14 _ TANZANIA
Makame Mbarawa
Minister of communications,
science and technology
What needs to be done to
make Tanzania into an ICT
hub for East Africa?
In order to be a hub we
need to educate our young
generation, because you
can have all this infrastructure but if you dont have
human resources you cant
do anything. So far from
2010 to date the government has sponsored 517
PhDs and Masters at our
universities in order to
make sure that this young
generation will develop the
country.
What role would you like
the UK to play in Tanzanias
ICT sector?
Tanzania and the UK have
a long history and a good
partnership. Vodacom,
which is owned by Vodafone from the UK, is investing around US$5 million in
rural areas, but we want
more investment especially
next year when we start to
give licenses for LTE. We
want to see many companies coming here to do
business. We have another
initiative between the UK
and Tanzania, through
DFID, wherein they will develop a human capital innovation fund dedicated to
the development of young
Tanzanians. The fund will
be around 30 million.
My big challenge
is translating ICT
growth into GDP
growth
Tanzanias
economy gets
a digital
backbone
ICT The ICT sector has taken full ight on a gust of stable economic
growth and sound regulatory changes from a government which is positioning Tanzania as a regional hub for the digital economy of the future
More technology and better communications mean
cheaper access to networks and ever-greater economic
activity. Steady GDP growth rates and regulatory
reforms have helped to boost Tanzanias information and communications technology (ICT) sector,
which the government says is now expanding by 20
percent annually, the highest rate in the East African
Community (EAC).
Tanzania is determined to take advantage of its connection to the improved IT infrastructure in the region,
most notably the East African Submarine Cable System
(EASSy) and the SEACOM network. These cables are
mainly owned by African countries, with additional
participation by telecoms and service providers.
The main focus of the government is to make ICT
services accessible and affordable to all citizens, says
Makame Mbarawa, Tanzanias minister of communications, science and technology. Key to this objective
is the national ICT broadband backbone (NICTBB)
infrastructure programme, being rolled out phase by
phase to provide Tanzania with what its name implies:
