Subject:

A Resolution of the City Council of the City of Carmel-by-the-Sea


authorizing City co-sponsorship with the Harrison Memorial Library
Board of Trustees and the Carmel Public Library Foundation of the
Annual Donor Salute event.

RECOMMENDATION(S):
Adopt the resolution authorizing City &o-6ponsorship with the Harrison Memorial Library
Board of Trustees and the Carmel Public Library Foundation of the Annual Donor Salute
event.
EXECUTIVE SUMMARY:
The Harrison Memorial Library Board of Trustees and the Carmel Public Library
Foundation are requesting City co-sponsorship of the Annual Donor Salute event to be
held at the Main Library on Sunday, March 22, 2015, from 3:00 p.m. to 5:00 p.m.
The Library Board of Trustees and the Carmel Public Library Foundation are also
requesting Council authorization to close two parking spaces on the north side of Ocean
Avenue at Lincoln Street to public use in order to provide valet parking service during
the event, and to have the City Administrator notify the Citys insurance carrier of the cosponsorship.
ANALYSIS/DISCUSSION:
The Donor Salute event is held annually to thank Carmel Public Library Foundation
donors.
Wine and hors doeuvres are served during the event. City policy C89-47 requires City
support groups to obtain City Council co-sponsorship of events at which alcohol is
served. The Carmel Public Library Foundation will also secure a Daily License
Authorization from the Department of Alcoholic Beverage Control for the event.
Per the City Support Groups Policy, requests for the use of Library facilities shall be
forwarded to the Library Board of Trustees for review. The Carmel Public Library
Foundations request to hold the 2015 Donor Salute was reviewed and approved by the
Library Board of Trustees at its July 23, 2014 meeting.

AUTHORIZING CITY CO-SPONSORSHIP WITH THE HARRISON MEMORIAL LIBRARY
BOARD OF TRUSTEES AND THE CARMEL PUBLIC LIBRARY FOUNDATION OF THE
ANNUAL DONOR SALUTE
WHEREAS, the Harrison Memorial Library Board of Trustees and the Carmel Public
Library Foundation are requesting City co-sponsorship of the Annual Donor Salute on Sunday,
March 22, 2015 from 3:00 p.m. to 5:00 p.m. at Harrison Memorial Library; and
WHEREAS, the Citys Support Groups Policy requires support groups to obtain City
Council approval to cosponsor events at which alcohol is served; and
and

WHEREAS, it is necessary to notify the Citys insurance carrier of the co-sponsorship;

WHEREAS, valet parking will be provided and two parking stalls are needed to provide
this service in a safe manner for the Donor Salute event:
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA DOES:
1.
Agree to cosponsor with the Harrison Memorial Library Board of Trustees and
Carmel Public Library Foundation the March 22, 2015 Annual Donor Salute.
2.
Authorize the City Administrator to notify the Harrison Memorial Library Board of
Trustees and Carmel Public Library Foundation of the Councils concurrence to
co-sponsor the event.
3.
Authorize the City Administrator to officially notify the Citys insurance carrier of
the co-sponsorship.
4.
Authorize the closing of two parking stalls on the north side of Ocean Avenue at
Lincoln Street to public use in order to provide valet parking during the event.
