SITE PLAN AND APPEARANCE REVIEW COMMITTEE (SPAARC)
MINUTES
October 15, 2014

Members Present: S. Berg, L. Biggs, I. Eckersberg, J . Ferrera, M. J ones, M. Klotz,
J . Nelson, L. Pearson, C. Ruiz, M. Tristan,

Staff Present: E. Cholewa, D. Latinovic

Presiding Member: M. Muenzer

A quorum being present, Chair Muenzer called the meeting to order at 2:33 p.m.

New Business:

1) 1513 Greenleaf Street Recommendation to ZBA
Request for special use approval for a Single Family Detached Dwelling located in the
B1 Business District.

GENERAL DISCUSSION:
Chair Muenzer explained the process to the applicant. Details from the application were
discussed and other issues were raised:

Ms. Biggs raised concerns regarding water drainage. Contours suggest that
additional impervious surfaces will result in increased water running down the west
side of the property. A civil engineer should be consulted to address issues.
Ms. J ones agrees that this area is more residential and businesses tend to be more
private/quiet. Propertys mid-block location strengthens proposal for residential use
Mr. Berg noted that secondary means of egress are required for bedrooms. Mr.
Rosenbaum pointed out where such features were already present and said it would
show better on future site plans.
Mr. Berg also stated that sprinklers are necessary. Mr. Nelson advised that the
applicant may need to address the size of the water service, which only needs to
meet residential standards.
The committee expressed concerns over the screening material, which has not yet
been selected. The final selection can be considered during the final plan review if
the project is approved.

Ms. Pearson moved to recommend approval of the variance with the conditions
that a civil engineer be consulted about drainage issues and the parkway be
returned to a residential nature, seconded by Mr. Nelson.

The Committee voted unanimously 10-0 to recommend approval of the variance.

Other Business
APPROVAL OF MINUTES FROM SEPTEMBER 24, 2014 and OCTOBER 8, 2014

Mr. Berg moved to approve the minutes of the September 24, 2014 and October 8,
2014 meetings, seconded by Mr. Nelson.

The Committee voted unanimously 9-0 with 1 abstaining to approve the minutes.

The meeting adjourned at 3:07 p.m.
