1 General information:

Digital Turbine Governor System of the A Luoi hydro power plant. The
solution described is based on the work package definition and later
discussions.

For safety reasons no storage devices with moving parts are used. In
order to be able to operate the governor without problems even after a
power failure, the actual status of all adjustable parameters is stored in
resident memory and on a non-volatile storage volume (MMC).
The required input and output modules are assigned according to the
specific plant functions.
In order to detect breakdown or disturbances of the digital turbine
governor, a watchdog relay is provided to release protective functions
(emergency shut down).
3.1.2 Local control panel
The operation of the turbine governor is done by an operating panel.
This unit includes a liquid crystal display (LCD) with graphics
capability and a membrane keyboard with programmable
function keys and a numerical input field. The operating panel is
connected to the governor controller via bus interface (MPI).
3.1.3 Output amplifier for proportional valve control
Digital output amplifier for the control of the positioning devices are
delivered. On them the opening setpoint is compared with the opening
actual value (4-20 mA) and, depending on the difference, the pertinent
servo valve is controlled via an adjustable gain (positioning control
loop).

For signal exchange with outside supplies, floating contacts are
provided. For binary input/output signals relays are used to isolate the
digital input/output. Analog signals are decoupled via buffer amplifiers.

3.3.1
Vng iu chnh tc :
The speed governor is a PID(P) governor (governor parameters variable iu khin theo tc l kiu iu khin theo tham s PID (P), ngha l
according to the operating condition). There are 3 sets of parameters:

Minimum flow:

Additionally, a minimum limitation is possible that becomes effective
after closing the circuit breaker (adjustable via the parameter input).
Power limitation:
The generated power of each machine can be limited, even with a
higher set point or under frequency influence. Normally such limitation
is used under maintenance recommendation and, at the same time,
keeps to unit in operation. The Joint Control can be used with such
limited machine, but the load distribution wont be uniform if the load
is set to a higher value.
Limitation of the operation area:
In order to consider the overload limits of the generator or cavitation
limits of the turbine the maximum value of nozzle opening is calculated
as a function of the operation point. For this purpose the maximum
flow is programmed as a function of head. The tabulated points may be
changed at will using the parameter input function. This module helps
to use the full admissible operation area of the machine in any case.

3.3.8 Mi quan h gia vi phun v b li tia ca cc tuabin Pelton:
3.4.1 Startup
3.4.1
Via two adjustable speed limits the commands for switching on the
excitation and the synchronizer are issued.
3.4.2 Stopping
In case of a normal stop the nozzles are closed at an adjustable rate
down to closed position. When the circuit breaker has been opened the
nozzles are closed at maximum hydraulic closing speed to closed
position.
The deflector follows the nozzle according to the programmed nozzledeflector relationship. In this case all nozzles are closed simultaneously
(no multi-needle control).

After reaching the no-load flow a signal is issued that can be used to
open the generator circuit breaker.
3.4.3 Shutdown
In case of an external failure a separate input for shutdown is activated.
By this the governor is set to stop too, but nozzles and deflectors are
closed at maximum speed.
3.4.4 Parameter input / Parameter indication
Without programming unit this function allows the indication and
editing of parameters, ranges, limit values and tabulated points for
curves (e.g. nozzle-deflector relationship). This function offers a
powerful but still easy to handle tool to perform most of the
maintenance work ever necessary during operation of the digital
governor. This can be done without using a complex programming
device.
If necessary all parameters can be changed using this function provided the user has appropriate access rights (controlled by password
input).
The parameters can be changed from the local operating panel.
The parameters such adjusted are also maintained in the event of a
power failure.
3.4.5 Limit value generation
The limit values of shaft speed and nozzle opening required by the

power plant automation system are generated by the governor. All limit
values can be adjusted via the parameter input. Additional limit values
from any signal can be output by the governor on request.
3.4.6 Monitoring
All analog signals read into the governor are 4-20 mA signals and are
monitored for signal failure. The speed signal is checked as a function
of the nozzle position, i.e. if the nozzle have been opened for a certain
time, a speed signal must be available. In this way a failure of the speed
sensor is also monitored. Furthermore the setpoint-actual value
deviations of the nozzle / deflector position are monitored, i.e. a failure
of the opening control loop as well as a failure in the hydraulic
positioning devices are detected and a fault signal is issued.
The function of the governor program is monitored by a watchdog
relay.

all 6 nozzles are used. After reaching an adjustable speed 4 nozzles are
closed and only 2 nozzles are used to get a precise control during
synchronization. After closing the generator breaker the other nozzles
are activated if required in steps.
3.4.8 Multi-needle control
Due to the nonlinear nozzle characteristics the machine efficiency of
multiple-jet Pelton turbines with individual servomotors can be
improved by deactivating nozzles in case of part load condition. The
multi-needle control module calculates at any time the optimal number
of active nozzles for the actual operation point in order to get optimal
turbine efficiency. Furthermore the module manages changeover
conditions (when nozzles are activated/deactivated) in such a way that
flow is kept constant. Multi-needle control is a sub control of the
current active control mode and will only be used in network parallel
operation.
The order of the nozzles which will be activated / deactivated can be
defined via parameters using priorities for the individual nozzles.

If the difference between the new and old number of active nozzles is
higher than one, the action will take place step by step. That means that
in normal operation one nozzle after the other will be activated /
deactivated.

The hardware of the digital turbine governor consists of the PLC, the
operating panel for the local operation, the output amplifiers for control
of the needles and deflectors as well as the additional equipment for the
measured value detection, signal decoupling or signal conversion. All
devices are mounted within the digital governor cubicle.

Power circuit wiring will be separate from control circuit. Wiring to door
mounted devices will be done similar to the internal wiring. Core
identification tags of internal wires are not realized.

For control circuits type UK5N and also for measurement circuits and
analog-signals type UK5-MTK-P/P terminals will be provided. Both
types are screw terminals from make Phoenix and suitable for cable cross
sections of up to 2,5 mm. All terminals will be marked.
All I/Os of electronic cards will be connected to terminals.
