Encountering Problems in Connection with Parking

PROBLEM

When Baguio City was built by the Americans, it was only intended to shelter a
population of 25,000 but as time approaches and 100 years passed, the population has now
reached over 300,000 with the citys infrastructural development being left behind such as
innovative building designs and management of problems.

With the growing population of Baguio City, problems are being faced such as
environmental degradation and road congestion brought about by the increasing population of
people and their cars.

Based on the graph, approximately 44 % of the respondents said they have a


policy but these policies are not properly implemented. About 40% of the respondents were not
sure if they have policies or none. 16% of the respondents said they have no policies regarding
parking.

According to the graph, approximately 72% of the respondents said that there are
crimes that occurred that involves carjacking in the locality and about 28% said there were none.

From the graph, approximately 82% of the respondents said that they encounter
problems about parking in their barangay and about 18% of the respondents said otherwise.

This project concentrates on the problem of parking spaces in Barangay Poliwes, Camp
8, Baguio City. Many roads in Baguio City are narrow in such a way that cars can only pass one
at a time.

Everyone in the community is affected by this problem students, professionals, smalltime business owners and many more. When an accident occur police mobile and ambulance
find it difficult to pass because cars which are parked on the side are hindrances in the way.
When it comes to business, closed vans also have difficult time passing through this narrow
roads, as a result, they may not be able to reach their quotas and instead of going home early they
need to work overtime.

The impact of this problem to the people on the congestion of roads is that people with
vehicles find it difficult to pass through roads and our Public Utility Vehicles are also hard up in
passing because the roads are being used as parking spaces.

This problem needs immediate solution so that people wouldnt be bothered in passing
through roads and it will be easier for them an in case of emergencies they can pass easily.

EXISTING POLICIES

There are policies regarding parking on barangay roads.


City Ordinance no. 25 Series of 2011 which prohibits cars for sale to be parked at any
time, on anywhere as long as it is public space. This of course refers to cars parked only for the
purpose of advertising their car to be sold. Anyone doing otherwise is an offender of the policy
and will be reprimanded a fine of the minimal fee for parking violations, which is 200 Php.
ADVANTAGE
It lessens car congestion in public
areas. It gives more space in roads.

DISADVANTAGE
This ordinance is not well
implemented.

Another policy regarding parking is the Ordinance number 21 series of 2011 which
states the prohibition on General Luna Street at any time. Any driver doing otherwise will be
seen as an offender and be given the mandatory penalty of payment of at least 200 Php.

ADVANTAGE
It lessens car congestion in
General Luna.

DISADVANTAGE
It is only implemented in General
Luna.

Another policy regarding parking is the City Ordinance number 20 series of 2011
which states the prohibition of parking within the roads of Apugan to Milton.
ADVANTAGE
It decreases road congestion in
Apugan Road to Milton Road.

DISADVANTAGE
This ordinance is only
implemented within the roads of
Apugan to Milton.

ALTERNATIVE POLICIES

1. Ordinance number 25 series of 2011


Prohibits cars for sale to be parked at any time, on anywhere as long as it is public
space. This of course refers to cars parked only for the purpose of advertising their cars to be
sold. Anyone doing otherwise will be reprimanded and the following fines and punishment
will be done:
First offense a fine of 500Php
Second offense a fine of 1000Php with 72 hours of community service.
Third offense a fine of 1500Php with confiscation of plate.

ADVANTAGES
Prevents long term car parkers that
leave their vehicle in a spot for
long periods of time in order to get
their product noticed. Therefore
reducing the traffic congestion
caused by cars being parked that
are for sale. Less prone on car high
jack or car napping

DISADVANTAGES
Not many cars parked in public
space are parked for sole reason
of getting their product noticed by
the public.

2. Prohibiting the parking of all types of vehicles on any portions or sidewalk from 6:00 am
to 6:00 pm. Anyone doing otherwise will be reprimanded and the following fines and
punishment will be done:
First offense a fine of 500Php
Second offense a fine of 1000Php with 72 hours of community service.
Third offense a fine of 1500Php with confiscation of plate.

ADVANTAGES
Prevents traffic and congestion of
roads during rush hour.

DISADVANTAGES
Car owners still parks their cars
during the said hours even if they
know that it is prohibited.

3. Implement a curfew for car parking that allows them to park at hours of 8:00 pm to 4:00
am. Anyone doing otherwise is an offender of the policy and will be reprimanded and
the following fines and punishment will be done:
First offense a fine of 500Php
Second offense a fine of 1000Php with 72 hours of community service.
Third offense a fine of 1500Php with confiscation of plate.

ADVANTAGES
Tourists that come to the city can
park cars during the said hours.

DISADVANTAGES
Unattended cars can be a price for
criminals.

ACTION PLAN
A. Steps for implementation
1. Make a campaign informing the citizens concerned with the problem.
2. Talk to the barangay officials about the proposed policy.
3. Presentation of the proposed policy to the authorities concerned.
4. If the policy is approved, the information will be handed down to the business
or establishment owners and BCPO-TMB.
5. It is up to the Barangay Council when to implement this said policy but our
group suggests implementing this in one year time in order for the authorities
to find possible loopholes in this policy, disseminate information and for the
people who are concerned to adjust.

Letters of agreement and information will be handed to car owners
during annual inspection. Once signed, the letters would be stored and
used for legal purposes.
