5. Main areas of responsibility :


Unit C-3 in DG Competition, responsible for the enforcement of
competition policy in the IT/consumer electronics sectors, has an END
vacancy for a case handler (one of 11 case handlers in the Unit).
Case handlers deal with every stage of the antitrust procedure from initial
investigation to final decision, applying Articles 101 and 102 TFEU.
Depending on the case, case handlers work both independently or, more
commonly, as part of a team. The work involves extensive contact with
companies, their legal and economic advisors, other Commission DGs and
Member States. The Unit in question has in the past been in charge of the
Microsoft and Intel investigations, and are now looking into matters

9. Main areas of responsibility:


To contribute to the Commission's assessment of the economic situation
and economic policy in the Member States and to its policy advice, in
particular by monitoring, analysing and forecasting macroeconomic,
budgetary and other policy developments in one or more of the countries
in the unit. The successful candidate will be called to work on:
- macro-surveillance processes, e.g. in the context of the Stability and
Growth Pact, the EU 2020 strategy and the foreseen future
macroeconomic imbalances procedure;
- the assessment of progress made by the countries under her/his
responsibility in implementing structural reforms conducive to
sustainable growth and public finances;
- the analysis and projection of economic developments in the countries
under her/his responsibility;
- the further improvement of the units and the Directorates analytical
and technical framework for these activities.
In addition, she/he would contribute to the exchange of information with
private and public sector bodies in the Member States concerned
(particularly with ministries, the central bank, the official statistical
agency), as well as international organisations (such as OECD, IMF and
ECB) regarding economic and policy developments.

The work typically implies some missions to the Member State to discuss

10. Main qualifications:


- Advanced degree in economics. The successful candidate needs to have
a strong background in macroeconomics. A good knowledge of
statistical/econometric techniques for analytical and forecasting purposes

We offer an interesting and challenging position as coordinator of State aid
cases in a young, dynamic, professional and friendly environment with
excellent training opportunities. Our task is to support the operational
units as regards the economic and legal analysis of State aid cases and
ensure a consistent State aid policy. You will be contributing to this support
function, review DG COMP proposals to the Commissioner, follow the
development of the jurisprudence and participate in the modernisation of
the State aid policy and procedures. You will also be involved in the
preparation of the DG's position on horizontal issues, such as the

We are looking for a candidate with a sound economic or legal background
and ideally already a good knowledge of state aid policy and competition
policy in general. You should possess good analytical and drafting skills as
well as the ability to communicate efficiently and have good inter-personal
relations with other colleagues. You should be capable of working
independently as well as within a team and be ready to work under tight
deadlines and to resist outside pressure.

The work consists of investigating and preparing the Commissions


position on concentrations falling under the Merger Regulation. Case
handlers carry out this task in case teams. The case handler carries out
the legal and economic analysis of the impact of concentrations on the
competitive
structure, including market investigations, detailed
discussions with the parties to the concentration and their lawyers and
with suppliers, competitors and customers. Contacts are also maintained
with other regulatory bodies. The case handler is responsible for preparing

36. Main areas of responsibility: In the aftermath of the economic


crisis, there is an increased need for analysing and forecasting in-depth
macroeconomic and competitiveness developments in the Member
States and their links with structural policies, as well as for closer
monitoring of public finances. We are looking for a dynamic, highly
motivated and analytically strong economist to join our team to work
on one of the countries of the unit, notably the Netherlands. In
particular, he/she can be called to work on Treaty-related processes,
including the assessment of the stability programme and, if needed,
the application and follow-up of the excessive deficit procedure. The
candidate can also be asked to contribute to the assessment of

37. Main qualifications: A university degree in economics, as well as


professional experience in areas related to the monitoring of the Dutch
economy, is essential.
The successful applicant should be able to

Main areas of responsibility:

Unit C.3 of DG Environment is responsible for a range of policies covering


industrial emissions control and industrial accidents as well as air
pollution, ambient air quality, and environmental noise.

The Unit has one vacancy for a Seconded National Expert to be filled as
soon as possible with a proposed commencement date of 1 March 2011.
The main anticipated area of responsibility will be to support the
implementation of the forthcoming Industrial Emissions Directive (IED).
The specific areas of work that the post-holder may be expected to cover
are as set out below, although the post holder may also be involved in
other areas of the Unit's work depending on his/her qualifications and the
needs of the service.

To work in cooperation with the European IPPC Bureau in the


development by the IPPC Bureau of a selection of Best Available
Techniques Reference Documents (BREFs);

To assist in the preparation of BAT Conclusions for a selection of


BREFs and follow up their adoption by the Commission;

To participate in other activities implementing the IED, such as the


development of implementing measures and guidance and
conducting studies required by the review clauses of the Directive.

Main qualifications:

Academic background: preference is given to scientific or engineering


background, but a comparable degree may also be acceptable if
accompanied by appropriate experience.
Familiarity with existing EU policies to prevent and control industrial
emissions and experience in the implementation of the Integrated Pollution
Prevention and Control Directive.
Excellent analytical skills are a pre-requisite, including the ability to
synthesise complex issues, identify practical solutions and to communicate
effectively with non-specialists.
Experience in a public administration, working in teams and with
stakeholders, and the possession of effective negotiating skills (preferably at
the European level) are an important advantage.
Ability to manage a number of files simultaneously with the capacity to
produce high quality output often within short deadlines.
Team spirit, self-reliance, strong organisational skills are important prerequisites as the ability to adapt quickly and thrive in a multi-lingual and
multicultural environment.

2. Main areas of responsibility:


Conception and management of macro-regional strategy approach (especially in
Danube region), and of INTERREG/ European Territorial Co-operation. This
includes responsibility for certain related horizontal tasks, macro-region
(transnational) and EU-wide (inter-regional) cooperation programmes.
Tasks would include to:

Design and facilitate the implementation of actions within a macro-regional strategic


approach;
Analyse and examine proposals for programmes submitted by the Member States and
prepare relevant amendments to programming during the implementing period;
Monitor the implementation of assistance, including its strategic and thematic relevance,
and (under supervision of an official) financial progress;
Analyse annual implementation reports and prepare/ attend/ follow up annual reviews
with the Managing Authorities;
Promote transfer of good practice in programme and strategic implementation, and ensure
the overall impact;
Liaise broadly with other colleagues in DG Regional Policy on the above;
Inform about the macro-regional approach, the activities of the Structural Funds in
general and INTERREG/ European Territorial Cooperation in particular to a wider public
by speaking at conferences/ seminars.
Facilitate information and replies to the European institutions, the Member States

authorities and the general public.


3. Main qualifications:
Candidates should have good knowledge and practical experience of regional
development and/ or the international dimension of cooperation, and of
Structural Funds/ INTERREG/ European Territorial Co-operation. A good
appreciation of the strategic importance of territorial cooperation programmes
and their potential would be an advantage. A wide perspective on the potential
of integrated, cross-cutting approaches, and the ability to motivate and
communicate this to colleagues would also be welcome.
Candidates should be aware that Seconded National Experts in DG Regional
Policy do not work with programmes involving their own Member State.
4. Languages:
Excellent knowledge of English is required. Good knowledge of other Community
languages, in particular of French would be an advantage.
