Introduction,
3n the %ost03nde%endence 3ndia 4omen are -uaranteed enjoy e5ua! status in the 3ndian
Constitution by dec!arin- that there sha!! be no discrimination bet4een men and 4omen in a!!
s%heres of !ife6 Under the recent ordinance the 4omen have been -ranted e5ua! 4a-es for
e5ua! 4ork 4ith men6 The 4omen in 3ndia a!so enjoy e5ua! ri-hts to be e!ected to any
%o!itica! office in 3ndia6 The fundamenta! ri-ht 4e -uaranteed to both men and 4omen under
the constitution of 3ndia6
There are about )'+ mi!!ion $a!its in 3ndia6There is mea-er im%rovement in the
economic condition of da!its in the %ast '+ years6 7hich is not enou-h 4hen com%ared to
non0da!its6 8f course, much more needs to be done6 The ur-ent need is to have a nationa!
sam%!e survey on da!its6 9very fourth 3ndian is a da!it6 There is no %ro%er survey to -ive the
correct number of SC 4omen in 3ndia6 They are -enera!!y scattered in vi!!a-es and they are
not a mono-amous -rou%6 #bout (': of da!its !ive be!o4 %overty !ine6 9conomic
back4ardness of da!it is most!y due to injustice done to them by the u%%er castes and a!so due
to e;%!oitation6 From the time immemoria! they 4orked !ike s!aves, so!d as commodities
resu!tin- in their socia! discrimination, economic de%rivation and educationa! back4ardness6
The contribution of SC 4omen to the economic deve!o%ment of our country is
si-nificant es%ecia!!y in the a-ricu!tura! sector6 They are e;%!oited by the u%%er caste
!and!ords6 They are %aid very mar-ina! sa!ary for the hard 4ork in the fie!d for the 4ho!e day6
Much has been done by the -overnment of 3ndia based on the vie4 of em%o4erment of SC
4omen in a!! the s%heres !ike socia!, economica!, %o!itica! etc, by means of %rovidin- them
the o%%ortunity to %artici%ate in the administration of !oca! -overnment6
#emographical -eatures and .ac"ardness of !um"ur #istrict,
#n objective assessment of the territoria! jurisdiction of the university area in terms of rura!
and urban %o%u!ation, %ercenta-e of Schedu!ed Caste and Schedu!ed Tribe and other
back4ard c!asses indicates back4ardness of the area6 There are ten ta!uks in the district
4hich are considered as back4ard ta!uks on severa! fronts as %er the <i-h0"o4er Committee
for Redressa! of Re-iona! 3mba!ances (<"CRR3) headed by the !ate $6M6 =anjunda%%a
4hich 4as submitted to the State Government in )++)6

The "o%u!ation of Schedu!ed Caste and Schedu!ed Tribes in Tumkur $istrict is more than the
State avera-e as cou!d be seen from the above tab!es6 +D out of *+ ta!uks are back4ard ta!uks
and the %ercenta-e of SC and ST %o%u!ation is a!so above the state %o%u!ation6 Therefore the
district deserves s%ecia! %acka-e6

The above tab!e c!ear!y indicates that, the 4omen a!so constitute near!y '+: as
com%ared to men amon- SCs6 Since the data has not been %ub!ished, in the 4ords of $istrict
Statistica! 8fficer, there may be an increase of ': of SC 4omen in )+** census6
Genera!!y in the ma!e dominated society, %o!y-amy is a!!o4ed and more so in da!it
fami!ies6 .ecause of this %osition of the 4omen deteriorated6 Eoin fami!y system, %o!y-amy,
%ro%erty structure, ear!y marria-e, and %ermanent 4ido4hood 4ere hurd!es for the
deve!o%ment of a!! 4omen in ear!y %eriod6 .ut in the t4entieth century, after the movement
to educate 4omen, s!o4!y chan-es occurred in the %osition of 4omen6
SC 4omen be!on-in- to the creamy !ayer of the society are better 4ith -ood
education and socia!!y and economica!!y they are 4e!! off !ike other u%%er castes6 They are
fu!!y a4are of the 4e!fare schemes %rovided by the -overnment and their %ercenta-e is very
!o4 4hen com%ared 4ith the tota! da!it %o%u!ation6 3n rura! areas, the first -eneration -ir!s
from SC needs the attention of Government and other or-aniFation6 3n many $a!it association
e;ecutive %osition are occu%ied by ma!e members 4hereas very %oor re%resentation is made
by 4omen in their %asts6 The 4omen are not %ro%er!y informed about the -overnment
schemes and there is an ur-ent need to -et feedback about the 4e!fare schemes 4here !ot of
money is s%ent for the deve!o%ment of SCs6 The funds are not uti!iFed %ro%er!y for their
u%!iftment6 Many of the schemes -o unnoticed because they are not %o%u!ariFed %ro%er!y6
A&out !um"ur 1niversit' and its SCP Cell
Tumkur University, carved out of .an-a!ore University, is fu!!y functiona! from )++@ 4ith
the so!e aim of %rovidin- hi-her education to the youths of that area is hi-h!y invo!ved in the
%rojects and %ro-rammes aims to hone the ta!ents and !atent abi!ities of the da!it rura! masses
to4ards makin- them se!f0re!iant by deve!o%in- their entre%reneuria! ski!!s and enter%rises6 3n
this re-ard, s%ecia! em%hasis has been !aid on trainin- the ta!ented da!it to make them
com%etitive enou-h to face the cha!!en-es of the -!oba! market6
The University is active!y invo!ved in the deve!o%ment of SCs throu-h the S%ecia!
Com%onent "!an (SC"), s%onsored by the Government of ,arnataka, meant for the inte-rated
deve!o%ment of the SC community6 The %resent research %roject 4ou!d be %artia!!y funded by
SC" Ce!! of the University as the findin-s of the study 4ou!d undoubted!y he!% a!! the %o!icy
makers, socia! activists, socia! scientists and !oca! se!f0-overnment institutions to deve!o%
strate-ies for im%rovin- the socio0economic condition of SC 7omen in the district and it
4ou!d be a ha!!mark of any effective and successfu! %!annin-6
3n the !i-ht of this introductory statement, the aim of this %roject is to e;amine the
socio0economic condition of SC 7omen and identifyin- the various factors inhibitin- their
deve!o%ment of SC 7omen, des%ite different deve!o%menta! %ro-rammes6

This em%irica! research 4i!! be carried out in a!! the *+ ta!uks of Tumkur $istrict6
Sample> The researcher 4i!! co!!ect the statistics of SC 4omen in a!! *+ ta!uks of Tumkur
district6 '+ sam%!es from each Ta!uk 4i!! be se!ected by ado%tin- sno4 ba!! sam%!in-
techni5ue6
!ools of #ata Collection> The investi-ator fee!s that, on!y throu-h %ersona! intervie4 4ith
the res%ondents she may be ab!e to co!!ect the re!evant information6 Therefore a se!f %re%ared
intervie4 schedu!e 4i!! be used to co!!ect the data6 The schedu!e inc!udes the Socio0
demo-ra%hic %rofi!e of the res%ondents, their socio economic condition, their %rob!ems and
%ros%ects in the district6
Procedure, .efore administerin- the intervie4 schedu!e the investi-ator 4i!! choose *+: of
the tota! sam%!e and conduct a %re0test of the intervie4 schedu!e6 Modification of the too! 4i!!
be done accordin- to the needs of the %roject, and then on!y the ori-ina! intervie4 4i!! be
conducted6 8n com%!etion of the data co!!ection, the investi-ator 4i!! check and scrutiniFe
each intervie4 schedu!e to make sure that a!! the re5uired information is obtained6 # detai!ed
