With an unprecedented urban growth rate, cities are seen as central to Chinas climate
challenge. The responsibility for achieving the national energy intensity and emissions
reduction targets set out in Chinas 12th Five ear !lan " 1#$ and 1%$ respectively &
has been allocated to local governments. This brings challenges, but also enormous
opportunities for Chinese cities and businesses.
The Climate 'roup has launched the China (edesign !rogram which capacity"builds
Chinese cities to develop and implement low carbon growth strategies and meet the
emissions reduction ob)ectives. The ne*t five years are critical for Chinas development.
We will e*plore integrated solutions that support low carbon urban growth through this
platform.
City governments, leading businesses, financial institutions and scientific e*perts will
wor+ together on ten demonstration pro)ects of practical low carbon solutions in five
cities over the ne*t three years, unloc+ing large economic opportunities.
The purpose of this newsletter is to provide our partners with the latest updates about
the development of China (edesign on a regular basis. We hope that our
communications and outreach program will create momentum, inspiring even more low
carbon urban infrastructure pro)ects, and stimulating Chinas Clean (evolution.

China (edesign was +ic+ed off on /arch 20 in 1ei)ing with the (t 2on Tony 1lair, a +ey
supporter of the program, and 3iang 4haoli, .irector of 5ational !olicy 6 Convention
.ivision, .epartment of Climate Change, 5ational .evelopment and (eform
Commission 75.(C8 of China. The event saw over 199 guests, including municipal
and provincial government officials, a suite of influential business leaders plus over :9
media.
/ar+ ;enber, C<=, The Climate 'roup opened the launch event and introduced the
program. 2e addressed that> ?The China (edesign program is a global program which
will encourage +nowledge and e*perience sharing between south and north. China and
@ndia are engines of global economic growth, and in the future the technologies and
ideas will shift from west to east. =nly with the efforts of being partnered together, could
we confront the challenges of the 21st Century.A
The (t 2on Tony 1lair and 3iang 4haoli then proceeded to give +eynote speeches,
followed by the strategic dialogue address which focused on low carbon city
development during ChinaBs 12th Five ear !lan, including the challenges,
opportunities and solutions.
(egarding the China (edesign program, /r 1lair stated in his +eynote> C2ow to have
sustainable growth, and how to be responsible to the environment are the challenges
we face nowadays. D practical solution is to establish partnership with business
leaders, to find solutions together, and implement them locally. This is what China
(edesign is designed for, to change the world through our efforts.A

renowned entrepreneurs for a strategic dialogue on low carbon city development during

?Dn integrated way of thin+ing, a multi"disciplinary approach, in"depth understanding of
various policy tools and instruments, best practices and outcomes around the country
and the world in +ey urban development sectorsF the list of capacity need could go
very long. @f not properly addressed and addressed in a timely manner, those identified
challenges could potentially slow down the deployment of best solutions and
mechanisms and cities could literally miss the best window of opportunities and be
loc+ed up in a high carbon paradigm.A
China (edesign is formulated to address this urgent need. ?The resources developed
through this program and the practices and policy recommendations generated from
the process will be shared with further cities in China and other developing economies.
,ome of recommendations have the potential to become national, regional andGor
sector guidelines,A said Wang. Those cities participating in the program will cooperate

with national and international low carbon technology suppliers, financial institutions
and e*perts, to find solutions tailored to their different needs.

has specific outputs. ?We will produce a City 5eeds Dssessment (eport which will
identify the challenges local governments face and the reHuired capacity for specific
sectors. The China (edesign /anual will be a +nowledge resource boo+ with a series
of sector"based solutions.A Wang also detailed that a pro)ect monitoring system will be
in place which outlines the +ey performance indicators and evaluation process. D wider
base of audience will be educated on the much"needed city solutions through e*pert
consultancy and training wor+shops.
The ne*t few years will see the development of China (edesign demonstration pro)ects
showcasing practical and effective solutions. ?There is much to be done. 2owever, we
are ready to wor+ with our partners and supporters to deliver,A said Wang.
