MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY BRAZIL, INDIANA FOR AUGUST 13, 2014
A meeting with the Board of Public Works was held on August 13, 2014 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
ROLL CALL: Mayor Brian Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman and Deputy Clerk Melissa Dorsett OTHERS PRESENT: Planning and Zoning Administrator Teresa Glenn, Wastewater Superintendent Billy Goodrich, City Council Representative Carrol Evans, Police Chief Clint McQueen, Fire Chief Jake Bennett, Brazil Times Representative Ernest Rollins, Daniel Rose, Don Miller PLEDGE: The pledge to the Flag was lead by Mayor Brian Wyndham. APPROVAL OF MINUTES: June 23, 2014 and August 1, 2014; Linda Messmer made a motion to approve. Brian Wyndham seconded. The motion passed 2-0.
AUDIENCE COMMENTS: 1.) Building Trades Program Representative Don Miller, approached the Board of Works about waiving sewer and water impact fees totaling $1800.00. Don Miller discussed the cuts that have already been made to the program. Mayor Wyndham would like to meet with the Building Trades Board and discuss the need before making a decision. 2.) Daniel Rose said that he sees a lot of good things happening in the city. He is pleased with construction.
POLICE CHIEF REPORT: Clint McQueen- July 2014 Report 1.) The Police Department responded to 657 police incidents in July. This includes calls for Police Service and Officer Initiated Incidents. 2.) Officer John Hood is currently attending the Indiana Law Enforcement Academy for the next 4 months. Officer Joseph Young will attend after Officer Hood returns. 3.) The annual National Night Out event was August 5th. Over 400 children attended and interacted with police, fire and medical personnel. 4.) Other special events completed include the Brazil Library Talk with Police and Fire, Traffic Detail during Fireworks and the Delta Chi Sorority 5K
NEW BUSINESS: 1.) Memorandum of Executive Session held July 23, 2014 Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 3-0. 2.) Approval of property mowing/cleanup (see separate list) Linda Messmer made a motion to approve the mowing list for July 23, 2014. Ruthann Jeffries seconded. The motion passed 3-0. Linda Messmer made a motion to approve the clean up list for August 13, 2014. Ruthann Jeffries seconded. The motion passed 3-0. 3.) INDOT Contract Sign Replacement Grant This contract is an agreement between the City of Brazil and HWC Engineering for the Sign Replacement Project within the City of Brazil. The grant will cover 90% of the cost, while the City of Brazil will pay 10% for the entire cost of the project. Linda Messmer made a motion to approve the LPA-Consulting Contract with HWC Engineering for $36,500.00 and to approve Mayor Wyndham to execute any other projects as needed. Ruthann Jeffries seconded. The motion passed 3-0. 4.) Approval of Affirmation of Unsafe Building Order Linda Messmer made a motion to approve a property on 305 N. Alabama Street to be included in the Hardest Hit Fund. Ruthann Jeffries seconded. The motion passed 3-0. 5.) Approval of GAI Consultants InvoiceStreet Paving - GAI Consultants were used for street identification and were advisors in the bidding process for the Brazil City Street Paving Project. Linda Messmer made a motion to approve an invoice from GAI Consultants in the amount of $4,100.00. Ruthann Jeffries seconded. The motion passed 3-0. 6.) Approval of Jerrell Consulting Invoice FEMA Phase I & II City Attorney, Traci Orman stated that Phase I environmental inspections are being completed. We will then move forward with the demolition of these properties. She also stated that offers have been sent out for Phase II. Ruthann Jeffries made a motion to approve Invoice #2 for Phase I in the FEMA/IHCDA Flood Buyout for $10,500.00, and Invoice #2 for Phase II in the FEMA/IHCDA Flood Buyout for $8,700.00. Linda Messmer seconded. The motion passed 3-0. 7.) Approval of Paving Contract Dave OMara Mayor Wyndham and the Board of Works will be meeting with Dave OMara to discuss the contract.
CLAIMS: 1.) Clerks Office Linda Messmer made a motion to approve. Ruthann Jeffries seconded. The motion passed 3-0. 2.) Utilities Office Linda Messmer made a motion to approve, subject to pending review today. Ruthann Jeffries seconded. The motion passed 3-0.
