As Valley County Commissioner Dave Pippin


stated in a recent letter, There has been a great deal of
articles with ambiguous information...
Dale Benders slamming of Joe Horn in the Buzz is
right along those lines, nothing but a frivolous opinion.
Its a few jaundiced citizens of Valley County who
have brought on the mudslinging, a.k.a. as American
as Mississippi mud (perhaps in these parts its Milk
River Mud). And you may even want to think back and
remember who fired the first shot.
Personally Im sick of all this negativity as are the
rest of the Buzz readers as well as the candidates
themselves. As Officer Horn says: Treat people the way
you want to be treated.
Both Sheriff Glenn Meier and candidate Joe Horn
have much invested, have ran clean campaigns and both
deserve a fair shake.
Perhaps shame on the Buzz for printing these
letters, but who are we to deny American citizens their
first amendment rights in the heat of politics?

Do I believe that any of this negativity will determine
the outcome of an election? In my opinion, nope. The
vast majority of the voters already had their minds set
long before any of the mudslinging ever began It has also
been known to rub voters the the other direction. ~ KJS

Letter to the Buzz


ST. MARIE ASSOCIATION MEETING

I along with 105 other NVCCA (North Valley County


Condo Assoc.) condo owners in St. Marie received an
invitation by mail to a meeting on Nov. 12th. at the
Shelton residence. Im a bit puzzled because NVCCA is
whats stated on my property deed, yet some folks say it
doesnt exist or was never filed legally....while others say
its legal, just inactive. It was filed as an incorporated
association on Mar. 22, 2002. The Shelton letter states
106 plus unit owners in the unincorporated North
Valley County Condo Association. The plus tells
me that 750 unit owners outside of SMCA and the
unincorporated tells me that some are attempting
to create a new association since NVCCA was filed
incorporated. Now lets look at the 5 item agenda:
1. Read and study a Luxan and Murfitt letter (attorneys
for St. Marie Condo Assoc.) before the meeting and be
prepared for discussion. That letter was a response to
a letter from Merrill Frantz/DTM, Terry-Lee/proxy for
NSM, and Marv Bethea. Is this the reason for the plus
bringing in others outside of NVCCAs 106 members?
2. Organize our Association of Unit Owners,
unincorporated. Apparently this does not mean
NVCCAs 106 members who are incorporated.
3. Look at options to move ahead on our collective title
problems. Who is the attorney that will provide legal

I would like to thank the members of the VFW Post 3107 for hosting the French
Knight Legion Honor Award ceremony held last Tuesday. Special Thanks to
Laurence Markarian, Honorary Council of France for the State of Montana,
for traveling from Hamilton to present this award to me and my fellow WWII
Veterans. I am grateful to Bill Sugg for nominating me for this award and for his
part in organizing this event. Thanks, also to the WFW Womans Auxiliary for the
wonderful meal they prepared that was provided after the ceremony. Finally, I
would like to thank my friends and family for sharing this special day with me. I
am humbled and honored to have received this prestigious award.

about new by-laws that fit our unincorporated status.
What Association? What Declaration filed? Are all 106
NVCCA members obligated to legally participate in
these activities or is it optional? Are all 750 unit owners
outside of SMCA included in this effort? Is this similar
to the previous Covenant Owners debate?
5. General discussion and venting of opinions? OK,
but of what real value compared to legal advice? How
about less of Ipse Dixit (unsupported assertions) or
I say, therefore it is. ....... and more of Ipso Jure (by the
law itself). Operation of the laws and statutes and their
results as interpreted by qualified lawyers or judges and
ruled upon results.
I will be out of town during the week of Nov. 12th
but will provide Mr. Shelton with letters, documents,
and other correspondence pertaining to Valley Park
Liquidating Trust, North Valley County Condo
Association, and letters from the State of Montana as
well as an informative Buzz article written by Pat
Kelly alluding to NVCCA. I expect to see a copy of
closely taken notes from that meeting of the 12th when
I get back. Like Mr. Shelton, I too own property in both
SMCA and NVCCA associations. If progress is made
in cleaning up St. Marie property titles, I say BRAVO.

I dont make promises I cant keep. Im understanding, compassionate, committed and want to see
people succeed in life. Ive been an acting Justice of the Peace and I would have minimal conflicts of
interest in the future. When the doors open at 8 a.m. I will be there until the days work is done.
The past seven years as clerk for the Justice of the Peace, Ive gained the experience and working
knowledge of the job. I have filled in for past judges when needed. I would be able to continue with the
job. Training would be minimal as I have attended numerous training sessions. By using Full Court on
a daily basis, by entering civil cases, citations, importing, and getting the initial appearances ready. The
experience of jury and bench trials, both criminal and civil and continue to learn as every case is unique.
