Notice to Community and Neighbors About Current Asbestos Abatement
Work at I Westgfth Street
361 Central Park West LLC has engaged New York lnsulation, an experienced, certified and licensed
asbestos removal company, to perform the safe abatement and disposal of asbestos-containing materials
("ACM") from I West 96th Street (the First Church of Christ, Scientist). The scope of the work includes the
removal of plaster walls and ceilings, and pipe insulation.
The work will be performed under full containment abatement procedures
-
the most stringent work
procedures
-
and performed in compliance with the rules and regulations of the New York City Department
of Environmental Protection ("DEP") Asbestos Control Program. These stringent procedures ensure an air-
tight seal of the work area (the areas containing the ACM) with engineering controls installed to effective
filter the air of asbestos fibers. The project will be governed by the DEP's Asbestos Technical Review
Unit, which reviews documents, work plans and safety plans to ensure protection of the public and the
employees working at the project site. These procedures are subject to regular and random inspections by
DEP enforcement officials.
As part of the rigorous full containment abatement procedures and under NYC DEP requirements,
continuous daily air monitoring of the work area containments and surrounding areas in the building will
be conducted. Environmental consultant Assessment Resources and Technologies (A.R.T.), I I I John Street

Suite 538, New York, NY 10038. 361 Central Park West LLC has engaged A.R.T to provide air
monitoring services at the project, including oversight New York Insulation, the abatement contractor Air
samples will be collected and analyzed daily per all regulations. Paul Ottens, President of A.R.T. has over
30 years' experience in the field.
The work is estimated to take four months. ln order to expedite the process and minimize disruption, two
shifts of certified NYC and NYS licensed asbestos handlers and supervisors will occur Monday through
Friday from 7:00 am through 72 am, and one shift (from 7:00 am to 3:30 pm) on Saturdays. Material and
equipment deliveries will be limited to the hours of 9 am and 7 pm, and will exclusively utilize the
properf's CPW entrance/exit. Properly packaged, cleaned and inspected waste materials will be
transported out of the building to trucks between 6 pm and I I pm using the CPW entrance/exit. These
transfers will occur rapidly without external noise or external lighting.
361 Central Park West LLC is committed to the safety of its neighbors and neighborhood, and the
restoration of this unique landmark property. 361 Central Park West LLC and its consultants will provide
Community Board 7 and neighbors with updates on this project on a bi-weekly basis. To report any

Adaptive Re-Use of the Church Building- ln the next few weeks, meetings and public hearings will be
held so that you can learn all the details of the plans for the adaptive re-use of the building to apartments
and for the official public process of the Landmark Preservation Commission, Community Board 7 and
other agencies to move forward with your consultation and input. You will be notified about that schedule
in a timely fashion so that you can participate fully in that process.
