reelection effort in Iowa, announced he
would run for secretary of state in 2014. Anderson also served as ACTs
Iowa spokesman in 2004,

and he coordinated message and media efforts
for Sen. Tom Harkins 2002 campaign. From 2007 through 2008, he was
Gov. Chet Culvers Communications Director.

Both Pate and Anderson won uncontested primaries for their respective
party nominations.

announcing his campaign, Anderson attacked the voter ID law proposed by Schultz.

He has also
outlined an ambitious plan to make Iowa the No. 1 state in the country for voter turnout. His
proposals include making vote by mail easier by allowing voters who request an absentee ballot to
check a box to permanently send them a ballot without requesting one every election, setting up an
online voter registration system, creating a one-stop Election Information Hub, and streamline voting
for military personnel by allowing them to use the same write-in absentee ballot for both federal and
local elections.

A May poll conducted by Public Policy Polling found Anderson leading the race 34% to 32% with
34% undecided,

and a Gravis Marketing survey from July found both candidates tied at 38% with
24% undecided.
