Cairo lies on the East bank of the River Nile stretching over 41.542 km. It is bounded in the North by Qalyubiya, and
Sharkeya, in the South and the West, by Giza and in the East by Suez governorate.

The foundation of Cairo city dates back to 358 H / 969 AD by the " ‫א‬ ‫א‬ ( ٩٦٩ − ٣٥٨) ‫א‬
Fatimid leader Gawhar El Sekly who laid the foundation of the city in ، ‫א‬ ،" ‫"א‬ " ‫א‬
the north of "Fustat" where it took him three years. He named it for ” ‫א א‬ ‫"א‬ ‫א‬ ،" ‫א "א‬
Al- Mansureya then later came the Caliph - El Muez Ledeen El Lah El
Fatmy – to rename it El Qahirah "Cairo", the vanquisher, and made it . ‫ א‬٣٤٠ ‫א‬ ." ‫"א‬ ،
the capital of his State. The city's total area at that time covered 340
feddans. ، ‫א‬ ‫א‬ ‫א‬ ‫א‬
Cairo is privileged with a unique strategic location that qualified it to ‫א‬ ‫א‬ ‫א‬ ‫א‬ ‫א‬ ‫א‬ ‫א‬
be the political capital of Egypt, besides its idiosyncrasy as a cultural, ‫א‬ ‫א‬ ‫א‬ ، ‫א‬
artistic, scientific, and historical capital of the Arab and the Islamic .( ‫א‬− ‫א‬− ‫)א‬
world. The governorate is one of Greater Cairo Region that includes
Cairo, Giza, and Qalyubiya governorates.
‫א‬ .٢ ٣٠٨٥,١٢ ‫א‬ ‫א‬
Cairo’s total area covers 3085,12 km2. It is considered one of the ‫א‬ ‫א‬ ‫א א‬ ‫א א‬ ‫א‬
governorates which comprises a sole city, and by large the biggest
Arab city and the most populated in Africa and the Middle East.

According to the preliminary results of the 2006 census, Cairo is ‫א‬ ‫א‬ .٢٠٠٦ ‫א‬ ‫א‬
inhabited by 7.8 million people and visited by 2 million Arabs, ‫א‬ ، ٢ ‫א‬ ‫א‬
Foreigners, and Egyptians daily either for health treatment, tourism, or . ‫א‬ ‫א‬
for business.

In dealing with the population growth problem in Cairo, the New ‫א‬ ، ‫א‬ ‫א‬ ‫א‬ ‫א‬ ‫א‬
Urban Communities Authority - an affiliate to the Ministry of Housing ‫א‬ ‫א‬ ،‫א‬ ‫א‬ ‫א א‬ ‫א‬ ‫א‬ ‫א‬
- embarked on extension in desert and built new cities as New Cairo
City, the closest city to Cairo, and one of the third generation cities ‫א‬ ‫ א‬، ‫א‬ ‫א‬ ، ‫א‬ ‫א‬
that was established by virtue of presidential decree No 1991/2000. . ‫א‬ ،٢٠٠٠ (١٩١) ‫א‬
The governorate hosts several industrial zones that make it a haven
attracting capital, which could be invested to develop the national ‫א‬ ‫א‬ ‫א‬ ‫א‬ ‫א‬ ‫א‬
industry and enhance its competitiveness on the local and international ‫א‬ ‫א‬ ‫א א‬ ‫ א‬، ‫א‬ ‫א‬
levels. Some of these industrial zones are located in El Basateen, El ،‫ א‬، ‫א‬ ، ‫א א‬، ‫א‬ ‫)א‬: ، ‫א‬
Waily, Heliopolis, Helwan, and the duty free zone in Naser City, as
well as in the new industrial zones in the newly established cities
، ‫}א‬ ‫א‬ ‫א‬ ‫א‬ ( ‫א‬ ‫א‬
namely; Obour, Qatameyah, Badr, and El Amal. The governorate has ‫ א‬، ‫א‬ ‫א‬ .{ ‫א‬، ، ‫א‬
a solid base of strategic and consumer industries such as iron and ‫ א‬، ‫ א‬، ‫א‬ ‫ א‬، ‫א‬ ‫ א‬، ‫א‬ ‫א‬
steel, cement, military equipment, electric appliances and cars, as well . ‫א‬
as textiles and ready-made clothes.

Cairo embraced several civilizations across history including the ‫א‬ ‫א‬: ‫א‬ ‫א‬ ‫א‬ ‫א‬ ‫א‬
pharaonic, the Roman, the Greek, the Coptic, and the Islamic. ‫א‬ ‫א‬ ‫א‬ ، ‫א‬ ‫א‬ ‫א‬ ‫א‬
Moreover, these civilizations have left behind landmarks such as:
Mary Tree, the Hanging Church, El Azhar Mosque, Salah El Din ، ‫א‬ ، ‫א‬ ‫ א‬، ‫א‬ ‫ א‬، : ‫א‬
Citadel, Khan El Khalili area. Cairo also includes some modern ، ‫א‬ ‫ א‬، ‫א‬ ‫א‬: ‫א א‬ . ‫א‬
highlights such as: the Egyptian Museum, the Islamic Museum, the ‫ א‬، ‫א‬ ، ‫א‬ ‫ א‬، ، ‫א‬ ‫א‬
Coptic Museum, Mohamad Ali Mosque, the Japanese Garden, El
Gezira Tower, the International Garden, the Military Museum October ‫א‬ ‫א‬ ، ‫א‬ ، ‫א‬ ‫ א‬، ‫א‬
War Panorama, Cairo International Conferences Center and the Opera .‫א‬ ‫ א א‬، ‫א‬
House.

To enhance the management mechanisms and maximize the benefit of ‫א‬ ‫א‬ ‫א‬ ‫א א‬
ICT utilization in an effort to overcome problems of local − ‫א א א א‬ ‫א‬ ‫א א‬ −
development administration at all the governorate's bureaucracy, the ‫א‬ ‫"א‬ ‫א א‬ " ‫א‬
Administration Modernization Program was launched adopting
electronic applications in developing business and administrative
‫א א‬ ‫א א‬ ‫א‬ ‫א א‬ ‫א‬
activities to provide a high quality service for citizens. This program ‫א א‬ ‫א‬ : ‫א‬ ، ‫א‬
includes five projects, which are intended to: develop the work system ، ‫א‬ ‫א‬ ، ‫א‬ ‫א‬ ،
in the governorate's Main Department (Diwan Aam), and in regions ‫א‬ ‫א‬ ‫א‬ ، ‫א‬ ‫א‬ ‫א‬ ‫א‬
and districts, establish an electronic portal for Cairo governorate,
build, activate, and link GISs, as well as linking areas, districts, and . ‫א א‬ ‫א‬ ‫א‬
subordinate bodies to the governorate's Main Department.

The following are the main investment elements available at
the governorate:
1. Nine industrial zones established under Law No.8, 1997
concerning investment guarantees and incentives serviced
with basic infrastructure.
2. Unique location and competitive advantages, in addition
to availability of skilled labors with reasonable wages.
3. Raw materials (marble - basalt - clay - sand glass), and
river transportation.
4. The existence of investment one stop - shop in the
governorate aiming to scale down the establishment
period as well as reducing its fees.
5. Lands free of charge for investors.
6. Public transportation lines that connect the industrial
