SUMMARY:

This paper reports on the process and results of


the tenders for the replacement of the main
hospital boiler house chimney.
The Board are requested to note the outcome

TENDER REPORT MAIN BOILER HOUSE CHIMNEY REPLACEMENT


ENGINEERING WORKS CONTRACT
Background
The Trust board approved the 2008/09 backlog maintenance programme during
early 2008, within this the scheduled repair of the main boiler house chimney was
proposed; subsequent investigations identified very serious deterioration of the
structure which was beyond economic repair. In the mid year capital review, the
investment plan was reviewed to accommodate the replacement of the flue, this was
approved by the board in principle within a project sum of 300K. The design and
tender of the project has now been completed, in accordance with SFIs a project of
this value requires Trust Board approval before contracts are let.
The project comprises erection of temporary flues, removal and disposal of the old
main boiler house flue and the construction and erection of a new chimney. It is
anticipated that the works will be completed within 13 weeks of board approval.
Tender Report
Four specialist firms were invited to tender in accordance with Trusts SFIs, one firm
declined to tender, the detail of the tender returns are scheduled in Annex 1 of this
paper.
All tenders were evaluated for arithmetic and technical content, post tender
assessment was undertaken to determine errors or omission from the specification.
The lowest bidder was invited to attend a post tender meeting to provide clarification
of tender submissions.
The lowest tender was found to be compliant; accordingly, it is recommended that
the contract is let to the lowest priced tender submitted by James Engineering
Construction Ltd, in the sum of 279,696.00p net.

Recommendation
The Trust Board are requested to approve the letting of the work to James
Engineering Construction Ltd at the tendered price of 270,696.00p net.
