A stimulating weekend of age-
appropriate games and outings,
supervised by experienced
professionals, is available for
children. Care will be available free
of charge to Council delegates on
Friday morning, and to Convention
delegates on Friday afernoon and
evening, on Saturday during the day
and on Sunday until the Convention

Increasingly, people are becoming

INFORMATION FOR
RIDINGS, COMMITTEES
AND YOUTH CLUBS
Provincial Ofce will calculate
the number of delegates a riding is
entitled to send to Convention on the
basis of the number of members in
good standing as of July 31st. Please
contact ahagstrom@on.ndp.ca to get
this information for your riding.
Article 7, Section 7.1 of the
ONDP Constitution
(b) Each provincial constituency
association shall be entitled
to one delegate for the frst 25
members or any portion thereof,
and one additional delegate for
each additional 25 members or
major fraction thereof. Such
delegates shall be elected at a
General Membership Meeting
of the provincial constituency
association.
(d) Delegates from organizations
recognized under Article 11 and
12 of this constitution shall be
entitled to representation on
the same basis as provincial
constituency associations subject
to a maximum of four delegates.
(h) Each recognized youth club shall
be entitled to representation at
the Convention on the same
basis and in the same manner as
each constituency association. To
be a delegate or to be counted
for the purpose of establishing
the number of delegates to
which a recognized youth club
is entitled, a member shall be
a member of good standing in
the ONDP who is eligible to be
a member of ONDY pursuant
to Article 11, Section 5.4 (b) of
this Constitution and shall be

a member of that youth club
in accordance with the ONDY
constitution. For purposes of
delegate entitlement a member
may be counted as well in the
constituency association in which
he or she is entitled to be counted
as well in the constituency
association in which he or she
is a member in accordance with
Article 7, Section 7.1 (b).
Automatic Delegates
Tese Party members are delegates
by virtue of their positions and are
in addition to the ridings
delegate entitlement:

In addition to the above
Automatic Delegates each
Riding Association is entitled to at
least one Convention delegate.
Every riding must hold a General
Membership Meeting to elect
delegates. A notice must be sent to
all members in good standing in the
riding 14 days before the meeting.

Gender Parity
Since 1989, the Party has required
that riding delegations be at least 50%
women. If a riding is entitled to nine
delegates, four must be women, four
men, and the ninth may be either.
Unlled Riding Delegate Spots
As recommended in the 2012
Convention CEO Task Force Report,
the following motion was formally
adopted at the March 2014 Provincial
Council meeting to be implemented
for Convention 2014 only:
Delegates fom provincial
constituency associations shall be
elected, respecting gender parity,
at a General Membership Meeting
of that provincial constituency
association. Constituency
associations are encouraged to
refect the diversity of the riding
in the selection of
delegates for convention.
Constituency associations
shall be empowered to
pass enabling motions
at General Membership
Meetings, to delegate
the authority to their
Riding Executive Ofcers
to appoint additional
delegates to fll vacancies
and appoint alternates.
All ridings that have not flled
their delegate entitlement 45
days prior to Convention will
have their remaining delegate
vacancies flled centrally with
members in good standing on
a frst-come frst-served basis,
respecting gender parity. If a
locally selected delegate withdraws
fom their spot within the 45 days
prior to Convention, the local
association shall have 10 days to
fll this space before it shall be
flled by the Central Party. If the
withdrawal is within 12 days prior
to Convention, the Central Party
shall have the right to fll the slot
immediately.
Enabling Motion
Ridings should, at the start of their
meeting, explain the gender parity
requirements and pass a motion
enabling the riding executive to
approve any delegate slots unflled at
the General Membership Meeting, up
to 45 days prior to Convention or in
the case of withdrawal of a delegate,
as outlined previously. Te motion
should be recorded in the meeting
minutes.
Submit Delegate Information
Afer the Ridings General
Membership Meeting, riding
delegate information (names, phone
numbers and email addresses)
should be emailed immediately by
the Riding President or Secretary to
convention2014@on.ndp.ca. Delegate
information must be received by
Tuesday September 30, 2014. Upon
receipt of this information, the
Convention EasyCode will be
emailed to the individual delegate.
Wait List
Together with the Credential Co-
Chairs Elaine MacDonald and
Paul Cyr, a list of individuals who
are Ontario NDP members in
good standing who wish to attend
Convention will be maintained. Tis
list will be maintained on a frst-come
frst-served basis, and members will
be assigned an EasyCode on a frst-
come frst -served basis respecting

INFORMATION
FOR CONVENTION
DELEGATES
Article 7, Section 7.1 (b) of the
Ontario NDP Constitution
To have the right to be
a delegate, and to have
the right to vote in the
election of delegates,
a person must be an
individual member of the
Party whose application
for membership was
received by the Secretary
of the Party at least thirty
(30) days prior to the
date the delegates are
elected. A member may
vote in the election of delegates in
only one constituency association.
Article 3, Section 8.1 of the
Ontario NDP Constitution
To have voting rights within the
Party an individual member must be
thirteen years of age or older.
To be considered in good standing, a
delegates membership fees must be
paid for 2014.
Registration
Upon receipt from Riding
Associations of their delegate names
and contact information, including
email address, a randomly generated
EasyCode will be emailed to the
individual, allowing them to register
for Convention online at
ontariondp.com/ONDPcon. Online
registration will be available as of
September 8, 2014. Only delegates
can register and pay online. Alternates
and observers email
convention2014@on.ndp.ca to register.
Fees
Once you have registered, please pay
your fees online at
ontariondp.com/ONDPcon.
Alternatively you can pay by cheque
made payable to the Ontario NDP
with Convention
registration in the
memo line, and send
to 101 Richmond Street
East, Toronto, Ontario,
M5C 1N9. Cheques will
not be cashed until you
are registered online.
Full payment must
be received before
delegates can complete
their registration which
happens on-site at Convention.
Individual delegates must attend
in person to be ofcially registered
at Convention, and to receive their
kit, ballot and badge. Please bring
payment or confrmation of payment,
identifcation and your EasyCode.

Te guideline for determining
eligibility for the non-gainfully
employed fee is generally that the
person did not pay Ontario income
tax in 2013.
Tax Receipts for Fees
Elections Ontario-Election Finances
guidelines allow costs associated
with attending a Convention to
be a contribution, and you can
get an ofcial tax receipt. Ontario
law requires that a tax receiptable
contribution must come from the
contributors funds, not from funds
given to the contributor for the
purpose of making a contribution.
Tus, an individual can pay the
Convention fee for someone else, but
tax receipts will only be issued to that
individual who paid by cheque or
credit card.
When a delegating organization pays
all or part of the fee, there is no tax
receipt to the individual.
Receipts for Costs and Travels
Subsidy
Costs for travel, accommodation
and meals are receiptable. To get a
Contribution of Goods and Services
tax receipt from the Party, submit the
receipts showing date and place and
that the person requesting the tax
receipt paid them.
Instead of a goods and services tax
receipt for the travel portion, you can
apply for a travel subsidy.
Te party has a set amount of money
for a travel subsidy. Delegates can
have travel expenses (less $40)
reimbursed. However, if the total
amount applied for exceeds the
amount budgeted, claims will be
prorated equally.
Te forms for travel subsidy and
request for goods and services receipts
will be available at the Convention.

INFORMATION
FOR AFFILIATED
ORGANIZATIONS
Upon receipt from the afliate
contact of delegate names and contact
information, randomly generated
EasyCodes will be distributed to
the afliate contact to allow their
delegates to register for Convention
online.
Article 7, Section 7.1 of the
ONDP Constitution
(c) Each afliated organization
is entitled to representation
according to the number of
its members for which it pays
afliation fees, namely two
delegates for the frst 100
members or any portion thereof,
and one additional delegate for
each additional 300 members
or major fraction thereof. Such
delegates shall be members of the
afliated organizations or the
parent organization to which the
afliated organization belongs.
(e) Where a provincial or regional
organization comprised of more
than one local or branch afliates
for the total membership in the
province, it shall be entitled to
one delegate.
(g) Central bodies, specifcally local
labour councils, union councils,
and the Ontario Federation of
Labour, which are not eligible for
direct afliation to the party, but
undertake to accept and abide by
the constitution and principles
of the party and have been
recognized by the executive of the
provincial party, shall be entitled
to representation as follows: one
delegate from each such central
local body and two delegates
from the Ontario Federation of
Labour.
Afliation Dues
Te afliation fees for the ONDP
are $0.20 per member per month
or $2.40 per year. Afliation dues
received at Provincial Ofce no later
than August 31, 2014, will be used in
determining delegate entitlement.
To calculate how many delegates
your local is entitled to send, your
afliation payments for 8 months
of 2014 will be divided by $1.60
to determine the total number of
members afliated in 2014.

Gender Parity
Since 1989, the Party has
encouraged delegating
bodies (i.e. afliates,
labour councils, central
labour bodies) to work
towards a gender-
balanced delegation
that refects the gender
composition of their
membership. If there are insufcient
men to balance the delegation,
additional women may fll the spots.
RESOLUTION
GUIDELINES
Article 7, Section 9 of the
ONDP Constitution
9.1 Resolutions or constitutional
amendments may be submitted
by provincial constituency
associations, area councils,
afliated organizations, Provincial
Executive, Provincial Council,
regional conferences, recognized
ONDY clubs or Special Sections
and Equity Committees (Article
11), and recognized Ethnic
Advisory Committees (Article 12).
9.2 Resolutions to Provincial Council
and Convention shall be passed at
an Annual or General Meeting or
Conference of the committee.
Criteria for resolution priorities
Is it a topical or timely subject?
Is it a new policy?
Is it concise, well-written and
limited to one subject so delegates
can understand and debate it?
Is it a clearer or more politically
potent restatement that supersedes
existing policy statements?

Executive Election
An individual must be a paid delegate
to and in attendance at Convention
in order to be ofcially nominated for
a Provincial Executive position.
Candidate Biographies
As adopted in the CEO Task Force
Recommendations, Candidates for
Executive positions, who declare at
least 30 days prior to Convention,
shall be entitled to submit a message
of up to 150 words and a photo which
will be emailed by Provincial Ofce
to all registered delegates who have
provided an email address.
Please note, as was also adopted from
CEO Task Force Recommendations,
the names, riding or afliate, and
email addresses of all delegates will
be provided 30 days and 15 days
prior to Convention and at the
opening of Convention to persons
seeking election in Administrative
Committee positions, i.e. President,
Treasurer or Vice-President.

Regional Members-at-Large (one
male and one female from each
region listed below)
Electing the Party Executive
Te elections for
President, Vice-
Presidents, and Treasurer
will be held on Saturday
morning, and for
General Members-at-
Large on the Sunday
morning. Tis allows
unsuccessful candidates
to stand for election to
other positions.
Regional Members-at-Large are
elected by the Regional Caucuses
on Friday evening of Convention.
Delegates regional caucus is based on
the actual residency of the individual.
Te following Party Committees
will hold elections at Convention to
choose their two representatives to
Executive:
Ethnic Liaison Committee
Disability Rights Committee
Aboriginal Section
LGBT Committee
At the regional and committee
caucuses, as with voting for all
positions, only Convention Delegates
may vote.
Te April 2012 Council meeting
passed a motion that the Party
abandon the practice of ofcial slates
at Convention.
Nomination Process
If you wish to seek election to
an Executive position, you must
complete the Nomination Form 2014
found in your Convention Kit.
Submit the completed Nomination
Form in person, with your nominator,
to the Balloting Co-Chairs, at
the Convention NDP ofce
at specifed times listed on the
ofcial Convention Agenda in your
Convention kits.
In the case of
Committees and
Regional Members-
at-Large, once you are
elected at your Regional
Caucus as a member of
Provincial Executive,
submit your nomination
form to the balloting Co-Chairs
at the time specifed on the ofcial
Convention Agenda.
Financial Guidelines
Te spending limit for candidates for
Administrative Committee Positions
is $ 1,500. No single contributor
may contribute more than $250 to a
candidate.
Te spending limit for candidates
for Committee representatives or
Regional and General Members-at-
Large is $500. No single contributor
may contribute more that $100 to a
candidate.
Contributions are NOT tax
receiptable. A disclosure form, listing
donations in excess of $25 must be
fled at the Convention ofce when
the nomination form is submitted, in
person to the Balloting Chairs.
