Utility Stores Corporation: History
Utility Stores Corporation of Pakistan (USC or USCP) is an organization that operates chain
stores throughout Pakistan that provide basic commodities to general public at rates which are lower
than the open market. Utility Stores Corporation is governed by a Board of Directors and headed by
a Managing Director. The current Managing Director is Major General (Retd) Malik Muhammad
Farooq HI (M).[1] Major General Malik Muhammad Farooq (Retd) who took the charge of USC on 29
November 2011. Upon taking over the charge as MD, he lauded the endeavours of the current
management and asked them to devise a better strategy to run the corporation in a broader sense
and to provide people subsidized consumables in this era of price hike. He emphasized on the
uninterrupted supply of consumables at every store of the corporation, so that people can be served
in a better way, adding that all the efforts to be made to run the corporation on modern lines.[2]

Utility Stores Corporation of Pakistan was formed in 1971 by taking over 20 retail outlets from Staff
Welfare Organization. It was created by the then Prime Minister of PakistanZulfikar Ali Bhutto. The
organization have seen many ups and downs in its 40 years history. In 2001, the Corporation was
nearly on the verge of collapse but due to vast expansion plan designed by its former Managing
Director, a retired Brigadier from Pakistan Army, Hafeez Ahmed, the Corporation has inclined its
operations, infrastructure, employment and vision.
Internal structure[edit]
Utility Stores Corporation operated nine zonal offices all over Pakistan. These nine zonal offices are
further operating 61 regions under their jurisdiction:
Abbottabad - Abbottabad, Muzaffarabad, Haripur, Mansehra, Swabi, Gilgit, and Skardu regions.
Peshawar - Peshawar (North), Peshawar (South), Upper Dir, Mardan, Dera Ismail
Khan, Kohat, Chitral, Swat and Bannu regions.
Lahore - Lahore (North), Lahore (South), Okara, Sahiwal, Gujranwala, Sheikhupura regions.
Sukkur - Sukkur, Ghotki, Jacobabad, Larkana and Rahim Yar Khan regions.
Karachi - Karachi (North), Karachi (South), Hyderabad, Mirpur Khas, Dadu, Nawabshah regions.
Quetta - Qeutta, Chagai, Pishin, Loralai, Sibbi, Khuzdar, Killa Saifullah and Gawadar.
Major functions[edit]
Provision of large varieties of goods to consumers at lower prices under one roof
Bulk breaking and packing of essential commodities in small packs at USC warehouses
Large network of warehouses 63 warehouses and 5,800 outlets throughout the country
Penetration to rural areas through opening of outlets at Union Council level. More than 60%
stores are in the rural areas
Contribution to the National Exchequer through various types of taxes. USC is one of the largest
Tax Payers in the country.
Special roles[edit]
Food security during crisis. USC provided quick packages during natural calamities of October
2005, and during the floods.

The USC is committed to provide clean, graded, hygienically fit,
unadulterated genuine food and non-food items to the public
and specially to the poorer segments of the society, at
comparatively cheaper rates than the market and to offer them
a pleasant environment of mutual confidence while making

The basic objective of the USC is to provide essential and other
items of daily use to the public, specially the poorer segments of
the society, at prices comparatively lower than the market. It is,
therefore, required to act as a price moderator and deterrent to
profiteering, hoarding and black marketing, thereby to provide
economic relief to the public.
Function
The entire operations of USC are monitored by a Board of
Directors which periodically provides policy guidelines. The
Secretary, Industries, Production is Chairman of the Board of
Directors. The operational activities of the USC are managed by
the Managing Director who is assisted by three Senior and
twelve General Managers. It has presently sixty five (65)
Regional Offices which are headed by Regional Managers and
monitored / supervised by Ten Zonal Managers.
In order to exercise better command & control and to conduct
stores operations in a disciplined and more organized manner,
new Regional Offices have been opened in main cities under the
expansion programme. Each Regional Manager is assisted by
Accounts Officer, Area Managers and other staff. Each USC

FRANCHISE UTILITY STORES SCHEME
The scheme for opening of Franchise Utility Stores launched by the
Corporation in September 2006, under the Presidents Rozgar Scheme focussing on Public-Private Partnership.
BASIC OBJECTIVES
Public-Private Partnership.
Self employment generation through a very small amount of investment & provision of the employment to
unemployed people near to their residence.
To extend economic relief to the poorest of the poor through the Franchise Outlets all over the country.
Sale and availability of the consumer items at low prices so as to act price moderator in the market.
Low investment and high return 70% of the margin is passed on to frenchisee.
APPLICATION PROCEDURE
Application forms for Franchise Utility Stores can be obtained from concerned Zonal/Regional Offices of
Utility Stores Corporation of Pakistan(list of Zonal/RegionalOffices is available at USC website) or can be
downloaded from USC website.
Application for Franchise Utility Stores is received at the Regional Office on the prescribed form along with
supporting documents.
An acknowledgment of the receipt of the application is provided to the applicant.
Necessary feasibility survey of the site and shop selected by the applicant is carried out by the Area
Manager/Frenchise Officer/supervisor.
Feasibility Report along with the recommendation of the Regional Manager is submitted to Head Office,
through Zonal Manager.
Franchise application is processed and finalized within 15 days (subject to no deficiency).
