ASEANs Comunal Water System as the Clean Water Supplyer in a Rural
Water is a basic element of a multi-purpose nature that is needed by humans
to perform their daily activities, such as bathing, cooking and others. However, in the implementation of fulfillment this clean water can not reach the hole layer of society arround ASEAN. Based on Central Bureau of Statistics (2007), there are still 21.1% of the people in Indonesia who are still experiencing water shortage problems. Not only in Indonesia, few region in South East Asia experience this pure water crisis, so there is alot of people who live in a rural must buy the clean water with the expensive price. ASEAN as regional organisation in South East Asia was really care about enviroment is problem especially water crisis, has a thought to make clean water supplying system which can be reach by people who live in a rural with the comunal water system. The comunal water system is a system of supplying clean water who be able to produce water in small capacity and can be done by an individual or just a cluster people ( a certain community), exclusively, and can not be acces by an individual or another grup of individual which not included in a districk community. This comunal water supplyer system appear because the unsuccesful of the local goverment to fulfill the nesecity of clean water to the society, meanwhile the individual water supplyier system in those enviroment cant not be fulfilled. This comunal water system was focused in the coastal area in order to take advantage of sea water as the rich resources which is very rare to get clean water. The salt water from the sea can be changed by the filter system and sanitation regulation using the filter which will be regulated and helped by ASEAN into the people who live in rural. The society in rural coastal area will be given an assist such as filter equipment to sea water and also be given a direction and a control from ASEAN so be able to get the clean water. This comunal water system can be done in every house, so that every house can produce and fulfill that clean water itself. Strategic steps to implement this idea for ASEANs comunal water system as the clean water supplyer in a rural are first, making the installation of public water system, quality and discharge rate water sources, operation and maintenance, cost recovery. Second, capacity building and community and institutional capabilities, the ability of the management, retrieval and decision making, knowledge and expertise. The position of public trust in local institutions, autonomy, supportive leadership, system for learning and problem solving. Third, environmental conservation: protection on water resources; building maintenance / clean water. Fourth, networking with every country in ASEAN and use good technology.
