Forei&n Exc/n&e @iA The foreign e.change sanctioned b# the Reserve 1ank of /ndia covers the cost of maintenance abroad b# the "erson concerned. +ainl# it covers the cost of boarding and lodging) internal travel) tele"hones) tele. etc.) in the foreign countr# in accordance with the &.change *ontrol Regulations of the 1 Reserve 1ank. $o other allowance over and above the amount of foreign e.change sanctioned b# the Reserve 1ank will be admissible. /n case the foreign e.change is drawn from the blanket e.change it will be governed b# the rules "rescribed therein from time to time. @iiA /n case the foreign e.change is sanctioned b# the Bovernment of /ndia for s"eci0c "ur"oses like attending conferences) seminars) meetings etc.) the amount of foreign e.change sanctioned b# the Reserve 1ank of /ndia will be "urchased and given to the o-cial. /t will be the "ersonal res"onsibilit# of the "erson undertaking foreign travel to ensure com"liance of the foreign e.change regulations and to return back the unutilised foreign e.change as "rescribed under the Foreign &.change Regulations. @iiiA /n case no foreign e.change is sanctioned b# the Reserve 1ank of /ndia and the local hos"italit# is e.tended b# the host countr# the Federation will reimburse the e.change to the e.tent it is "ermissible to be "urchased at the air"ort before de"arture and e.change "urchased under foreign travel scheme. (owever) the amount of foreign travel scheme should not e.ceed the dail# rate "ermissible for the "ur"ose under the Reserve 1ank of /ndias regulations. 0(rc/#e of Exc/n&e @ivA &.change will be "urchased b# $%F&' from 1anks in /ndia authorised to deal in foreign e.change which will need "roduction of e.change "ermit) "ass"ort and "assage ticket. 0(rpo#e @vA Foreign e.change is released b# the Reserve 1ank of /ndia for the s"eci0c "ur"oses. /f it cannot be so used or the conditions "rescribed in the R1/ "ermit cannot be com"lied with) the e.change should be surrendered to an authorised dealer within the s"eci0ed "eriod through $%F&') and the ru"ees eCuivalent be de"osited in $%F&'. 9. "(rtilment of St+ %ccording to R1/ rules) e.change is given for a s"eci0ed "eriod of sta# abroad. /f sta# is cut short) foreign e.change entitlement will be "ro"ortionatel# curtailed and such e.cess e.change should be surrendered to an authorised dealer within the "rescribed "eriod on return to /ndia through $%F&'. 11. 0##&e To and fro "assage will be booked b# the shortest route in ru"ees in /ndia b# the airlinesD ) %dded vide ,.,. $o. 0!) dated 04.02.2002) and come into force w.e.f. 02.05.2002. shi""ing com"an#Dlicensed travel agents on "roduction of foreign e.change "ermit) to the countr#Dcountries s"eci0ed therein. 11. Appro$l for Forei&n Tr$el Travel shall be undertaken after "rior a""roval of com"etent authorit#. /n case of member of the 1oard of 'irectors) it shall be as decided b# the 1oard of 'irectors. /n case of em"lo#ees it shall be a""roved b# the +anaging 'irector. Travel should be undertaken onl# to the countries and for the "eriod a""roved b# the Reserve 1ank and the com"etent authorit# in $%F&'. For an# unauthorised halts no e.change will be utilised. 12. En2or#ement The "ass"ort must be got endorsed b# the authorised dealer for the "ur"ose and sale of e.change. 13. To(r Report ,n return from foreign tour) a re"ort about the visit will be submitted at the earliest and not later than one month for follow;u" action. 1!. Generl @iA ) 9ee"ing in view the continuing 0nancial constraints of the Federation onl# need based foreign tour kee"ing in view the interest of the Federation will be considered. /n case of foreign tour b# *hairman and +') clearance from the Bovernment of /ndia shall be necessar#. *hairmanD+' will be the com"etent 2 authorit# for sanctioning foreign tour to be undertaken b# other o-cers of $%F&'. Further it has been decided that for eEecting econom#) the guidelines being issued from time to time b# +inistr# of Finance and +inistr# of &.ternal %Eairs shall be a""licable in case of foreign tour undertaken b# $%F&'s 'irectors and o-cials. @iiA The foreign tour will begin from the time and date of de"arture from /ndia and terminate from the time and date of de"arture to /ndia. The utilisation of foreign e.change will be counted from the time of arrival in the destined foreign countr# u" to the time of de"arture from the foreign countr#. Foreign e.change will be admissible on "er diem basis irres"ective of the countries visited in a single da#. @iiiA %s regards matters not covered b# these rules) the "rovisions of &.change *ontrol regulations of the Reserve 1ank of /ndia from time to time about foreign travel shall a""l#. @iA /n case of doubt regarding inter"retation of these rules the decision of the 1oard of 'irectors shall be 0nal. >
