1 General information:

This document contains the description of the concept proposed for the
Digital Turbine Governor System of the A Luoi hydro power plant. The
solution described is based on the work package definition and later
discussions.

The concept for the digital turbine control system considers the
following assumptions:

The digital turbine governor program routines will run in a S7 315-2DP


single CPU, which will be assembled inside the digital turbine governor
cubicle.
The signal interchanges between digital governor and automation
system is done via hardwired connections, with the unit control PLC as
master and governor PLC as slave.

Field signals that come from the turbine such as nozzle/deflector


position, speed rotation and other digital signals are read into the I/O
modules which are plugged into the S7-300 rack.
Speed sensors for detection of turbine speed for digital turbine
governor are provided by Voith Hydro. Additionally terminal boxes for
feedback signals of turbine speed and nozzle/deflector position are
included in the shipment of Voith Hydro.

(speed sensor 1/2, pressure transducer, feedback of nozzle/deflector

3 Equipment description and functions

3. M t thit b v cc chc nng thit b:

3.1 Hardware description

3.1 M t phn cng:

The hardware of the digital turbine governor consists of the


programmable logic controller (PLC), the operating panel for local
operation, the output amplifiers as well as the additional equipment for
measured-value detection, signal decoupling or signal conversion.
External sensors are provided for speed detection. All required devices,
additional amplifiers, measuring transducers etc. are integrated in the
governor cabinet. These individual groups are described in the
following.
3.1.1 Electronic modules

For safety reasons no storage devices with moving parts are used. In
order to be able to operate the governor without problems even after a
power failure, the actual status of all adjustable parameters is stored in
resident memory and on a non-volatile storage volume (MMC).

The required input and output modules are assigned according to the
specific plant functions.
In order to detect breakdown or disturbances of the digital turbine
governor, a watchdog relay is provided to release protective functions
(emergency shut down).
3.1.2 Local control panel
The operation of the turbine governor is done by an operating panel.
This unit includes a liquid crystal display (LCD) with graphics
capability and a membrane keyboard with programmable
function keys and a numerical input field. The operating panel is
connected to the governor controller via bus interface (MPI).
3.1.3 Output amplifier for proportional valve control
Digital output amplifier for the control of the positioning devices are
delivered. On them the opening setpoint is compared with the opening
actual value (4-20 mA) and, depending on the difference, the pertinent
servo valve is controlled via an adjustable gain (positioning control
loop).

For nozzle/deflector control during and after inspection, manual


emergency control by means of an adjustable setpoint control is
provided on the output amplifiers. The opening of the actuator follows
the position of the manual amplifier setpoint independently of the
setpoint of the governor. I.e. manual emergency control is possible
without operative governor. In this mode of operation there is no speed
control. Further information are available in the separate description for
the output amplifier.

3.1.4 Power supply

3.1.4 Ngun cp:

The governor requires an earthed 24V DC power supply. This will be


made by two independent DC/DC-converters in redundant version. If
one converter fail, the other will supply the energy to the cabinet and a
separate warning is sent to the unit control system (digital output for
DC converter fail).

3.1.5 Buffer amplifier

output as well as between power supply and input or output. The load
at the output has no influence on the input.

The devices necessary for the measuring value detection (speed,
position transducer, etc.) are arranged on the machine or in the digital

The position of the nozzles/deflectors are detected by transsonar linear
position transducers. The closed position corresponds to an output
signal of 4 mA, the open position corresponds to a signal of 20 mA.

The penstock pressure is detected by a separate pressure transducer


which is installed at the penstock before main inlet valve. The net head
signal is calculated by this pressure signal.

3.1.10 Net frequency measurement


The network frequency measurement is necessary for the frequency
preset function or slip control during synchronization. A separate
device (VFU2) serves for galvanic isolation and signal conditioning.
The VFU2 outputs a 100 Hz signal at nominal frequency. This signal is
connected to a counter input of analog input/output module in the PLC
which is used for network frequency measurement.
3.1.11 Load detection

For signal exchange with outside supplies, floating contacts are
provided. For binary input/output signals relays are used to isolate the
digital input/output. Analog signals are decoupled via buffer amplifiers.

3.3.1 Speed control loop:

3.3.2 Flow control/ Flow calculation

Flow control is possible in network parallel operation only, i.e. the


circuit breaker must be closed and the speed has to be within the speed
band. The flow controller uses as actual value the calculated turbine
flow which is determined as a function of nozzle opening and the head
based. This calculation is performed using the turbine characteristics
programmed in the governor. If available, a measured flow signal can
be used as well. Flow setpoint and actual value are shown and adjusted
by means of the display. The setpoint can be given by an external
analog signal. If required, flow control is activated automatically after
closing the generator circuit breaker. The flow controller is a PI-control
loop whose calculated value is transferred to the opening control loop
via the signal selection.

characteristic is added to the output signal of the power controller
without delay. By this means the actual output value follows the
setpoint as fast as admitted by the control elements and the typically
relatively slow PI power controller has just to balance the inaccuracies

Due to an adjustable frequency power droop, the machine may


participate in maintaining the network frequency. To meet ambitious
requirements in case of a weak grid the governor uses a solution with
an extra speed control loop and power control loop additively
connected, i.e. both controllers are active at the same time.

3.3.5 Setpoint ramp
For all control modes the actual valid setpoints will follow the external
setpoints using parameterizable ramps. So during normal operation
there will be no setpoint jumps.
3.3.6 Isolated grid detection
In case of network parallel operation the turbine governor checks
permanently if the adjustable speed band is violated. This function
guarantees a safe and reliable detection of grid disturbances. If the
speed band is violated the governor switches automatically to speed
control with isolated mode parameters, and the speedsetpoint is set to
100%+bp/2 (bp = permanent speed droop). Now the operator has to
change the speedsetpoint according to the requirements of the network
and the current situation of the network.

Power limitation:
The generated power of each machine can be limited, even with a
higher set point or under frequency influence. Normally such limitation
is used under maintenance recommendation and, at the same time,
keeps to unit in operation. The Joint Control can be used with such
limited machine, but the load distribution wont be uniform if the load
is set to a higher value.
Limitation of the operation area:
In order to consider the overload limits of the generator or cavitation
limits of the turbine the maximum value of nozzle opening is calculated
as a function of the operation point. For this purpose the maximum
flow is programmed as a function of head. The tabulated points may be
changed at will using the parameter input function. This module helps
to use the full admissible operation area of the machine in any case.

programmed relationship. The basic values for the characteristics are
defined in the governor program, but can be modified by parameter

3.4.1 Startup

The turbine start-up is controlled via 2 head dependent starting


openings in such a way that the machine can be synchronized to the
grid as fast as possible without respect to boundary conditions (e.g.
changing head).

3.4.1

Via two adjustable speed limits the commands for switching on the
excitation and the synchronizer are issued.
3.4.2 Stopping
In case of a normal stop the nozzles are closed at an adjustable rate
down to closed position. When the circuit breaker has been opened the
nozzles are closed at maximum hydraulic closing speed to closed
position.
The deflector follows the nozzle according to the programmed nozzledeflector relationship. In this case all nozzles are closed simultaneously
(no multi-needle control).

After reaching the no-load flow a signal is issued that can be used to
open the generator circuit breaker.
3.4.3 Shutdown
In case of an external failure a separate input for shutdown is activated.
By this the governor is set to stop too, but nozzles and deflectors are
closed at maximum speed.
3.4.4 Parameter input / Parameter indication
Without programming unit this function allows the indication and
editing of parameters, ranges, limit values and tabulated points for
curves (e.g. nozzle-deflector relationship). This function offers a
powerful but still easy to handle tool to perform most of the
maintenance work ever necessary during operation of the digital
governor. This can be done without using a complex programming
device.
If necessary all parameters can be changed using this function provided the user has appropriate access rights (controlled by password
input).
The parameters can be changed from the local operating panel.
The parameters such adjusted are also maintained in the event of a
power failure.

3.4.6 Monitoring
All analog signals read into the governor are 4-20 mA signals and are
monitored for signal failure. The speed signal is checked as a function
of the nozzle position, i.e. if the nozzle have been opened for a certain
time, a speed signal must be available. In this way a failure of the speed
sensor is also monitored. Furthermore the setpoint-actual value
deviations of the nozzle / deflector position are monitored, i.e. a failure
of the opening control loop as well as a failure in the hydraulic
positioning devices are detected and a fault signal is issued.
The function of the governor program is monitored by a watchdog
relay.

all 6 nozzles are used. After reaching an adjustable speed 4 nozzles are
closed and only 2 nozzles are used to get a precise control during
synchronization. After closing the generator breaker the other nozzles
are activated if required in steps.
3.4.8 Multi-needle control
Due to the nonlinear nozzle characteristics the machine efficiency of
multiple-jet Pelton turbines with individual servomotors can be
improved by deactivating nozzles in case of part load condition. The
multi-needle control module calculates at any time the optimal number
of active nozzles for the actual operation point in order to get optimal
turbine efficiency. Furthermore the module manages changeover
conditions (when nozzles are activated/deactivated) in such a way that
flow is kept constant. Multi-needle control is a sub control of the
current active control mode and will only be used in network parallel
operation.
The order of the nozzles which will be activated / deactivated can be
defined via parameters using priorities for the individual nozzles.

The hardware of the digital turbine governor consists of the PLC, the
operating panel for the local operation, the output amplifiers for control
of the needles and deflectors as well as the additional equipment for the
measured value detection, signal decoupling or signal conversion. All

4.1 Mechanical dimensions and structure

The dimensions of the cubicle is 2000x1200x600mm (HxWxD) with


addition 200 mm plinth. The cubicle will have a double door in front.
The cubicle is fixed on base frames. No rear access is necessary. The
cubicle colour code for the digital governor system is RAL 7035.

Terminals will be on lower part of the mounting-plate. Equipment and


PLC are mounted on the upper part of mounting plate. Cable entrance
is from bottom. Cubicle bottom plates will be split. Furthermore a
earthing bus bar of copper with dimensions 30x5 mm will be provided
with at least 10 terminals Phoenix type. Shield bar 10x3 mm for
analogue control cables is provided. The cabinet is protected against
corrosion according to Rittal standard.

For control circuits type UK5N and also for measurement circuits and
analog-signals type UK5-MTK-P/P terminals will be provided. Both
types are screw terminals from make Phoenix and suitable for cable cross
sections of up to 2,5 mm. All terminals will be marked.
