NATIONAL FOREWORD
(Adoption clause to be added later on).
This specification is complementary to the other parts of IS/ISO 20474. Directorate General of Mines
Safety, DGMS, is the Indian Government Regulatory agency for safety in mines and oil-fields. Heavy
Earth Moving Machinery used in the mining sector is covered under DGMS rules and regulation. This
standard has been prepared in consultation and in agreement with DGMS.
While implementing this standard, compliance with statutory regulations shall be ensured.
Earth- Moving Machinery Safety is covered under 20474. This standard has 14 parts, the other
parts in the series are:

Scope

This standard covers exceptions and requirements additional to the safety requirements for
earth-moving machinery given in other part of IS/ISO 20474, in conjunction with which it is
intended to be used. These provisions are specific to India and relate to laws, directives or
regulations in force in the country.
Note : At present it covers India's specific requirements of IS/ISO 20474 Part 1 to Part 6
only. The requirements for Part 7 To Part 13 of IS/ISO 20474 will be added later.
2. ReferencesThe Indian Standards listed in Annex A are necessary adjuncts to this standard. At the time
of publication, the editions indicated were valid. All standards are subject to revisions and
parties to agreements based on this standard are encouraged to investigate the possibiltity of
applying the most recent editions of the standards indicated in Annex A.

4.3.1.1

Replace the first paragraph with the following:
Machines shall have a canopy or cab would be an optional requirement.

4.3.1.5

Provision shall be made to store the operators manual on the machine e.g. storage pocket,
compartment in the toolbox.

4.3.2.5

The minimum space envelope height R1 as defined in figure 5 of IS/ISO 3411 and measured
from the seat Index Point (SIP) as defined in IS 11113 shall meet the values given below

The minimum dimensions given above are also required for machines having a front or rear
window which are located (in an opened position above the operators seat.
4.3.2.6

If a heating system is fitted it shall either:


a) comply with ISO 10263-4 or
b) have the capability of increasing the temperature of the air inside the cab and maintain a
temperature of + 18oC at expected ambient temperature the machine is intended for. The
minimum capacity of the heating system shall have a T of 25oC ( T of 25 K) within 30
min. The test shall run starting with the engine at working temperature as specified by the
manufacturer. Measurement of the system capacity shall be made at three points. The three
points shall be located in a vertical plane through the SIP and parallel to the longitudinal axis
of the machine as follows:

1) at filament position centre-point as defined in IS/ISO 5006;
2) at the SIP as defined in IS 11113;
3) 100 mm above floor plate and 600 mm in front of SIP.
The ventilation system shall be capable of providing the cab with filtered fresh air at a
minimum 43 m/h. The filter shall be tested according to ISO 10263-2.

Replace the second paragraph as follows:
Windows shall be made of safety glass complying with requirements of IS 2553 (Part 2).
Add the following
Front window(s) shall be fitted with motorized windscreen wiper(s) and may be fitted with a
washer

"For the seats of compact machines, the following applies:
a) either the fore and aft adjustment (see ISO 11112:1995, Table 1, l2) shall be at least 35
mm or the corresponding adjustment of frequently used operator controls shall be provided;
b) vertical adjustment (ISO 11112:1995, Table 1, h1) is not required."
If operators effect seat fitted with a suspension system it shall be tested in accordance with
ISO 7096 to minimize the vibration to the operator
As per ISO 2631-1, below is the frequency level for human comfort zone as test procedure.
ISO 2631-1 is also covered under ISO 7096.
- 0.5 Hz to 80 Hz for health, comfort and perception, and
- 0.l Hz to 0,5 Hz for motion sickness.

4.5.1

NOTE: ISO 7096 also covers ISO 10326-1 and ISO 2631-1 requirement as reference.
Delete the following:
"g) for the safety -related functions of control system(s) having no electric components, the
principles outlined in ISO 13849-1 are followed, or methods giving similar protection are
applied."

4.5.2

Add the following


Starter shall be shielded according to SAEJ 1493 to prevent hazard of bypass starting of
machine and shall has neutral start protection.

4.7(a)

Braking Systems Add the following


Construction Equipment Vehicles falling under the purview of CMVR, shall additionally
meet the requirements specified under CMVR (96A)

4.8.1

Operators Field of View add the following


Rear View Mirrors fitted on Construction Equipment Vehicles falling under the preview of
CMVR, shall additionally meet the requirements specified under CMVR

4.8.2

Lighting, signaling and marking lights, and reflex-reflector devices Add the following
For earth-moving machinery falling under the preview of CMVR, Signaling devices,
lighting, marking lights and reflex-reflector devices shall comply with CMVR Rule 102,
103, 104, 105,106,107,108,109,111 and 124
Machines shall be fitted with lights to enable operations in darkness.
Work lights and reflex-reflector devices shall comply with ISO 12509. Lighting, signaling
and marking lights, if provided, shall comply with the appropriate clauses of ISO 12509.

4.9

Warning devices and safety signs


The earth-moving machinery shall be equipped with
a) an audible warning device (horn) controlled from the operator's station and tested to
compliance with ISO 9533
b) Reverse Audio Visual Alarm shall comply with IS 13947
c) Electric Horns shall comply with IS 1884
d) Safety signs and hazard pictorials in accordance with IS/ ISO 9244.

4.11

4.13.1

Earth-moving machinery with working equipment and/or attachment and optional equipment
should be designed and constructed so that stability is provided under all intended operating
conditions, as specified by the manufacturer in the operation manual.
Devices intended to increase the stability of earth-moving machinery in working mode (e.g.
outriggers, oscillating axle locking) shall be fitted with interlocking devices, e.g. check valve
which keeps them in position in case of hose failure or in case of oil leakage.
Add the following:
For earth moving machinery sound pressure level at 15 m from the source shall not exceed
85 dBA. For operator shall not exceed 80dBA.

4.15.6

Each Earth Moving Machinery shall affix labels specifying Exterior & Operator Levels
noise limit.
Stabilizers, outriggers or other moveable devices that can move (e.g. due to drift or internal
leakage) outside of the lateral projection of the machine during transportation or travelling
shall be secured in their transport position.
Instructions for secure locking shall be provided in the operator's manual.

4.16
4.17.1

Earth-moving machines shall comply with EMC requirements as specified in ISO/DIS


13766-1.
Delete the following:
Safety-related machine control systems using electronic components shall comply with ISO
15998 or other standards providing equivalent integrity.

As per ISO/DIS13031
The engine compartment shall be guarded against unauthorized access such as:
a) a locking device;
b) an installation that requires the use of a tool or key;
c) a guard latch control inside a lockable compartment (e.g. cab).
For Dumpers and Dozers refer to specific parts of IS/ISO 20474

Replace existing with the following
Clause 4.3.2.9 of IS/ISO 20474-1:2008 shall apply. Machine shall be fitted with a
motorized wiper(s) for the rear window(s). No motorized wiper(s) are required for
skid-steer loaders and loaders with a cab width 750 mm, measured outside of the cab
to the height of the SIP (seat index point).

4.5.2

Clause 4.3.4 of IS/ISO 20474 -1 shall apply

4.5.6

Add the following:


Clause 4.4.1.5 of IS/ISO 20474-1 applies with the exception that the safety bar, see
4.5.4 can be used as a restraint system provided that the test criteria of ISO 6683 are
met.

4.6.1

Clause 4.11 of IS/ISO 20474-1 shall apply with the additions given in 4.6.2 to 4.6.7
below.
All rated capacities as defined hereafter are based on tests and/or calculations of
machines being on level and firm supporting surface.

4.6.2

Boom lowering control device as defined in ISO 8643 is not applicable for loaders
The rated operating capacity shall be determined according to ISO 14397-1.
The volumetric rating of bucket shall be determined according to IS 12206.
NOTE - The mass, volumetric rating of bucket and density of the material have to be
taken into account when the bucket capacity is selected for a specific
application.

device from the backhoe operation position.

The rated lift capacity for a backhoe loader used in backhoe application with a
bucket or shovel shall be determined in accordance with Annex B as the value
according to B 6.
The volumetric rating of the bucket shall be determined according to IS/ISO
7451 or IS12206
Note The mass, the volumetric rating of the bucket and the density of the material have to be taken
into account when a bucket is selected for a specific application.

The excavator seat shall be equipped with an operator restraint system that meets
the requirements specified in ISO 6683.
Seat with suspension system shall be provided except for Compact Excavators

A swing brake shall be provided to decelerate the rotation of the upper structure
and to bring it to a stop in any position. The swing brake may be an integrated part
of the swing control system (ex using the torque provided by the hydraulic motor) or
by means of specific system or device (ex a frictional brake electrically, hydrostatic
or other hydraulically operating brake)

Hot and Cold zone shall be separated by Baffle plate.

Dumpers shall comply with the safety requirements and/or protective measures of
ISO 20474-1 in as far as those are not modified by the specific requirements of this
clause or ISO 20474-14.
In case of loss of energy, lowering the body to the transport position frame shall be
possible in a safe way without special tools, e.g. by a manually operated valve.
A device shall be provided to lock the Steering in a rigid position during service
maintenance and other non-operational purposes to ensure that the tyres do not
move inadvertently.
The device shall withstand a force of 1.2 times the maximum steer input force that
can be generated.

ANNEX B (Related to ISO 20474-4)

Test method for backhoe loader lift capacity at the backhoe portion
NOTE: This annex specifies a test method for determining the backhoe loader capacity when used in backhoe
application.
B.1 Terms and definitions
B 1.1
Anchorage point
Vertical point below the lifting device where the load force is applied or transposed.
B 1.2
Hydraulic holding circuit pressure
Maximum static pressure in a specific circuit, limited by relief valve at a flow no greater than 10% of rated
circuit flow.
B 1.3

Static load at the balance point
B 1.4
Hydraulic lift capacity
Maximum load that can be lifted at the bucket hinge pin with any hydraulic circuit activated, limited by the
working circuit hydraulic pressure.

lift point radius
horizontal distance between the bucket hinge pin and the swing pivot centre.
B 1.6
Balance point
Point at which the moment acting to overturn the machine with a specific load and lift point radius is equal to
the moment of the machine available to resist overturning.

Overturning moment
Moment when the balance point is reached
B 1.8
Test force
Force applied to the load cell either by test weight or by applying hydraulic means.
B 2 Apparatus
The apparatus shall comprise the following and with tolerances as specified in ISO 9248;
-

Load cell or force transducer appropriate to the magnitude of the load to be measured;

Wire ropes and shackles, pulley, safety chains and adjustable anchor point (e.g. slide rail);

Pressure gauge:

Means for measuring linear dimensions.

Test site

The test site shall consist of a substantially level (2% inclination), hard surface, preferably concrete, with
anchor point and sufficient space for the load cell.
B 4 Preparation for test
B 4.1 General
The machine shall be clean and equipped according to the manufacturers specifications.
The machine shall be equipped with an attachment bracket if applicable (but no attachment). The machine shall
have the tyre inflation and tyre ballast as specified by the manufacturer. The fuel tank shall be filled to 50%
capacity.
Prior to testing, the engine and hydraulic system shall be at the normal working temperature, and the hydraulic
system pressure(s) shall than be checked for compliance with the manufacturers recommended hydraulic
pressure setting(s)
B 4.2 Position
The machine shall be positioned on the test site as follows:
a)

In the least stable position (e.g. fully side-shifted and /or fully articulated);

b) The oscillation of the articulated steering joint (if any) shall be locked;
c)

If the arm can be articulated horizontally, it shall be in the straight position;

d) Stabilization devices shall be engaged according to the manufacturers specifications.


Outriggers and loader bucket shall be in a position so that the wheels just clear off ground.
B 5 Capacity test
B 5.1 Load cell
A load cell shall be installed between the excavator bucket hinge pin and anchorage points, vertically below the
hinge pin.
B 5.2 Position of boom/arm
The boom/arm shall be so positioned that the line between boom hinge pin and bucket hinge pin is horizontal
when the force is applied.
B 5.3 Test procedure
B 5.3.1 Step one
The test force shall be progressively applied until either;
a)

The tipping load is reached or

b) The hydraulic holding circuit pressure is reached.


B 5.3.2 Step two
After completion of step one, the hydraulic lift capacity (as defined in B 1.4) shall be measured.
B 5.4 Verification

The following shall be measured and recorded:
a)

The lift point radius;

b) The tipping load;


c)

The hydraulic holding circuit pressure;

d) The hydraulic lift capacity;


B 6 Rated lift capacity in bucket or shovel application
The rated lift capacity for a backhoe loader used in bucket or shovel application shall be determined either by:
-

75% of maximum load according to B 5.3.1 a) or

Hydraulic lift capacity according to B 5.3.2

Whichever is less
B 7 Rated lift capacity in object handling
Rated lift capacity in object handling shall be determined either by:
-

75% of maximum load according to B 5.3.1 a) or

87% Hydraulic lift capacity according to B 5.3.2

Whichever is less
B 8 Rated lift capacity with attachment
The rated lift capacity shall be determined with the backhoe in the centre position at maximum lift point
radius, minus the mass of the attachment. Backhoe loaders with side shift shall be measured both with the
backhoe in the centre position and fully side shifted.
