The Kansas State Board of Technical
Professions elected officers for 2014-
2015 at their meeting on July 11, 2014.
Vince Mancini, Architect, was elected
Board Chair.
Mr. Mancini is from Sublette, Kansas,
and was appointed to the Board in June
2006. He has served on the AIA Kan-
sas Board of Directors, including a term
as President in 1997. He is a recipient
of the AIA Kansas Henry W. Schirmer
Distinguished Service Award. He is
licensed to practice architecture in the
states of Kansas, California, Colorado,
and Oklahoma.
The other officers elected were: Vice
Chair-Steve Brosemer, P.S.; Secretary-
Robert Henthorne, P.G.; Chair of ARCH/
LA/PG Committee-Eric Wimmer, Architect,
Public Member; and Chair of PE/PS Com-
mittee-Maurice Bowersox, P.E.

Board Members Receive Recognition Awards
Three Board Members received Service Recognition Awards at the May 9, 2014 Board
meeting. Forrest Erickson, P.E., received an award for four years of service on the
Board. He was first appointed in July 2010. Steve Brosemer, P.S., received an award
for six years of service on the Board. He was first appointed in July 2008. Vince
Mancini, Architect, received an award for eight years of service on the Board. He was
first appointed in July 2006.
All three Board Members have been reappointed by the Governor to serve four addi-
tional years on the Board until June 30, 2018.

IN THE MATTER OF KENNETH PAUL
JOHNSON, L.S.
Summary: On July 31, 2013 the
Kansas State Board of Technical Profes-
sions received a report of alleged viola-
tion from the Kansas Department of
Transportation. In that report the reporting
individual indicated that Mr. Johnson had
performed a survey utilizing temporary
positions to single proportion corners on
the interior of a township. Further, Mr.
Johnson appeared to have not retraced
permanent surveys of record and had
intermixed differing surveys to proportion.
Additionally, it was alleged that the land
survey reference reports were not filed
with regard to all corners and that the filed
reports reflected obliterated monument
status when it appeared that they were
considered as having been lost.
Following receipt of the alleged violation
the matter was referred to one of the
Boards licensed land surveyor investiga-
tors for investigation. The investigator
reached the conclusion that Mr. Johnson
had deviated from generally accepted
land surveying practices in performing the
subject survey.
Board Action: The Board and Mr. John-
son resolved this matter by way of a Set-
tlement Agreement and Consent Order
which contained the following terms of
Settlement: (1) The Respondent, Ken-
neth Paul Johnson shall immediately con-
form his land surveying practices to gen-
erally accepted land surveying practices
in the State of Kansas and to the mini-
mum standards for boundary surveys as
adopted by the Kansas State Board of
Technical Professions in K.A.R. 66-12-1.
(2) Respondent shall perform a re-survey
of the referenced survey in question
which will depict all elements necessary
to the survey in a manner that will con-
form with the Kansas minimum standards
for boundary surveys and the report of
the Boards investigator in this matter
within 90 days of the Boards approval of
this Settlement Agreement. (3) Re-
spondent shall pay all expenses of the
Board including attorney and investigation
fees incurred in the investigation and
prosecution of this matter in the amount
of $1,456.36 and a fine in the amount of
$1,500.00 for a total of $2,956.36.
Status: Mr. Johnson has paid in full the
fine and costs required by the Settle-
ment Agreement and Consent Order.
He is presently in the process of mak-
ing corrections to the survey as re-
quired by the Board.



IN THE MATTER OF STEVE W. PETTY
AND FOUNDATION KING, LLC
Summary: On November 6, 2013 a
hearing panel of the Kansas State Board
of Technical Professions entered its FINAL
ORDER in which it determined that Steve
W. Petty and Foundation King, LLC had
engaged in the practice of the technical
profession of engineering in Kansas with-
out benefit of licensure. As a result of that
determination the panel ordered both Mr.
Petty and Foundation King, LLC to imme-
diately cease and desist from the practice
of engineering or holding themselves out
as authorized to practice the technical pro-
fession of engineering in the State of Kan-
sas until such time as they were licensed
to do so by the Board. Additionally, an
order was entered directing Mr. Petty and
Foundation King, LLC to pay the Boards
investigative costs, attorney fees and fines
totaling $5,000.00. As of June 20, 2014
Mr. Petty and Foundation King, LLC had
only paid $450.00 of the total amount or-
dered of $5,000.00.
Board Action: As a result of Mr. Petty and
Foundation King, LLCs failure to pay the
total fine and costs in the amount of
$5000.00 on a timely basis, the complaint
committee of the Board directed its coun-
sel to file a Petition for Civil Enforcement
of the Agency Action pursuant to K.S.A. 77
-624 in the District Court of Shawnee
County, Kansas. Said Petition was filed
on June 20, 2014 and said Petition is pres-
ently pending in the District Court of Shaw-
nee County, Kansas.

LICENSURE RECOGNITION CEREMONY
The Licensure Recognition Ceremony for newly licensed Architects, Landscape Architects, Professional Engineers,
Professional Geologists and Professional Surveyors was held on July 11, 2014, at the Kansas State Historical So-
ciety, Topeka, Kansas. Licensure certificates were presented to licensees who recently passed their licensing ex-
ams. Joining the new licensees to celebrate this milestone in their careers were family, friends, supervisors, men-
tors and coworkers. More than 100 people attended the ceremony. The ceremony was a joint effort of the Kansas
Society of Professional Engineers, the Kansas Society of Land Surveyors, American Institute of Architects in Kan-
sas, Association of Environmental and Engineering Geologists, Prairie Gateway Chapter of the American Society
of Landscape Architects and the Kansas State Board of Technical Professions.
The Keynote Speaker for the program was Tom C. Roberts, Assistant Dean Emeritus, Recruitment & Leadership
Development, College of Engineering, Kansas State University.

AGENCY MISSION
The Mission of the Kansas State Board of Tech-
nical Professions is to provide maximum protec-
tion of the health, safety, property and welfare of
the people of Kansas by assuring that the prac-
tice of architecture, engineering, geology, land-
scape architecture and surveying in the state is
carried out only by those persons who are prov-
en to be qualified as prescribed by the statutes
and rules and regulations of the Board.

NCARB 2014 ANNUAL MEETING

The 95th annual meeting of the National Council of Ar-
chitectural Registration Boards was held June 18
through June 22 in Philadelphia, Pa. Voting delegates
from 52 of the 54 Member State Registration Boards
were represented at the meeting and conference. Rep-
resenting the Kansas State Board of Technical Profes-
sions were architect members Dave Hoffman FAIA,
Wendy Ornelas FAIA, Vince Mancini AIA, Public Board
Member Eric Wimmer, and Executive Director Mary
Leigh Dyck.
Several modifications that will affect the IDP, BEA, BE-
FA, ARE and transition to ARE 5.0 included:
Effective October 1, 2014, the wait time for retesting
ARE divisions will decrease from six months to 60
days with up to three retakes allowed in a running
year.
IDP credit for hours completed beyond six months.
Effective July 1, 2014, credit allowed for intern expe-
rience that occurred up to five years previous to the
current reporting requirements of six months. Credit
for experience older than eight months will be valued
at 50% for up to five years, after which any experi-
ence would be ineligible for credit.
Member Boards have been requested to participate
in a survey of proposed modifications to realign the
Intern Development Program to reflect contemporary
practice and to streamline the IDP Program require-
ment hours. The BEA, and BEFA eligibility require-
ments are also being reviewed.
NCARB Task Force to explore additional pathways
to licensure integrating the three components of li-
censure education, experience, and examination.
We attended workshops to expand on the above topics.
Information from a new third edition of the booklet titled
NCARB By The Numbers was presented. This booklet
provides answers to questions about the profession from
the NCARB database that may be of interest. Examples
noted by NCARBs Director of Information Systems,
Guillermo Ortiz de Zarate included:
Applications for NCARB Records the initial step to
licensure- continue to increase.
The number of interns completing the IDP and ARE
remains strong and the age of initial licensure contin-
ues to decline.
The median time to complete the ARE since its com-
puterized deployment in 1997 is 1.8 years.

President/Board Chair Dale McKinney and NCARB CEO
Michael Armstrong gave an overview of this past years
activities. Mr. McKinney also mentioned a new task force to
review the terminology used for those who are architect
candidates and those who are licensed architects.
The Treasurers Report and the FY15 Budget was present-
ed by Margo Jones; the report was very positive with no
anticipated or planned fee increases (see following Resolu-
tion 04 ).
Five Resolutions were brought before the Delegates for
consideration and all five resolutions were passed. Follow-
ing is a summary of the Resolutions (complete text and
additional background information for each Resolution
should be viewed and read on the NCARB web site
(www.ncarb.org).
Resolution 01: Certification Guidelines Amendment Modi-
fications to the Education Requirement. Addresses occa-
sional cases that cannot be resolved administratively when
evaluating the educational prerequisite to licensure regard-
ing the date of a schools NAAB accreditation and degree
conferment for a candidate.
Resolution 02: Certification Guidelines Amendment Modi-
fication to the BEA Requirements. Allows experience
gained while holding a registration issued by any U.S. ju-
risdiction (in addition to the other requirements).
Resolutions 03: Omnibus Bylaws Changes -Bylaws
Amendment. This resolution was designed to capture the
current and evolving state of various NCARB committees,
as well as adjust Bylaws to better reflect current practice.
Resolution 04: Freeze of Member Dues and Bylaws
Amendment
Resolution 05: Bylaws Change Regional Directors -
After March 1, 2017 certain candidates (as described in the
Resolution) for Regional Director or Officer shall hold an
active NCARB Certificate, in every case at the time he or
she is nominated by the Region.

Lastly, both K.S.U. and K.U. were among the five
Architecture schools that were recognized by the
NCARB Award Program for their 2013 submissions.
Kansas State University College of Architecture,
Planning & Design received one of the three $25000
awards for their entry titled Designing for Perfor-
mance: Research and Innovation in Building Enve-
lopes. The University of Kansas School of Architec-
ture received one of the two Honorable Mention
awards for their entry titled Integrating Specialized
Knowledge: a mini MOOC Pilot. Congratulations to
both K.S.U. College of Architecture, Planning & De-
sign and K.U. School of Architecture, Design & Plan-
ning.
DID YOU KNOW?
The new Statutes have added professional to the terms
geologists and surveyors as listed throughout various
statutes of the Board. Corresponding regulations are be-
ing updated at this time.

for business entities. Mike works with new applica-
tions for exam and licensure by comity/reciprocity.
Marilyn works with renewals and accounts receivable.
Carol works with exams and verifications. This office
works to be the best we can be. Contact us to help
answer questions so we all end up at the right place.

The view from our fifth floor office in the Landon State
Office Building has offered a glimpse of the renovation
of the State Capitol Building. All five technical profes-
sions have been involved with the project. It is ready
for future generations of Kansans and a way to show
friends and family examples of what you do as a pro-
fessional. Bring someone to tour the building. It is a
look into the future and a reminder that we DO know
where we are going.

An FE examinee will have no contact with the Kansas State
Board of Technical Professions until after they have passed
the FE exam and have graduated. At that time they may
apply to the Board for an Intern Engineer Certificate. The
application is on the Boards website, www.ksbtp.ks.gov.

TEST CENTER LOCATIONS
All examinees must have been approved by the KANSAS
BOARD for the October 2014 exam, and then must register
with the NCEES Examinee Management System by Au-
gust 28, 2014. For more information, check the NCEES
web page at: www.ncees.org. Since the deadline to apply
for the October exams has passed, the next deadline to
apply at KSBTP is January 15, 2015. Apply early before
the deadline for best customer service.

NCEES CENTRAL ZONE MEETING
MAY 15-17, 2014, Lincoln, NE
Kansas Board of Technical Professions Board Members
attended the NCEES Central Zone Meeting May 15-17,
2014 in Lincoln, Nebraska. Resolutions were discussed
that will be presented at the NCEES Annual Meeting in
August 2014.

At this meeting, Kansas Board Member Richard Hayter,
Ph.D., P.E., was elected to the position of Assistant Vice
Chair of the Central Zone. Kansas Board Member Larry
Graham, P.E., P.S., was elected to the position of Secre-
tary/Treasurer of the Central Zone. The NCEES Central
Zone includes Kansas, Nebraska, North Dakota, South
Dakota, Minnesota, Iowa, Missouri, Wisconsin, Illinois, In-
diana, Michigan and Ohio.
PROFESSIONAL SURVEYORS

REMINDER: All activities offering the required continuing
education credit for 2 PDHs per year on the Kansas Mini-
mum Standards for Boundary Surveys and Mortgage
Title Inspections Standards of Practice must be pre-
approved by the Board.
