5. Main areas of responsibility :

Unit C-3 in DG Competition, responsible for the enforcement of
competition policy in the IT/consumer electronics sectors, has an END
vacancy for a case handler (one of 11 case handlers in the Unit).
Case handlers deal with every stage of the antitrust procedure from initial
investigation to final decision, applying Articles 101 and 102 TFEU.
Depending on the case, case handlers work both independently or, more
commonly, as part of a team. The work involves extensive contact with
companies, their legal and economic advisors, other Commission DGs and
Member States. The Unit in question has in the past been in charge of the
Microsoft and Intel investigations, and are now looking into matters

To contribute to the Commission's assessment of the economic situation

The mission of the Directorate General for Regional Policy is to strengthen

economic, social and territorial cohesion by reducing disparities between
the levels of development of regions and countries of the European Union.
In this way the policy contributes positively to the overall economic
performance of the EU.
The Directorate General manages three major Funds:

the European Regional Development Fund, which operates in all
Member States, co-finances investments - this fund is heavily

concentrated in the regions with lowest GDP/head;
the Cohesion Fund, which co -finances transport and environment
projects in Member States whose GNP is less than 90% of the
Community average;
the Instrument for Structural Policies for Pre-Accession (ISPA), which
helps candidate countries to develop transport networks and
improve environmental infrastructure.
Main areas of responsibility:
1) The Seconded National Expert (END) will work as Desk Officer in
order to assist in the implementation of the Structural Funds in
Slovakia. In particular she/he will be responsible for Operational
Programmes 2007-2013 (OP Competitiveness and Economic Growth
and OP Health) and horizontal tasks: Cross Border cooperation; Danube
Strategy coordination; participation to the Innovation Network group
etc ... The range of tasks and duties in this post is as follows:
To analyse and negotiate the proposals submitted by the Member
State for modifications of operational programmes, major projects
and other documents (selection criteria, communication plan...)
required under the regulations, including preparatory documents
such as the ex-ante evaluation and cost-benefit analyses; to
prepare and organise consultations (inter-intra service, EIB...) on
such proposals; Commission decisions modification of programmes
ands projects
To participate in and report on the meetings of the monitoring
committees and the annual review, technical meetings, seminars
and conferences
To instruct payment requests and to report regularly on the financial
absorption rhythm, on the physical progress of the programme or
project and on the effectiveness and efficiency of its
implementation
To analyse the audit reports prepared by the Audit directorate, the
Court of Auditors, and to monitor its application on the ground
To prepare or contribute to the instruction of parliamentary questions
and complaints, briefings, speeches at the cabinet's request or by
horizontal services/

2) The candidate will also assist the Head of Unit in the negotiations of
the future Cohesion Policy in Slovakia.
Main qualifications:
At least one year's experience of implementing regional policy gained
within the last 5 years, together with a knowledge of EU structural funds.
At least one year's experience gained within the last 5 years of project or
programme management.
Languages: ability to work fluently in both spoken and written English is

a prerequisite. French & Slovak will be an asset.

The secondment will be within the Food and Veterinary Office (FVO), a
Directorate within the Commission's Directorate-General for Health and
Consumers and based in Grange, Co. Meath, Ireland. The FVO's main task
is to verify compliance with the requirements of EU food safety, animal
and plant heath and animal welfare legislation within the European Union
and on compliance with EU import requirements in third countries
exporting to the EU.
The main responsibility of the seconded expert will be, together with staff
of the FVO, to prepare, perform and report on audits and on-the-spot
inspections for the purposes of verification on the application of the
relevant EU legislation, and to ensure appropriate follow-up.

An academic degree in veterinary medicine is a pre-requisite. Extensive
experience with European legislation in the areas of veterinary public

Candidates should have good knowledge and practical experience of regional
development and/ or the international dimension of cooperation, and of

appreciation of the strategic importance of territorial cooperation programmes
and their potential would be an advantage. A wide perspective on the potential
of integrated, cross-cutting approaches, and the ability to motivate and
