Project Rationale
The program for strengthening participation of children started in 2001 during the
Expanding Children’s Participation in Social reform (ECPSR) movement.
Eversince the Philippines signed the Convention on the Rights of the Child, the
participation right of children ages 9 to 14 years old has been overlooked. It was
during the ECPSR Movement that the activities geared towards participation
were implemented widely by the four NGO’s, namely, Plan, CCF, World vision,
and ERDA. Since then, the children’s associations were organized. The role of
the children in advocacy and lobbying efforts were strengthened. Thus, the
National Coalition of Children’s Association of the Philippines was organized. The
active role of children in advocating for their own rights and responding to the
issues of the children were recognized and until now they are implementing
activities that respond to the issues they face.
Presently, there are 7 children’s associations and a youth core group. They are
able to implement some activities that are within their capacities and interest with
the support of a staff. The capacities of the children are fast evolving and there is
a turnover every two years of the officers. Also, the organizational capacity
assessment of the children showed that they need to enhance further the
capacity of the groups considering the 15 key quality elements used in the
spider-web assessment tool for the children and youth. Thus, there is a need to
continuously build the capacities of children to become well-adjusted individuals.
There are 7 children’s association with 210 members. At least 840 or 70% out
of 1200 (924CCF and 276Non-CCF) have an active participation in the
development and management of their projects.
