Expressions of interest are being requested for a [Junior] Consultant Position

Brief description of assignment:
The Special Adviser to the Vice-President is looking to hire two Junior Consultants. The
selected junior consultants will assist the Return to Headquarters unit in the Return to
Headquarters Project. The specific tasks are as listed in the attached terms of reference.

Eligibility criteria for the recruitment of a Junior Consultant are:
At least a Masters degree (or its equivalent) in a relevant discipline related to the
assignment;
Be a national of one of the member countries of the Bank;
Minimum of two years and a maximum of five years of relevant experience;
Be under 32 years of age;
Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint, and
web tools);
Fluent in French or English, with preferably a working knowledge of the other language.

TERMS OF REFERENCE


1. Introduction Background:

1.1. The Bank is preparing to return to its Headquarters in Abidjan after an absence of 10
years. As part of the return process the Banks Management has prepared a Road map
setting out the proposed return strategy. The Roadmap was approved by the Board of
Governors in Marrakech in May 2013. Since that decision was taken, the implementation
of the Roadmap has begun.

1.2. The Return will affect around 1500 staff members, and encompass 5000 people when
families are included. Nearly 70% of staff members have been recruited at the Temporary
Relocation Agency in Tunis and therefore may have limited knowledge of Cte dIvoire.
Management must communicate to all parties about work and life in Abidjan, as well as
the steps that will be taken to ensure business continuity as well as ensure the safety and
well-being of staff.

1.3. The Return to HQ Unit which is part of the Corporate Services Complex (CSVP) has
been set up to work exclusively on the Return and will require assistance in its mandate.

2. Objectives of the assignment:

2.1. Communication Plan- a Bank wide communication plan has been adopted. Its
implementation at the level of the various implicated departments must be monitored and
reported on a regular basis; those communication items that are the responsibility of the
RTHQ unit must be also implemented and reported on;

2.2. Intranet dedicated to the Return - the Bank intranet has recently been revamped
and the JC would be required to ensure that the information presented on the intranet is
consistent, accurate and up to date. The JC will also be asked to draft the intranet blogs for
senior management;

2.3. COSRA- the Committee for the Supervision and Return to Abidjan was established
specifically to monitor the return to Abidjan. It is a senior level committee that meets
weekly. The Special Adviser is the Secretariat of COSRA, and the JC is to assist at all of
the meetings, prepare a first draft of the minutes, monitor the Advance Agenda, liaise with
the departments for the documents to be presented, and ensure that COSRA fulfill its
reporting requirements.

2.4. Reporting Requirements to the Board of Directors- the JC is to assist with the
various reporting requirements to the Board Working Group (monthly requirement) and
the Board (quarterly reporting requirement)

2.5. Draft Presentations on the status of the Return at various fora; and

2.6. Assist with any other tasks as may be required.

3. Reporting: The Junior Consultant will report to Special Adviser to the Vice-President,
Return to Abidjan, CSVP0 Ms. Valerie Dabady.

4. Duration of assignment: Six (6) Calendar months
