MEMORANDUM
TO: Members of the Interim Committee to Study Long-term Care Services and
Supports for Persons with Developmental Disabilities
This memorandum describes the charge of the interim committee, and indicates the
meeting dates, bill limits, and bill request deadlines applicable to the committee. Meeting
summaries, agendas, and other information regarding the interim committee are available
on Legislative Council's website through the following link.

Membership
The committee is permitted to meet no more than six times during the 2007 interim.
During the 2007 interim, the committee will meet on the following dates:
The committee must solicit and accept reports and public testimony on at least the
following issues:
The committee must submit a written report of its findings and recommendations,
including specific recommendations for eliminating the waiting lists for long-term health
care services and supports, to the House and Senate Health and Human Services
Committees by December 15, 2007.
Bill limits. The committee may recommend no more than eight bills to the
Legislative Council, unless the Executive Committee of the Legislative Council approves
a greater number by October 16, 2007. Bills approved by the Legislative Council do not
count against a member's five bill limit for the regular legislative session.1

Legislative Council review. The Legislative Council review of interim committee
legislation is scheduled for November 15, 2007. Bills not approved by Legislative Council
may be introduced into the regular session, but such bills will count against a member's five
bill limit. Interim committee bills must have prime sponsors prior to consideration by the
Legislative Council.2 Bill sponsors do not need to be members of the interim committee.
Requirements for bill drafts. Requests for bill drafts must be made no later than
Wednesday, August 29, to allow sufficient time for drafting and final consideration by the
members. Draft legislation will be considered by the committee on Friday, September 21.
At that time, members may propose amendments to the draft legislation. Final proposed
legislation must be approved by the committee on Wednesday, October 10, in order to be
considered at the November 15, 2007, meeting of the Legislative Council.
