PERMIT WHAT IS A The demand for parking in Stockport is ever increasing. With a limited amount of safe on-street parking space available, we believe residents should have priority in PARKING parking near their home. The purpose of a Permit Parking Scheme (PPS) is to prevent the long-term parking of commuters and non-residents by providing space where only residents and their visitors can park. WHY THE CHANGE ? Stockport already has a number of schemes in operation. However, because of the strict criteria that had to be met before a Residents Parking Scheme could be developed, not enough streets have been able to benefit from a scheme. Enforcement has also been ineffective, meaning that residents continued to have difficulties parking, even when a scheme was in place. HOW IS THIS NEW? The new Permit Parking Scheme (PPS) will replace the existing resident's parking schemes already in operation. In the past, enforcement of these existing schemes has been ineffective, meaning that residents have continued to have difficulties parking, even when a scheme is in place. The new scheme guarantees a level of enforcement by the Council's Civil Enforcement Officers (CEO's). The new PPS has also relaxed the criteria used to decide whether a scheme can by put into operation. This gives greater flexibility to residents and your local Area Committee who will now have the opportunity to establish a PPS where it may not have been permitted before. IT IS YOUR DECISION... The decision on whether to apply for a PPS is yours. If the majority of households on a street make a request for a PPS the Council will work with the residents to determine the type of PPS that is required on individual streets. HOW DO I APPLY FOR A PERMIT PARKING SCHEME? In order to apply for a PPS 51% or more of all the households on your street need to support the idea of introducing a scheme. You will find an example of a petition heading at the end of this booklet or you can download an example of a petition form from www.stockport.gov.uk/parking. You are required to collect signatures of 51% or more of all the households on your street in support of the scheme, even if only a section of the street is affected by non-resident parking. The petition can then be presented to your Councillor or submitted to the Council (see 'Contact Us' for more details). Only then can your local Area Committee authorise a survey to be carried out. This will examine the nature and extent of the parking problems in your area, and help determine the type of restrictions that should be applied. Residents will be kept informed and asked to comment on proposals throughout the process. Once a scheme has been approved by the Area Committee, residents will be contacted so that they can apply for the number and type of permits they require. 2 3 ARE THE PERMITS DIFFERENT ? WHAT IF I ALREADY HAVE A RESIDENTS PARKING SCHEME ? The Council is looking to phase out the old Residents' Parking Schemes and if you would like a new PPS on your street you will need to re-apply under the new criteria. (See page 6 for details of how to apply). Should 51% or more of the households choose not to re-apply then your Area Committee will determine if the current scheme should be discontinued and all restrictions for residents' parking removed. If, however, there is no majority in favour of retaining or removing then your local Area Committee can leave the current restrictions in place, but without a guaranteed level of enforcement, or agree to a more detailed consultation with residents. By being part of a PPS you will benefit from a more accountable system where additional CEO's will be deployed to help target your street and deter non-residents from parking. In order to guarantee enforcement by the Council's CEO's for your scheme, a 12 month permit will cost 20. Each household can apply for a maximum of three permits, at 20 per permit, for vehicles registered at an address within the scheme. In addition, and annual visitor permit is available for 20 and there will be 100 daily permits available per household per year, at a cost of 1 per permit. WILL I BE ABLE USE MY PERMIT 24HRS A DAY ? A PPS will be flexible, so restrictions may be different on each street, depending on when residents have a problem parking. Restrictions may only be in place during a particular time of day and at all other times you can park without requiring a permit. The hours/days of operation will be proposed by the Council's Traffic Services Section, based on their survey and consultation results with the residents, and the Area Committee will make the final decision. However, by being a permit holder you will have a better chance of finding a space near your home as non residents will be deterred from parking on your street. WILL I BE GUARANTEED A PARKING SPACE ? No. Either, parking areas will be marked on the street within a PPS or, if a number of adjoining streets are in favour of a scheme, a Zone can be established where all the streets are restricted to permit holders only. In each case spaces will not be allocated to individual permit holders or properties. 4 5 As a Resident you hold the key to future decisions on residential parking in your area As a Resident you hold the key to future decisions on residential parking in your area In order to operate, review and pay for additional enforcement, there will be a charge for permits. However, this is not a revenue generator and the charge is consistent with many other authorities in the UK who have well managed schemes. WHY DO I HAVE TO PAY FOR A PERMIT ? Permits issued to households in current or future Event schemes around Edgeley Park Stadium, that are provided for safety, emergency access and traffic management reasons, will be free. 6 7 ARE THERE ANY EXEMPTIONS ? A borough-wide permit will be available to medical and care staff on production of verification of status, at a charge of 10 per permit per year. Blue Badge Holders can park free of charge in the PPS.
