The Sun
The Sept. 11, 2001, terrorist at-
tacks tragically took the lives of
nearly 3,000 innocent people, and
now Evesham has ensured those
lost will never be forgotten in the
township by virtue of a new 9/11
memorial outside the Main Street
firehouse.
On Sept. 27, residents, town-
ship officials, members of the po-
lice and fire-rescue departments,
county and state officials and
more all took time out of the
townships annual Harvest Fest to
attend the dedication ceremony
for the memorial and reflect on
that day from 13 years ago.
The centerpiece of the memo-
rial is a 13-foot-steel remnant
from the World Trade Center in
New York City, given to the town-
ship by the Port Authority of
New York and New Jersey in 2012.

Ordinance applies to new apartment
complex proposed for edge of town

A new apartment complex is
one step closer to coming to Eve-
sham.
At the Sept. 30 meeting, the
Evesham Township Council
adopted the redevelopment plan
for the area along Route 70 near
the border of Evesham and Med-
ford more commonly known as
the Aristone Tract.
The area encompasses the
Roland Aristone office building
and the surrounding Aristone
properties under the ownership
of the Carmela Aristone Trust.
A representative of Fieldstone
Associates LLP, developer of the
recently-built Marlton Gateway
Apartments on Main Street, went
to council earlier in the spring
with a proposal for a new 200-plus
apartment development on the
tract, which would also include
1,000 square feet of commercial
space.
Although the plan originally
presented to council included a
component where Fieldstone
would pay neighboring Medford
to annex just more than two acres
of land to Evesham to complete
the project, Medford has not yet
approved that annexation.
The land where the complex
would be built brings the town-
ship about $1 million in ratable
tax dollars annually, but the com-
plex is expected to bring in some-
where between $10 million to $20
million.
Only one member of the pub-
lic, Fred DeAntonis, spoke before
council adopted the resolution.
DeAntonis said he had spoken
to the council last year expressing

The following information is
from Evesham Police Lt. Joseph
Friel:
On Sept. 16, plainclothes detec-
tives observed a male wandering
into yards and attempting to ac-
cess a shed in the rear yard of a
home on Old Marlton Pike.
When contacted by detectives,
the suspect provided a false name
to prevent being identified as a
wanted person.
Once his true identity was de-
termined, he was found to be
wanted by numerous jurisdic-
tions and counties.
A male, age 38, of Cherry Hill,
was charged with fourth-degree
criminal attempted burglary,
fourth-degree hindering appre-
hension and a disorderly person
offense for possession of drug
paraphernalia.
He was lodged in the Burling-
ton County Jail in default of
$25,000 bail.

peer-to-peer mentoring program
with a very simple premise: high
school girls mentor middle school
girls to help them deal with the is-
sues they face during their forma-
tive early teenage years.
Its mission is to help young
teenaged girls build self-esteem,
develop leadership skills and rec-
ognize the value of community
service.
Since 2002, the organization
has served more than 40,000 girls
in 43 states and seven countries.
Through monthly chapter
meetings facilitated by high
school Girl Talk leaders, Girl Talk
helps middle schools learn from
their peer mentors and better un-
derstand and address the issues
they face.
In doing so, the girls develop
confidence, leadership skills and
compassion. Girl Talk provides
the curriculum of life lessons
used to facilitate the discussions
at no charge. It will also be plan-
ning many community service
and fun activities.

Join the Evesham Township Police De-
partment this Tuesday, Oct. 14, for a "Cool
off with a Cop" event.
The Cool off with a Cop program is one
of many community events offered by the
Evesham Township Police Department
which offers citizens an informal venue to
ask questions or voice their concerns.
Officers from the ETPD will be available
to answer law enforcement related ques-
tions during the Cool off with a Cop event
held Tuesday, Oct. 14 from 6-8 p.m. at
Cups and Cones, 931 Tuckerton Road, Marl-
ton.
The program is a unique way to
strengthen the partnership between the po-
lice department and community they
serve. It is designed to enhance communi-
cation between concerned citizens and
township police officers.
ETPD believes this type of open dia-
logue plays a critical role in establishing a
true partnership between the community
and the police department.
Members of the community will be able
to ask specific or general questions related
to the neighborhoods they live in.
The Evesham Township Police Depart-
ment places a high priority on community
partnerships and believes these types
of events can only foster better relation-
ships.
The police department will continue to
host these types of events throughout the
year at different shops or restaurants in
the township.

he topic of campaign funding
rears its ugly head about this
time every year. While its an
issue that is associated with bigger-
budget elections such as for Congress,
governor and president, its not some-
thing that passes by local elections.
And thats a shame a real shame.
Elections at every level should be
about whos right for the job, not who
can raise, and spend, the most money.
Campaign funding reform has been
discussed, and implemented, time and
again, but its not an easy thing to con-
trol. There are plenty of loopholes,
and it can be hard to track.
At the local level, though, it should
be easier and it should be regulated.
Last year, one local municipality
passed a pay-to-play ordinance that we
believe every town in New Jersey
should adopt.
Moorestown originally passed an or-
dinance to align its campaign contri-
bution limits to that of the state
$2,600 for professional business enti-
ties and $7,200 for political action com-
mittees. Residents complained,
though, and for good reason. Those
numbers were a substantial increase
from the towns original limits of $300
and $500, respectively.
After signatures were gathered op-
posing the change, Moorestown re-
versed the ordinance and returned its
contribution limits to the lower levels.
It was a good move, and one that we
encourage other towns to make, if
they havent already.
Were all for pay-to-play ordinances
that protect local towns from being
run by outside influences such as cor-
porations or other political entities.
Local politics, more so than any other
form of government, should be about
the residents of the town.
Local elections should be about the
candidates involved and what they
will do for the town and its residents.
Period. It shouldnt be about what
businesses want to see or political
machines want to see. Its about the
people.
We encourage all local councils,
commissions and committees in New
Jersey to pass regulations on contribu-
tion limits, if such regulations arent
already on the books.
Its election season, and as we watch
debates and read about issues from
candidates at the state level and hear
of even more trouble at the federal
level its hard not to lose confidence
in the honesty and integrity of politics
today.
But local elections and local politics
dont have to be that way, as long as we
control it.

granite that evoke images of the
two World Trade Center build-
ings, and embedded within the
ground of the memorial walkway
are 2,977 stars that illuminate at
night, one to represent each life
lost in the 9/11 attacks.
Mayor Randy Brown spoke at
the dedication ceremony and
used his time to remember all vic-
tims of the attacks, including
Evesham resident LeRoy Homer,
co-pilot of the hijacked United
Airlines Flight 93.
Brown also praised Eveshams
first responders, and said all too
often people take for granted the
safety provided by the townships
police and fire-rescue depart-
ments.
Of the police department,
Brown said it was one of the top
in the state.
I feel safe every night I go to
bed as mayor of this town,
Brown said. Chief (Christopher)
Chew, what your men and women
do and bring to work every day
its amazing and were thankful to
have every one of you.
Of the fire-rescue department,
Brown said no matter what time
the bell rings in a 24-hour period,
the men and women of the fire-
rescue are always ready for duty.
Under Ted Lowdens leader-
ship of many decades, the fire dis-
trict is the No. 1 fire district in the
state of New Jersey the amount
of calls that we get, the amount of
response time we have, is fabu-
lous, Brown said.
Also to speak at the ceremony
was memorial project manager
and Evesham Township Coun-
cilmember Bob DiEnna.
DiEnna spoke about all the in-
dividuals and businesses that
contributed their time and skills
to the project, and said any re-
maining balances would be
raised privately to ensure well
be able to say that the community
built it.
Also to speak was Lowden, the
townships fire chief.
Lowden said it was a heavy
burden to represent both the fire-
EMS and police departments re-
garding 9-11, as it turned the lives
of emergency responders from
first responders to first defenders.
We now have to face the ter-
rorist impact of being able to re-
spond to different emergencies,
many of which come not from
your heater room or from your
laundry room or from your neigh-
bor next-door, but from across the
oceans from people that we dont
even know, Lowden said.
In regard to the memorial it-
self, Lowden said the fire district
was proud to have it located in
front of the Main Street fire-
house, as 343 firefighters lost
their lives in New York in the 9/11
attacks.
Lowden also said the memorial
could be used to educate future
generations, such as a friend who
approached Lowden before the
dedication about how he was un-
sure of how to explain to his
young child how 9/11 occurred
and what it meant.
This memorial park is for peo-
ple to come and reflect and never
forget the sacrifices that were
made that day and the vigilance
that is required by us as a nation
to ensure that it never happens
again, Lowden said.

concern for the pace of develop-
ment programs in the township.
He said he understood the pro-
jected municipal tax benefit that
such an apartment complex
would bring to Evesham, but he
also questioned whether the
township had looked into how
school taxes might be affected
with the number of new school-
aged children who might move
into the complex.
What is important here is to
take a look at what the net effect
in terms of cost to the residents
between what the township is
going to realize in additional
taxes and what the residents are
going to have to pay for the addi-
tional cost of educating the stu-
dents that are going to be the re-
sult of all of these apartments,
DeAntonis said.
Mayor Randy Brown, who pref-
aced his remarks by saying he
was speaking for himself and not
the entire council, said most of
the apartments in the potential
complex would only be one- and
two-bedroom apartments, and
most of them would come with-
out any children, as studies have
shown such apartments attract
few families with children.
Your question is going to be
OK, well if we bring in 75 kids
out of that, Randy, thats just
going to blow the top off. Studies
have found that little to no chil-
dren go into one- to two-bedroom
communities, and these commu-
nities are usually constructed
without playgrounds, without
any of the amenities that chil-
dren are brought to, Brown said.
Township Manager Thomas
Czerniecki echoed Browns senti-
ments and said in his former po-
sition of township manager for
Eastampton, he encountered a
similar situation where it had a
240-unit-apartment complex
where it was contemplating a de-
velopment proposal, and Cz-
erniecki was able to prove the 240
units only generated 11 school-
aged children.
I demonstrated that those 240
units sat on 25 acres, and they
generated 11 school-aged chil-
dren, and that was the case actu-
ally eight years ago and that was
the case last month, Czerniecki
said. Eleven school-aged chil-
dren, 240 apartments.
Both Brown and Czerniecki
also referenced the demography
studies done by Rutgers Universi-
ty that found that only .02 chil-
dren come from every one- or two-
bedroom apartment, and said
that was the number most town-
ships and school districts use.
DeAntonis asked if the town-
ship or the school district had
done a similar study specifically
for Evesham, but Brown said he
felt enough studies had been done
and to do one more would be a
waste to the taxpayers of $25,000.
Brown also thanked DeAntonis
for asking great questions, and
lamented that more residents
were not in attendance as often as
in the past when residents and
school board members have
asked for more ratables to help
with school district budgets.
I wish there was more than
one resident at this meeting,
Brown said. Youre one repre-
senting 50,000, and I appreciate
you doing it.

1. How do you feel the township
has handled the number of aban-
doned properties in the township,
and what should be done in the fu-
ture?
The abandoned properties
issue began nationwide years
ago after the bottom fell out of
the housing market.
In Evesham, as more and
more properties began to be neg-
lected by the big banks and lien-
holders we knew that our town-
ship council had to act and act
swiftly.
We introduced legislation to
attack the abandoned properties
and go after the negligent lien-
holders. Through this legisla-
tion, we have begun to force the
big banks and lienholders to
clean up their properties and
even begin selling some of them
on our inventory.
The state Legislature and Gov.
Christie signed into legislation
recently the abandon properties
act.
This legislation now adds
some teeth to our township law.
This legislation,
which had to be
adopted by each indi-
vidual municipality,
will force big banks,
mortgage companies
and lienholders to
keep their properties
up to township stan-
dards or face $1,500 a
day in fines.

woman Deb Hackman, Council-
man Steve Zeuli, Councilman
Bob DiEnna and Deputy Mayor
Ken DAndrea voted unanimous-
ly to approve this legislation in
September 2014. The newly
adopted law states very clearly
that after the lienholder or
lender receives the list of re-
pairs/improvements from Eve-
sham Township, they must fix all
issues to township standards
within 30 days or face a $1,500 a
day fine. As you can tell, this
could add up quickly, so if ig-
nored by the lienholder for just
30 days, that would lead to a
$45,000 penalty.
Our message is very clear to
all banks, mortgage companies
and lienholders that are foreclos-
ing or have foreclosed on proper-
ties in Evesham Township, you
better keep these properties
clean and neighborhood accept-
able or risk losing the properties
via a massive amount of fines.
Evesham now has enacted the
toughest legislation in the state
regarding abandon properties
and will be enforcing the law
strongly. We are tired of these
lienholders showing a blatant
disregard for our beautiful com-
munities and neigh-
borhoods that make
Evesham Township
the greatest town in
New Jersey. We will
now hold them to the
high standard that all
the 50,000 residents
of our great town ex-
pect.
2. How important
are green initiatives,
and how should the
town utilize them for the benefits
of residents?
Since Mayor Brown was
sworn into office in July 2007,
our green energy programs have
continued to skyrocket. Under
his leadership and the leader-
ship of this current council, we
have emphasized the green ener-
gy programs like no other
prior council in the townships
history.
Brown in 2007 revitalized the
once dormant Environmental
Commission under the strong
leadership of John Volpa and Illa
Vassallo.
In the previous seven years,
many initiatives were created
and realized such as the preser-
vation of the Black Run Pre-
serve, township acquisitions of
open space in and around the
Black Run along with trails
through the Black Run.
Township recycling rates are
at their highest levels in history.
We have partnered with Burling-
ton County in single stream recy-
cling, which has shown signifi-
cant positive results already.
We have worked tirelessly
with not only the Pinelands, but
Mrs. Soboleskis class in the
preservation and new plantings
of trees in and around township-
owned facilities.
Evesham Townships use of
solar panels has saved taxpayers
tens of thousands of dollars
since installed.
Evesham has been a leader in
the state in not only green ener-
gy initiatives, but environmental
initiatives under Mayor Randy
Brown and the Evesham Town-
ship Council.

While redevelopment of the
townships abandoned proper-
ties doesn't happen overnight,
we believe the mayor and council
have slowed down the process
and hindered growth in our
town.
The number of abandoned
properties has continued to in-
crease, forcing the residents to
carry more of the tax burden.
We need to encourage business
growth in Evesham to keep taxes
stable because, just as residents
choose our town to raise their
families, businesses
make the same choice
for their customers.
We need to make sure
the administration is
more pro-active in
reaching out to new
businesses and devel-
oping programs for
ongoing business re-
tention and recogni-
tion.
Instead, the mayor
and council have interjected
their personal priorities and in-
terests into the planning and ne-
gotiations process.
Developers and planners need
to be allowed to do their job
while council provides guidance
and a vision for a smart, sustain-
able and vibrant redevelopment
of our commercial areas.
2. How important are green ini-
tiatives, and how should the town
utilize them for the benefits of
residents?
Adopting sustain-
able energy policies
and procedures can
help save taxpayer dol-
lars and are vital to
the future of Evesham
for residents and busi-
nesses alike.
There are many
steps we can take, big
and small, but we
should begin by con-
ducting an energy
audit to identify areas for poten-
tial savings and change, such as
enacting lighting efficiencies at
all township facilities to cut
down on energy usage while also
saving taxpayer dollars. When fi-
nancially prudent, the township
should utilize green purchasing
options. In addition, we must
take a comprehensive look at our
overall township development
and ensure that we are utilizing
sustainable practices so that
open spaces, farms and wildlife
are preserved from overdevelop-
ment to protect our lands for fu-
ture generations.
When developing along Main
Street and other commercial
areas, we should also keep in
mind the goals of encouraging a
healthy lifestyle, minimizing
traffic, creating beautiful land-
scapes and integrating mixed
residential and commercial uses
that can take advantage of pub-
lic transportation.
