EXECUTIVE SUMMARY

The Campaign for Tobacco-Free Kids (CTFK) seeks nominations and applications for a
strategic, seasoned, and politically astute Country Director to lead CTFK's efforts to promote
strong tobacco control legislation and implementation in Indonesia. CTFK is a leading civil
society organization dedicated to the fight to reduce tobacco use and its deadly toll in the
United States and around the world. Qualified candidates will understand and have proven
experience promoting policy change and will be a strategic partner to grantees, partners, and
funders in preventing the devastating health impacts of tobacco use.
The Country Director will act as the coordinator for CTFKs activities in Indonesia, managing
CTFKs Jakarta-based staff and programs and serving as the primary liaison with Indonesian
civil society organizations and networks. S/he will lead efforts to develop a comprehensive
strategy at the national and subnational level to support the adoption and implementation of
effective tobacco control policies consistent with the Framework Convention on Tobacco Control
(FCTC) in Indonesia in partnership with Indonesian tobacco control advocates. The new
Country Director will coordinate legal, media, research, and grant activities in Indonesia,
collaborating with CTFK staff, NGOs, stakeholders, and partners in the Bloomberg Initiative to
Reduce Tobacco Use. The Country Director will report to and work closely with the Director of
Indonesia Programs in Washington, DC to develop annual and long-term strategic plans. The
ideal candidate will be a strategic thinker and effective manager who can balance the broader
program goals with the day to day coordination, program execution, and collaboration. S/he will
have a strong knowledge of Indonesian political systems, processes, and players as well as the

opportunities and challenges of advancing policy change at the national and regional level. This
position is based in Jakarta, Indonesia and open to citizens of Indonesia.
The Campaign for Tobacco-Free kids is being assisted in the search by Katherine Jacobs,
Carolyn Ho, and Tahsin Alam of the Nonprofit Professionals Advisory Group.

ORGANIZATIONAL OVERVIEW

The Campaign for Tobacco-Free Kids is a leading force in the fight to reduce tobacco use and
its deadly toll in the United States and around the world. Our vision: A future free of the death
and disease caused by tobacco. CTFK works to save lives by advocating for public policies that
prevent kids from smoking, help smokers quit and protect everyone from secondhand smoke. A
non-governmental organization based in Washington, DC, CTFK promotes public policies that
have been proven to reduce tobacco use and exposure to secondhand smoke, including higher
tobacco taxes, comprehensive smoke-free laws, strict bans on tobacco advertising, promotion
and sponsorship, and graphic warning labels on tobacco products. Internationally, CTFK
supports governments and non-governmental organizations in promoting and implementing
these policies in low- and middle-income countries where more than 80 percent of tobaccorelated deaths will occur in the coming decades.
CTFK has been designated as one of five partner organizations to coordinate activities under
the Bloomberg Initiative to Reduce Tobacco Use, working with governments and nongovernmental organizations to implement effective measures to reduce tobacco use. CTFK has
active initiatives in low- and middle-income countries around the world where the highest rates
of tobacco use are found including Indonesia, China, India, Bangladesh and Russia, in addition
to its longstanding program in the United States.
Global statistics on tobacco-related deaths are astonishing. The worldwide death toll is at more
than five million people each year and climbing. Without urgent action, tobacco will kill one
billion people in the 21st century. Every day, 80,000 to 100,000 young people around the world
become addicted to tobacco, and secondhand smoke kills more than 600,000 people each year,
including 165,000 children. Tobacco use also costs governments an estimated $500 billion each
year in health care expenditures, productivity losses, fire damage, and other costs.
Indonesia has a population of 248 million and is the fourth most populous country in the world.
In Indonesia, smoking kills at least 200,000 people annually. One-third of the population (34
percent) smokes, representing an increase of 26 percent in the number of smokers since 1995.
Nearly two-thirds of men smoke, and while only five percent of women smoke, smoking rates
among women are rising. Twelve percent of young people ages 13-15 who smoke report that
they tried their first cigarette before the age of 10. The majority of smokers in Indonesia use
kreteks or clove flavored cigarettes. More than 96 million Indonesian non-smokers are regularly
exposed to secondhand smoke, and 65 percent of young people ages 13-15 are exposed to
secondhand smoke at home, while 81 percent of youth ages 13-15 are exposed to secondhand
smoke in public places.





OPPORTUNITIES AND CHALLENGES FACING THE NEW COUNTRY DIRECTOR

The new Country Director will report to and work closely with the Director of Indonesia
Programs in Washington, DC to develop strategic goals to guide CTFKs long term work in
Indonesia as well as achieve its annual, policy-based objectives. The Country Director will
ensure the provision of technical assistance to and collaboration with local and regional partners
and CTFK grantees. Key areas of focus for the position include:

Developing a comprehensive strategy to support the adoption and implementation


of effective tobacco control policies consistent with the Framework Convention on
Tobacco Control (FCTC) in Indonesia;
The Country Director will lead the strategic planning process in cooperation with the Director of
Indonesia Programs to formulate detailed work plans and timelines and conduct power mapping
of decision makers and key stakeholders. S/he will develop strategies to influence the legislative
process and policy implementation at the national and subnational levels and will be a critical
leader in shaping and advancing tobacco control policy initiatives in Indonesia. S/he will focus
efforts on the following key priority areas: 100 percent smoke-free public places, complete
advertising and marketing bans, and graphic health warnings on tobacco products. The new
Country Director will work with key stakeholders to introduce and pass national tobacco control
legislation and work toward Indonesias accession to the WHO Framework Convention on
Tobacco Control.
Assisting in the development and implementation of advocacy campaigns in
partnership with stakeholders in the public and private sector;
The Country Director will play a central role in identifying partners in Indonesia to advance
tobacco control policy change. S/he will support, coordinate, and energize Indonesian
organizations to support a strong tobacco control movement focused on enacting and
implementing tobacco control policies and monitoring and responding to tobacco industry
efforts to undermine tobacco control policies. The Country Director will utilize partnerships with
Indonesian organizations to elevate tobacco control issues in the public discourse particularly by
increasing the quantity and quality of tobacco control coverage in the media.
Serving as the key ambassador and primary liaison on behalf of CTFK;
The Country Director will serve as CTFKs principle point of contact with Indonesian government
actors and civil society and will identify strategic opportunities to advance tobacco control. S/he
will position CTFK as an important resource for the tobacco control movement in Indonesia and
ensure that CTFKs legal, communications, research and grant resources are effectively utilized
by local partners. S/he will coordinate the work of Indonesian partners, convening periodic
meetings and conference calls as appropriate. S/he will ensure effective cooperation with
Bloomberg Initiative partners in Indonesia including the International Union Against
Tuberculosis and Lung Disease (IUATLD), World Health Organization (WHO), Johns Hopkins
University, and the Centers for Disease Control Foundation.

Leading and overseeing the work of CTFK staff and consultants in Indonesia,
ensuring a well-coordinated Indonesia program.
The Country Director will lead CTFKs team in Indonesia and will work closely with the Director
of Indonesia Programs to manage the program budget, internal financial reporting, and goals.
S/he will ensure proper coordination between CTFKs DC-based and in-country staff and
partners that includes necessary information sharing and progress reporting on program
objectives and projects and will have key responsibility in the management of CTFKs grantees
in Indonesia. The Country Director will collaborate with the Director of Indonesia Programs to
develop a staffing plan that aligns with CTFKs priorities and goals in Indonesia and will review
CTFKs legal requirements and operating status in Indonesia as needed. The Country Director
will develop and prepare all internal and external program reports and coordinate site visits by
funders and CTFK staff.
QUALIFICATIONS OF THE IDEAL CANDIDATE
This position is based in Jakarta and open to citizens of Indonesia. The new Country Director
will be motivated by the opportunity to influence public policy for the betterment of Indonesians
and be experienced in policy advocacy in the Indonesian context. The successful candidate
must therefore have a record of success in policy advocacy gained by working in government,
civil society, or the corporate sector. The ideal candidate will possess many of the following
professional and personal abilities, attributes, and experiences:

A minimum ten years of experience in government relations, program management,


public policy, public health, business, or a related field;
A proven record of developing and implementing projects or initiatives that have
achieved policy change;
High level of familiarity with the political system in Indonesia and understanding of the
complex formal and informal relationships that influence policymaking;
Keen understanding of Indonesian civil society, including NGOs, domestic and
international charitable organizations, trade and business associations, etc.;
Strong strategic and analytical thinking skills and the ability to leverage creative
partnerships in a challenging political climate;
The gravitas and skills to navigate a variety of relationships across multiple levels of
society, and establish CTFK as a trusted and valued partner;
Ambassadorial presence that conveys the importance of tobacco control at the highest
level; polished public and interpersonal communications skills needed to interface with
public officials and the media;
Exceptional organizational skills and comfort working collaboratively in networks or
coalitions to create shared vision and set complementary work objectives;
Expertise supervising and engaging a dispersed team of staff, colleagues, and
consultants;
The passion and communication skills necessary to convey the importance of tobacco
control and mobilize others to take action, paired with the wisdom to know when to
direct the spotlight elsewhere;

Masters degree or higher in economics, political science, public health, law, or related
field;
High level of proficiency in spoken and written Bahasa Indonesia and English; and
Ability to travel within Indonesia and internationally.
