MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA FOR SEPTEMBER 24, 2014 A meeting with the Board of Public Works was held on September 24, 2014 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham. ROLL CALL: Mayor Brian Wyndham, Linda Messmer, Ruthann Jeffries, City Attorney Traci Orman and Deputy Clerk Melissa Dorsett OTHERS PRESENT: Police Chief Clint McQueen, Planning and Zoning Administrator Teresa Glenn, Wastewater Superintendent Billy Goodrich, Ernest Rollings, Reporter for the Brazil Times, audience member Daniel Rose. PLEDGE: The pledge to the Flag was lead by Mayor Brian Wyndham. APPROVAL OF MINUTES: September 10, 2014, Linda Messmer made a motion to approve; Ruthann Jeffries seconded. The motion passed 3-0. AUDIENCE COMMENTS: None POLICE CHIEF REPORT: Police Chief Clint McQueen 1.) The Police Department responded to 756 police incidents in August 2014. 2.) Officer John Hood has about 6 weeks remaining at the Indiana Law Enforcement Academy and will graduate on November 7th. 3.) Detectives solved several burglaries during August. 4.) Police are planning to direct traffic during the Covered Bridge Festival. 5.) The police radio system was damaged beyond repair due to a lightning strike. We are currently in communication with several companies about a replacement system. 6.) The current National Criminal Information Center and Indiana Data and Communication System is outdated and due to be discontinued by the State next year. Chief McQueen said that this has caused the Department to have to install new infrastructure that meets State requirements. OLD BUSINESS: NONE NEW BUSINESS: 1.) Approval of mowing list (see attached list) Ruthann Jeffries made a motion to approve the mowing list as presented. Linda Messmer seconded. The motion passed 3-0.
2.) Approval of Invoice Patriot Engineering (FEMA) Patriot Engineering and
Environmental, Inc. provided the environmental inspections for the FEMA homes that have already been purchased. They tested homes for asbestos and other hazardous materials. Linda Messmer made a motion to approve the invoice for Patriot Engineering for services from 8/1/2014 through 8/31/2014 in the amount of $10,820.00. Ruthann Jeffries seconded. The motion passed 3-0. 3.) Approval of ProposalAIR Co.-Asbestos Removal Asbestos was identified in a garage during the environmental inspections in August 2014. AIR Co. has submitted a proposal including specifications and estimates for removal and disposal of asbestos. Ruthann Jeffries made a motion to approve the proposal from AIR Co. in the amount of $900.00. Linda Messmer seconded. The motion passed 3-0. 4.) Approval of Tennis Court Replacement The City Council of Brazil approved the tennis court contract to Leslie Coatings, the most qualified candidate. Linda Messmer made a motion to award the contract for Tennis Court replacement to Leslie Coatings. Ruthann Jeffries seconded. The motion passed 3-0. FUTURE AGENDA ITEMS: 1.)
