Significant investment being made in UK road infrastructure
to support economic recovery & build capacity
Investment made on the basis of long term efficiency gains
Government recognise the importance of good asset
management as an enabler for efficient management of
infrastructure
Asset management principles must be used to make the
right investment decisions
Approach to the implementation of asset management is
varied good practice & lessons learnt being promoted

Why investment is needed
UK has roads based economy
Supports national and local
economic development
Ranked 24
th
in the world for quality
of roads
Legacy of under investment
10bn backlog in maintenance
Safe & serviceable road network
needed
Roads publically owned no
revenue raising powers

TC 4.1 Management of Road Assets
CT 4.1 Gestion du patrimoine routier UK road asset
Ageing networks with a significant
backlog of required maintenance
Increasing public expectations as
the public are increasingly informed
and demanding
Increased accountability to
customers and funding providers
Insufficient investment has an
impact on:
The asset owner
The public
The economy
Investment needs to be efficient &
sustainable

TC 4.1 Management of Road Assets
CT 4.1 Gestion du patrimoine routier Increased investment
Government investing 6bn in next 5
years in road maintenance for
Highways Agency
Removal of annualisation of funding
for Highways Agency
Local roads in England have a similar
settlement
Other UK road authorities considering
similar investment

At a strategic level in England the case for
investment has been made for the Highways
Agency & local roads
TC 4.1 Management of Road Assets

TC 4.1 Management of Road Assets
CT 4.1 Gestion du patrimoine routier Making asset
management work
Government supports the principles of
asset management
Asset management is the key enabler
to ensure effective and efficient
outcomes are achieved
Standards and guidance available
but each authority adopts largely
its own approach
This has potential to create inefficiency
Highways Maintenance Efficiency
Programme is addressing these issues
TC 4.1 Management of Road Assets

A common framework
Common challenges:
Understanding the asset &
its performance
Making the right strategic
& tactical investment
decisions
Getting buy-in from senior
decision makers
Adopting the right
procurement model

TC 4.1 Management of Road Assets
CT 4.1 Gestion du patrimoine routier
Asset knowledge
Good investment decisions rely on the right knowledge
appropriate data and information must be used
This must be used to develop appropriate and affordable
levels of service and maintenance standards
Must be accessible in appropriate levels of organisation
The Highways Agency are acquiring high quality, reliable,
repeatable and accurate data on all assets to support
investment and manage risk
Data
(network,
condition etc)
Information
(budgets, unit
rates etc)
Knowledge
to make

Operational delivery
Tangible benefits of asset
management will ultimately be
delivered by investing in the right
schemes
Good asset management is only
as good as the schemes that are
ultimately delivered
Treatment selection is often
driven by commercial behaviours
rather than good asset
management

Operational delivery
26
In the UK the model for road
maintenance varies but is
tending towards a performance
based approach for routine
maintenance particularly for
Highways Agency.
In the UK DBFOs (PFIs) are
performance based but may
not deliver long term value for
money gold plated.
Risk is for asset management
performance largely transferred
such as DBFOs.

TC 4.1 Management of Road Assets
CT 4.1 Gestion du patrimoine routier
Leadership & commitment
Too succeed senior decision makers should demonstrate
leadership and commitment to enable the implementation of
asset management.

Key issues:
Culture
Making the case for investment
Business case
Wider benefits economic benefits
Clarity in resources needed
Effects of investment strategy options (lifecycle
planning)
Evidence based case studies
Training - staff skills & resources
TC 4.1 Management of Road Assets
CT 4.1 Gestion du patrimoine routier
Conclusions
UK recognise significant investment needed in road
assets
The case has been made for Highways Agency in
England
Other strategic road authorities are following
The implementation of asset management principles is
key
Significant developments being made in UK but still a
long way to go
Key success factors
Long term commitment to funding key success factor
The right tools and common processes will create efficiency
in the long term
Developing staff competency and skills
