DC Bicycle Advisory Council Meeting Minutes

November 5, 2014
Attendees: Matt Accornero (W1 BAC), David Alexander (W2 BAC), Jameel
Alsalam (W4 BAC), David Cranor (W6 BAC), Randall Myers (AL Catania BAC),
Allyson Criner Brown (AL Orange BAC), Megan Kanagy (Mendelson BAC,
Chair), Andrea Adleman (SEE Committee Chair), Josh Ghaffari (DCOP), Mike Goodno
(DDOT), Jim Sebastian (DDOT), Jonathan Weidman (Resident W7), Greg Billing
(WABA), Nick Lyell (S.E. Community Bike Lane), and Ursula Sandstrom (Support
Services BAC)
Update from DDOT:
Accomplishments (FY14)
Infrastructure
o 8.5 miles of bikes lanes
~1 miles for M St NW cycletrack
1st NE as well
First bike lanes in Ward 8
First neighborhood bikeway also termed a bike boulevard
o 40 new bikeshare stations totaling over 200 stations
Average of 10k rides a day
o Rhode Island Metro Pedestrian Bridge begun
o Anacostia Riverwalk Trail Kenilworth section
Started, will be complete in 2016
o New cycletracks this year?
No just the East End bike land in downtown
Needs to be studies so unknown if this will be lanes or a
cycletrack
Somewhere between 4th and 9th St NW
Policy
o MoveDC
With 2 year action plan (included in meeting packet)
o Bicycle Safety Act
o Training for inspectors regarding construction accommodations
Currently have to provide some accommodations to cyclists, in
the future they will have to replicate facilities that are blocked
If you find an unsafe/inadequate accommodation, call 311
Regulated by the Public Space Regulation Administration
o Utility companies education and training on properly redoing utility
cuts
Currently in discussion about potential signs/barriers
Funding:
Jim Sebastian passed out the Obligation Plan (Budget) for Active
Transportation, FY 2014 2020
o Included in meeting packet

o Will have updated version of the spreadsheet in the next month


o Line item Ad306C added by Jim, likely no significance to the funding
stopping in FY18
o Jim will look how far out it goes
o CE stands for construction engineering
Essentially oversight of the project contracted out to a third
party and typically consisting of 10% of the budget
Oxon Run
o Funds to build it are currently obligated for FY2020
o Hoping for earlier given the plans currently being done
DDOT is asking for more local trail money for next year
o Currently $1 million/year
o A lot easier to spend than federal money
Current funding
o $1 million for planning of Oxon Run
o $2.5 million this year

Current/Future Projects
Basically the same projects for FY15 as this year
o Also East Capital east of the river
15 miles of bike lanes in the next two years
Design and Engineering Manual
o Currently under review
o Jim will ask about the potential for public review, has not been done
before
Bike Parking
o Yes, there is a contract
o Going okay
Long Bridge replacement
o Waiting to go for an EA
STIP Meeting December 2nd
o Having public comment would be great
o 6 year plan for federal money
Which does require a 20% match with local money
Streetcar Discussion December 2nd
Administrative:
Minutes from the September 2, 2014 minutes were moved to be adopted by Jameel,
seconded by David A and passed

David A has concerns about the public accessibility
This is still a work in progress so not set in stone yet

Ursula will double check that public BAC emails are linking to correct
accounts, Jays BAC email was bouncing.
Terms once you are appointed, BAC says you can serve for three years
If councilmember changes, you can be replaced by an appointee of their
choosing.
Ellen has a list of terms will email Ursula and will add to BAC members
spreadsheet
Committees everyone is on one
o Matt declared to be on Legislative
Committee Reports:
Legislative Committee David Cranor
Comparative negligence bill
We have advised the council and everyone was encouraged to send letters to
their council members
Friday is markup on the bill (when amendments may be added), goes before
council on 18th.
Potential Amendments
o Expansion to all vulnerable road users

Based on WA state law


o Joint and several liability
About who pays when there are multiple parties
The other two parties have to pay
Based on S Dakota and Washington State modification
Streetcar proposed regulations
The letter worked! Guideway rules were changed
Rush-hour restriction still in place bikes are not allowed during rushhour
regardless of passenger load
Omnibus letter to the council in the new year
Introduce ourselves and here are some regulations would be good
Also one to the mayor
o Bike commuter benefit to DC employees
Also could add facilities and education goals
Discussed in depth at the last legislative meeting
Ursula drafting
Proposed ban on sidewalk riding
Proposed by Jim Graham. Would make sidewalk cycling illegal when there
was already a bike lane
No formal discussion by the council
Bill is likely going to die is it worth drafting a comment?
o Complaining about bicyclists riding on sidewalks is the number one
thing that constituents tell their councilmembers regarding bicycling
so some sort of comment would be useful
Joint meeting with PAC would be useful
o Talk about mutual solutions

o Megan Kanagy will coordinate


o Tell council that the committees are meeting for mutual conversations
about solutions
Safety committee Andrea Adleman
Networking with ANC commissioners
o Work w office of neighborhood engagement, educate new ANC
members that we exist
o ANC - great weight in executive or courts, they have more power
o Andrea will do follow-up
Greg has material no need to invent the wheel
o Two campaigns
Street Smart
o PAC listserv press conference was on November 7th
MPD bicycle safety (on buses and video)
o Also enforcing those rules three for each (and on the
ads)
o Dont run red lights,
Facilities Ursula Sandstrom for Jeanie Osburn
Rode Oxon Run on Oct 25th, based on the 30% plan for redevelopment for
input into the 65% plan
Meeting minutes were sent out on 11/10
The main concern of the 30% plan is to ensure safe crossings at the
intersection, particularly Valley and Livingston, and South Capital.
The next meeting will be a sit down meeting
Planning committee Megan Kanagy
Georgetown to Union Environmental Assessment
Current plan summary seeks to preserve existing bike infrastructure,
nothing new proposed
Second public meeting in early Dec
Passed around a draft public comment
o Committee suggested L and M not enough, on K or I St. Would do well
to work towards a network of cycletracks
o Council members present suggested they were more concerned about
under the Whitehurst freeway
There is no alternative, important connector to Rock Creek
Megan will strengthen that comment in our public comments
Also of concern
K, from Georgetown to Washington Circle
o Especially unfriendly
10th to 12th on K
o Then youre stuck on Mt Vernon circle
o A map would be good
o Proposal to amend comments as suggested and submit was passed

Ursula will work with Megan to format the comments

Outside Reports:
Nick Lydell at the BAC on behalf of a collaboration with WABA and Black Women
Bike DC to advocate for biking Ward 8 biking in Anacostia and ward 8
Would love to meet with anyone
