Sub: Violation of transfer policy and non-repatriation/transfer of due officers from Vizag to
Hyderabad-reg.
Madam,
It is submitted with due regards that the officers are always rotated/transferred/repatriated between
Hyderabad and Vizag Zones in terms of Inter-Zonal Transfer Policy. As per the policy, the officers
transferred to Vizag Zone on promotion or rotation are always to be repatriated back to Hyderabad Zone
after completion of the prescribed tenure.
2. An excellent Inter-Zonal Transfer Policy was put in place during the year 2013 by the
administration in totally transparent & democratic manner after due consultations with the staffside
transferring & repatriating the due officers. However, the policy has not been followed this time in the
transfer orders given as part of Cadre Restructuring implementation as detailed belowi) In terms of Para A (a) of the policy, the officers completing the tenure of two years are to be
repatriated back to Hyderabad Zone from Vizag Zone as and when the vacancies are available. Around 300
Officers have been promoted to the post of Superintendent in Hyderabad Zone during the month of
October, 2014. There are around 30 Superintendents who are waiting for repatriation to Hyderabad from
Vizag on completion of their tenure as on date but these officers have not been repatriated.
ii) Normally the practice is to send the officers on promotion to Vizag Zone and bring back the
tenure-completing officers to Hyderabad Zone. But all the newly promoted officers of Hyderabad Zone
except around 15 have been retained in Hyderabad city without repatriating the tenure-completing officers
to Hyderabad from Vizag. There is no provision in the policy to retain the newly promoted officers in
Hyderabad Zone.
3. Our Hyderabad Unit has written several letters to your goodself but, unfortunately, the
administration has paid no heed to these communications. This kind of indifferent attitude of the
administration demoralizes the officers affecting the working atmosphere adversely.
4. In view of the above, it is requested to kindly repatriate all the tenure-completing officers to
Hyderabad from Vizag as per the policy as well as well-established practice.
