Transforming the Commissioning of


Services for People with Learning
Disabilities and/ or Autism
Last week NHS England published a report into the care
of people with learning disabilities or autism.
The report looks at what needs to be done to improve
care. It has had input from healthcare professionals,
voluntary sector organisations, government and people
with learning disabilities and their families and carers.

Winterbourne Medicines Programme


This was set up in April 2014. It wants to make sure that
medicines are used safely and in the best way possible
for people with learning disabilities.

This work is being done in partnership with NHS


Englands 6Cs programme. This is for everyone
interested in improving the lives of people with learning
disabilities.
The website is for sharing information, guidelines,
research papers, good practice, case studies and blogs.
It has a forum to ask questions and much much more!

Improving Access to Psychological


Therapies for people with learning
disabilities
The Foundation for People with Learning Disabilities
wants to improve peoples access to NHS mental health
services
They are working in partnership with King's College
London on a project to try to understand how
psychological therapy services can be changed to meet
the needs of people with learning disabilities better.
It is linked to the No Health without Mental
Health strategy which aims for people with learning
disabilities and autism to be included in mainstream
services.
There are two main aims to this work:
To look at the barriers people with learning
disabilities face in accessing mental health services
and to find examples of good practice.
To develop new approaches to address these
inequalities

Campaigns about people with


Learning Disabilities living in or near
their home
There are some campaigns happening at the moment
that are linked to helping people with Learning
Disabilities get the support they want at home or close to
home or changing the law for that.

Justice for LB Bill


The campaign Justice for LB has led to a group of people
working together to change the law
LB is short for Laughing Boy, the name used online for
Connor Sparrowhawk.
Connor was a fit and healthy young man, who loved
buses, London, Eddie Stobart and speaking his mind.
Connor had autism and epilepsy.
On the 19 March 2013, he was admitted to hospital
(Slade House Assessment and Treatment Unit run by
Southern Health NHS Foundation Trust).
He drowned in the bath on 4 July 2013. An entirely
preventable death.

LBs Bill is a way for JusticeforLB to try to change the
law.
Anyone can be part of LBs Bill. You do not have to be
invited.

You are part of LBs Bill if:

you tell people what you think about the Bill


you help other people to say what they think
Changing the law will not be easy.
They hope disabled people, families and their allies will
want to work together to make the ideas for LBs Bill into
a law

Here is an example of a campaign for a


man who is not living where he wants
to now: Campaign for Anthony
Kletzander
Anthony was an active member of his community in
Ireland.
He was involved in his local church, library, and a gym
member for years. He went to university and enjoyed
regular visits from his family.
He lived independently with personal assistants to
support him living in a home of his own near his family
and friends.
He was living the life he wanted to live.
In 2013 HSE stopped supporting him in Independent
Living. Anthony was forced into institutional care and
residential homes a long way away from his family.

Anthony is becoming scared and has been in hospital


three times because of treatment at the residential
homes/institutions.
Anthony always asks to return to Independent Living and
to live near to his family.

Children, young people and families


personal health budget peer network
NHS England and Peoplehub have been working
together on personal health budgets.
NHS England want to develop their work on personal
health budgets for children
They would like to work with you if you have a child with
complex and continuing health care needs. They need
your input and guidance to make sure that personal
health budgets work well for children.
There will be a meeting about this on:
Thursday, 11th December: 11am to 2.30pm

Centre for Welfare Reform Reports


The Centre for Welfare Reform has published two new
reports.

Access to Banking for People with a Learning


Disability
This report focuses on how people with a learning
disability get access to banking and the problems they
have with banks and building societies. You can read

Bradford People First Forum


Bradford People First are holding their forum for People
with Learning Disabilities on:
4th December at 1.30 until 3pm

The forum gives people a chance to speak up, to meet


new people and to help make peoples lives better.

Question Time Event with Leeds MP


Connect in the North are running a Question Time event
for Leeds MPs and people with learning disabilities.
This is to encourage people to vote and for MPs to have
a chance to understand what is important to people.

Community Catalysts Small Grants


Community Catalysts want to help local people to help
and care for other local people.
They know that sometimes a small amount of money and
a bit of advice and support can make a really big
difference to tiny community organisations.
They plan to give away grants of up to 500 as well as
help and advice.
The closing date for applications is the 31st January
