Charlene Dobson is a 4 year-old child who was seen in the Child and Family
Medical services Clinic on April 14, 1997.
She had revealed to her
grandmother that her mother,

touching her

which is a term she uses for her enital area.
She also
revealed to her grandmother that her mother had burned her with a hot knife on

nic in December, 1996 when there was an
accusation against her biological father. She was also examined at that time.
Charlene came with her maternal grandparents, Chuck and Arlene Lowry, and they
were accompanied by Debbie Ferguson from Regina Police Services.
Apparently
Charlene's mother,

has a problem with drug abuse and also bae been
into the occult, and there is some concern that some of the abuse may be part
of an occult ritual.
When I examined Charlene, examination of head and neck was normal. chest was
clear . Heart Bounds were normal.
She did have a grade r/VI systolic murmur
at the left sternal border,

functional. Abdominal examination was
normal except for two small scars.
she had several scars over her body and I
will list these here:
First, there wae a deep, old scar on her righthand,
.2cm. long over the dorsa1 surface of the hand and then lcm. going down the
fourth finger.
Charlene could not remember what had happened.

to her grandmother ehe said that this had occurred at the grandmother's house

scars that were very similar in appearance . They were slightly scaly but
about the same age. There was one on the dorsum of her left hand, one on the
left mid abdomen, one on her right lower abdomen, and one on her left baCk.

in shape and in age. when r asked Charlene what had happened she said her
mother had hurt her with a knife. and she said it was a hot knife. There is
alBa another m1.dline, old scar on her back. There were linear Bcara on the
back of both legs and a small scar on the right lateral malleolus and left.

vaginal examination, there did appear to be a cleft in the posterior hymen.

Swabs were done for Chlamydia, Gonorrhea and CQS.

Dr. Norman
forgot to add
that it was
when Charlene
was upstairs
with her
parents when
she got burnt
with the curling
iron. Corporal
Debbie
Ferguson
indicated it
likely was no
accident!

These findings are certainly very concerning and with the history would raise
grave concerns regarding physical and sexual abuse. Charlene currently has no
contact with her mother and is in the care of her grandparents.

But a month later I was threatened that if I continued to refuse to

take Charlene for parental visits they'd take her from me.
